Since the mid-1990s, a new research area called webometrics based on bibliometric andinformetrics methods has been created [Norouzi, 2006]. Webometrics is the quantitativeanalysis of the web phenomenon employing methods of informetrics [Bjoneborn, Ingwersen,2004]. Due to the importance of the Web, some studies dealing with webometrics seek todescribe web and offer diverse statistics about some of the features and capabilities of theWeb sites [Noroozi Chakoli, 2012]. In EERQI analysis, the need for new retrieval andclustering techniques, and webometrics method mentioned (EERQI, 2008).On the other hand, the Web has developed into the most important scholarly communicationtool and has made more and more scientific information accessible [Kargar, 2011].The present paper seeks to investigate the situation of Estonia on the basis of the Rich Filesand to compare it with other CEE countries. On the other hand, it attempts to have a reviewof the status of scientific output, number of publications is an indicator of Scientific power (Vinkler, 1986), of Estonia in Scopus – that is one of the databases for scientific assessment-and to compare it with other CEE countries. Lastly, this paper will check whether there existsa correlation between the number of the CEE countries Rich Files and the number of their scientific product. In other words, we shall attempt to discover if the number of the RichFiles could represent the scientific ranking of a given CEE country?The Rich files, consisting of PDF, DOC, DOCX, PPT, have been singled out as the basis of our analysis because the majority of the scientific products are being issued in this these files formats since Webometrics , in its scientific assessment of universities, employs the number of Rich Files as one of its criteria which calls it Openness.

EC3metrics participa en la “European Summer School for Scientometrics” (ESSS) 2017 que tiene lugar en Berlín (Alemania) del 17 al 22 de septiembre de 2017. Este evento se viene celebrando anualmente desde 2010 y está organizado por la University of Vienna, el German Centre for Higher Education Research and Science Studies (DZHW alemán), la Katholieke Universiteit Leuven y EC3metrics, que desde 2017 es miembro del comité organizador. ESSS es una iniciativa que se creó en 2010 en respuesta a una falta de formación en cienciometría, -especialmente en los países de habla alemana- y por el aumento de esta demanda por parte de responsables políticos, directores, gestores de investigación, científicos, especialistas en información y bibliotecarios. Así, siguiendo el modelo de eventos anteriores, este año el tema del curso será “Identificación de focos de investigación. Abstract: Bibliometric indicators and methodologies are commonly used for benchmarking institutions and individuals, and analyzing their research performance. Their potential for identifying partners and promoting collaboration is many times overseen by research institutions. In this presentation we will discuss different indicators and methodologies that can be used to spot institutions, research groups and individuals working on similar research fronts. By using different visualization techniques, we will provide examples on how to present these data in an appealing way which can inform university and research managers. These types of analyses are useful when searching for potential partners or designing strategies to establish scientific collaboration networks.

The rank of the Macedonia according the SCImago Journal & Country Rank (SJR) is 99th in the world and 18th in the Eastern Europe.
Out of 20 Universities in Macedonia, only Ss Cyril and Methodius University of Skopje and University St Clement of Bitola are listed in SCImago Institutions Rankings (SIR) for 2013.
Very small number of Macedonian scholarly journals are included in WOS (1), PubMed (1), PubMed Central (1), SCOPUS (5), and Google Scholar metrics (6).
SCOPUS rank and SCOPUS H-index are different for the top 10 authors from Macedonia.
Top twenty Macedonian authors published 72.4% of the total number of abstracts indexed in PubMed.
There is urgent need for organized improvement of the quality of researchers, scholarly journals, and institutions in Macedonia in order to achieve higher international standards.

Het is van essentieel belang dat onderzoekers een actueel overzicht hebben van de literatuur in hun onderzoeksveld. Gegeven het enorme aantal publicaties dat wekelijks in wetenschappelijke tijdschriften verschijnt kan het bijhouden van alle relevante literatuur en het verkrijgen van een goed overzicht van een onderzoeksveld echter een uitdaging zijn en veel tijd kosten. Bibliometrische visualisaties ondersteunen deze taak. Dit soort visualisaties bieden een intuïtief overzicht van de relevante literatuur in een onderzoeksveld. Zo kunnen onderzoekers een beter inzicht krijgen in de structuur en de ontwikkeling van een veld en een indruk krijgen van de belangrijkste bijdragen in het veld.

In this webinar, the presenters will reprise their NASIG 2013 Conference presentation, providing an overview of Linked Data developments within the library and journal publishing communities. By exploring serials in relation to FRBR principles and linked data modeling techniques, the presenters will describe how a search for periodical literature might be improved in a linked data environment. Taking description out of the current record constraints, serials librarians will be able to express the relationships between multiple versions of the same publication, and document how a particular journal has changed over time. The linked data model also opens up many opportunities for the provision of value-added content to bibliographic descriptions.

2. Foundations
I. Library statistics are an invaluable and underutilized
source of information for assessment purposes
II. Monographs are still influential; in some social sciences,
and especially in the arts and humanities, are the main
communication channel between scholars
III. No consensus about quantitative or bibliometric
methodologies to assess monographs’ impact

4. Background
Some attempts to shed light on monographs impact by
several approaches:
I. library holdings: data based on local online catalogues (Torres-
Salinas & Moed, 2009), union catalogues (White et al, 2009) or
WorldCat (Linmans 2010);
II. document delivery requests (Gorraiz & Schlögl, 2006);
III. publishers’ prestige (Giménez-Toledo, Tejada-Artigas & Mañana-
Rodríguez, 2012);
IV. book reviews (Zuccala & van Leeuwen, 2011).
5. Launch of Book Citation Index
I. Launch of BKCI opens new possibilities for assessing
monographs impact by bibliometric means
II. First approaches to BKCI ups and downs can be found at

III. Solid methodologies must be developed to ensure that the
materials to be included in the future are chosen fairly

6. Goal
• To test the feasibility of using library loans as
a possible selection criterion for monographs
in citation indexes.
This is as a relevant issue since the content
of these indexes is used as primary source
for evaluation purposes.
7. Data & Methods
• Pilot study in two non-English-speaking European
university libraries: the library of the University of
Granada (Spanish-speaking) and the Vienna University
Library (German-speaking).
• Both libraries are universal with strong social sciences
and humanities components.
• Data were gathered from the Universities of Vienna and
Granada library systems in December 2012 regarding
loans from, respectively, 2001 and 2000 onwards
8. Data & Methods (II)
• 1000 most borrowed monographs by all types of users
were retrieved from both library systems
• For Vienna also “only scientists” loans were recorded
• Book types were coded as:
REF = reference books, such as dictionaries, etc.
MTB = manuals, textbooks, handbooks, etc.
SM= scientific monographs
• For the first 100 most borrowed SM and MTB, citation
counts were gathered from Web of Science & from Google
Scholar
9. Results: Loans by type
•Results show a very similar number of scientific monographs in both
universities (20% vs. 24%) - all users -
•When regarding only scientists from the Vienna sample, the percentage of
SMs is almost 80%

For only scientists in Vienna, the percentage of German titles decreases, and
English titles make up for almost one third.

13. Results (V): Loans & Citations for top 100
•Much higher number of loans for MTB books in both samples
•Median number of citations were higher for MTB in 3 out of 4 samples
•Just for GS citations in Vienna figures were higher for SM (12,5 vs 6 citations)
•Differences in loans and citations were statistically significant (CI=95%,
p<0.05) between MTB and SM
14. Results (VI): Correlations for citations & loans
•Granada: no correlation at all between loans and citations, regardless of the
citation source used and the type of monograph
•Vienna: A statistically significant but very weak correlation (0.310) between
loans and citations as measured by GS was detected for MTB books
15. Discussion
Not an easy process: many methodological decisions have to be taken:
I. publication year or acquisition year, extensions, loan times or loan
counts, differentiation of the user types and materials, different counts
in different libraries, multiple editions and copies,…?
II. measuring numbers of copies, editions or titles of monographs,
aggregating translations of the same monograph?
III. Difficult to detect citations referring to different books where the title
coincides in various languages. Usually handbooks and manuals have a
broad coverage, so the titles are very short (one or two words in many
cases), which makes it impossible to split citations for every language.
16. Discussion (II)
I. Most of the top books were manuals, handbooks and
textbooks, or reference books such as those for law and
dictionaries.
II. However, SM loans increase from 20-25% to 78% when
analysing loan patterns for scientists only.
III. This fact points to the need to differentiate between types
of users to assess more precisely the reliability of loans
as a usage indicator for monographs.
17. Discussion (III)
I. Within the most borrowed books, highly cited books coexist
with other monographs that are not noticed by the scientific
community.
II. Our study shows that also MTB are used and strongly cited by
scientists
III. Lack of correlation between loans and citations for top loaned
books
IV. The broad range of topics covered by books, the different
citation behaviours by discipline and the aging of books, are
further issues which may affect these results, along with the
aforementioned technical difficulties
18. Take-home messages
I. Loan statistics require improvement and standardization
(implementation of FRBR, RDA, ...) in order to be properly
used for bibliometric purposes.
II. A discipline-focused study could shed more light on the
validity of loans as a criterion for selecting monographs
in selective indexes than could a broad study.
