The objectives of the “Effective System of Research Financing, Development and Innovation” are; to make research, development and innovation environments (R&D&I) more attractive to scientific workers, to support R&D&I excellence, to motivate young people to work in R&D&I, to raise the prestige of work in science in general and to find mechanisms for financial appraisal based on the quality of the work done.
