At 7:02 pm, 31 October 2013, a magnitude 6.3 earthquake occurred 45 km (28 miles) south-southwest of the coastal city of Hualian. The shallow depth of 12 km (7.5 mi) exacerbated the ground shaking. Buildings over a wide area, including Taipei, the capital city, were shaken. A note from the past: A magnitude 7.6 earthquake in central Taiwan in 1999 killed 2,416 people. Each earthquake is an opportunity to add to the “global book of knowledge” on occurrences, consequences, and disaster risk reduction measures

War has devastating implications for families, communities, cultures, economies, and state infrastructure. Similarly, the last decade has seen an increase in the number of attacks against health workers in conflict zones and unstable environments. Unfortunately, these attacks have grave consequences for local populations which often rely on foreign aid programs for their health and well-being. As such, this paper will examine why aid-workers have increasingly been targeted for abductions, ambushes, assassinations, and various forms of intimidation. Furthermore, examples of terminated health programs, as well as populations served by current medical and humanitarian interventions, will be provided to impart a sense of magnitude and importance of health programs to the reader. Arthur became a Cat 1 hurricane on July 3rd. Arthur impacted North Carolina first. Thousands evacuated from North Carolina and its fragile outer banks before Arthur’s 7 m (22 ft) storm surge, high velocity winds and torrential rain arrived. However, many thousands chose not to evacuate and to ride out the storm. Arthur made landfall in the outer banks of North Carolina at 11:15 pm as a Cat 2 storm with winds of 166 kph (100 mph). The 2016 Ecuador earthquake occurred on April 16 at 18:58:37 ECT with a moment magnitude of 7.8 and a maximum Mercalli intensity of VIII (Severe). The very large thrust earthquake was centered approximately 27 km (17 mi) from the towns of Muisne and Pedernales in a sparsely populated part of the country, and 170 km (110 mi) from the capital Quito, where it was felt strongly. Regions of Manta, Pedernales and Portoviejo accounted for over 75 percent of total casualties.[6] Manta's central commercial shopping district Tarqui, was completely destroyed. Widespread damage was caused across Manabi province, with structures hundreds of kilometres from the epicenter collapsing. At least 659 people were killed and 27,732 people injured. The Third UN World Conference on Disaster Risk Reduction was held from 14 to 18 March 2015 in Sendai City, Miyagi Prefecture, Japan. Several thousand participants attended, including at related events linked to the World Conference under the umbrella of building the resilience of nations and communities to disasters. The United Nations General Assembly Resolution for 2013 on International Strategy for Disaster Reduction states that the World Conference will result in a concise, focused, forward-looking, and action-oriented outcome document and will have the following objectives:
* To complete assessment and review of the implementation of the Hyogo Framework for Action;
* To consider the experience gained through the regional and national strategies/institutions and plans for disaster risk reduction and their recommendations as well as relevant regional agreements within the implementation of the Hyogo Framework of Action;
* To adopt a post-2015 framework for disaster risk reduction;
* To identify modalities of cooperation based on commitments to implement a post-2015 framework for disaster risk reduction;

Two volcanoes in Mexico, Popocatepetl and Colima, have shown increased activity and are threatening to erupt. While current eruptions are not considered dangerous, Popocatepetl poses a threat to Mexico City if its eruptions become more powerful. There are over 1,500 active volcanoes worldwide that could erupt at any time, and eruptions of 11 highly active volcanoes including Katla in Iceland, Pinatubo in the Philippines, and Nyamuragira in the Democratic Republic of Congo would be especially devastating due to their proximity to populated areas. 1) India faces recurring natural disasters such as floods, earthquakes, and cyclones due to its location and geology. The 2001 Gujarat earthquake killed over 100,000 people and caused $5 billion in damages.
2) To improve disaster resilience, India must integrate lessons from past disasters, build expertise through education, and make policy decisions to shift from reactive responses to proactive risk reduction.

On January 29, 2015, a routine delivery of gas to a maternity hospital in Mexico City leads to a deadly explosion killing 4 and injuring dozens. The explosion occurred when a gas tanker was making a routine, early morning delivery of gas to the hospital kitchen, and gas started to leak. The tanker workers worked for 15 to 20 minutes to repair the leak while a large cloud of gas was forming, then exploded. Technologies for monitoring, forecasting, and warning are vital for becoming resilient. As we begin the year 2015, we must unfortunately recognize that it is well past the time to speed up the long-term recovery process for earthquakes (and tsunamis). The main insights from global earthquakes have consistently shown that being prepared includes pre-earthquake planning for post-earthquake recovery ("PEPPER"). Only about 110 of the 10 million earthquakes of all sizes that occur somewhere in the world each year are large enough and close enough to a community to cause a disaster, which creates a multitude of local and regional dilemmas about what to do, both before and after the quake, to shorten the recovery process. A focus on actions in 2015 will accelerate the transition from the past 14 years of global disaster proneness to global disaster resilience by 2020. A snaphot of our world circa 1st January 2015: 7+ billion people, and growing while Living and competing in an interconnected global economy, producing $60 trillion+ of products each year,and facing complex disasters every year that cause multi-billions in losses and reduce a community’s ability to withstand natural catastrophes. The challenge of our time in the 21st century: Protecting and preserving PEOPLE and COMMUNITIES from the potential disaster agents of natural hazards. The “best solution set” vis a vis the global policy framework to strengthen disaster resilience include (1) anticipate and plan for the full spectrum of what can happen; (2) to build capacity at the community level to strengthen disaster in the areas of preparedness, protection, early warning, emergency response, and recovery/reconstruction; (3) to be relentless in informing, educating, training, and building equity in all areas that constitute disaster resilience in all sectors of every community in every nation. WE KNOW WHAT TO DO AND HOW TO DO IT. But just knowing is not enough. Tangible action is essential to reach the urgent goal of global disaster resilience by 2020 and will require that all communities work strategically to implement a realistic set of scientific, technical, and political solutions nested within EXISTING administrative, legal, and economic constraints. - 4. 7:02 PM, OCTOBER 31, 2013 • At 7:02 pm, a magnitude 6.3 earthquake occurred 45 km (28 miles) southsouthwest of the coastal city of Hualian. • The shallow depth of 12 km (7.5 mi) exacerbated the ground shaking. • Buildings over a wide area, including Taipei, the capital city, were shaken.

- 12. • The 1999 Taiwan earthquake was a subduction zone earthquake caused by interaction of the Philippine plate with the Eurasian plate.
- 13. EARTHQUAKE FAULT • The quake was generated by slip on the Chelongpu fault.
- 14. PHYSICAL EFFECTS: GROUND SHAKING • Strong motion records showed that ground shaking was characterized by long-period energy related to the magnitude and local site conditions. • It was several times greater than the level prescribed in the building code.
- 16. • SOCIOECONOMIC IMPACTS • • 44,338 buildings collapsed, and an additional 41,336 houses and buildings were severely damaged. • Twenty 10- to 20-story residential buildings either collapsed or experienced significant damage, suggesting frequencydependent site amplification.
- 17. • Strong ground shaking from the main shock and its large aftershocks caused the collapse of a few mid-rise buildings in Taipei, the capital, which is located about 140 km north of the epicenter in a deep alluvial basin.
- 18. • Strong ground shaking, ground failure, and surface fault rupture caused power outages and severe lifeline damage. • Some examples of lifeline damage had not been observed in other earthquakes..
- 19. • The loss of power had wide ranging effects, including disruption of Taiwan’s semiconductor fabrication facilities.
- 20. • The regional compression caused thrust faulting. • Over 60 km of surface faulting with lateral and vertical displacements reaching 9 m and 5 m, respectively, occurred in the center of the Island.
- 21. • Most of the bridges that suffered significant damage were located in the area bounded by two thrust faults that ruptured the surface.
- 23. • Liquefaction caused damage in a residential neighborhood of Yuanlin located in Changhua County. •Extensive liquefaction-induced damage was also observed in parts of Taichung Harbor.
- 24. SOCIOECONOMIC IMPACTS • The death toll reached 2,416. •11,446 were injured. • Economic losses reached $9.2 billion. • Short-term global stock market prices were influenced by impacts on the semi-conductor industry.
