A. Learning Resource Management and
Development
The system for development and management of learning
resources has the following processes:

   1.   Assessment & Evaluation - This process is for identification
        of materials to be procured, redeveloped or reproduced to
        support schools, divisions and regions in:
                - identifying learning, teaching and professional
        development resource needs.
         - reviewing & recommending resources for acquisition and
        procurement.
        - identifying existing resources for reproduction
          - evaluating teacher developed materials for local use and
        shared distribution via LRMDS.
2. Development and re-development – This is designed to
  support the following:
      - local development, redevelopment and production of
  existing learning and teaching resources.
     - local development on behalf of Regional Training and
  Development Division resources for distribution via
  LRMDS.
      - support the modification and translation of resources
  into mother tongue.
3. Storage and maintenance – this is design to ensure
  ongoing and sustainable access to quality learning,
  teaching and professional development resources. It
  comprises the following
- Online catalogue of all quality assured resources that are
  stored in the LRMDS repository, available from online
  sites and locates hard copies of resources stored at
  regions, divisions and or schools/cluster levels
- Content maintenance and review schedules and
  processes
- Archiving services.
4. Publication and delivery – This is designed to
  provide the web based user interface to access the
  LRMDS. Users can:
 - search, Browse, view and download resources and
  information contained within the repository
- Authentication for access and use of 3rd party
  material licensed to DepEd.

B. Staff Development

Staff development processes for Teachers and School
Heads:
1.Training Needs Analysis –
    Based on NCBTS-TSNA for Teachers
    Based on TDNASH/ NCBSSH for
       School Heads
    Organizational TDNA for the division personnel
Training Needs Analysis
 - provides appropriate information that serves as
 bases for the preparation and conduct of quality
 professional development programs.
 - responsible for determining the gaps between as
 set of standard competencies, and the
 competencies presently possessed by the
 education personnel.
 - establishes a match between the trainee’s
 needs and the training programs to be conducted.
Professional/Staff Development

2. Program Planning for Professional Development -
        IPPD
        SPPD
- serve to address priority training and development needs
   indicated by the TDNA results and priority development
   areas identified at the school, Division and at the regional
   level.
3. Program Designing and Resource Development
        - generates appropriate T&D program designs and
   resource materials/packages will address priority needs of
   the target clientele.
4. Program Delivery – this is the actual conduct of the
   professional development program (e.g. formal training,
   coaching, mentoring) including the provision of TA for
   the Various programs and projects related to
   professional development.
         - Activities are guided by the Master Plans for
   Professional Development and identified programs
   developed in the PDRDS.
     - A significant component of PDy is the conduct of
   post-training technical assistance.
       - this is the main intervention that directly effects
   change in the knowledge, skills and attitudes (KSAs) of
   the education personnel.
5. Monitoring and Evaluation
- This ensures effectiveness and
   efficiency of its operation.
- Sees to it that the outputs at the
   different levels are achieved based on
   set standards and specifications.
