This report explores the significance of border towns and spaces for strengthening responses to young people on the move. In particular it explores the linkages of young people to local service centres with the aim of further developing service, protection, and support strategies for migrant children in border areas across the region. The report is based on a small-scale fieldwork study in the border towns of Chipata and Katete in Zambia conducted in July 2023. Border towns and spaces provide a rich source of information about issues related to the informal or irregular movement of young people across borders, including smuggling and trafficking. They can help build a picture of the nature and scope of the type of movement young migrants undertake and also the forms of protection available to them. Border towns and spaces also provide a lens through which we can better understand the vulnerabilities of young people on the move and, critically, the strategies they use to navigate challenges and access support.
The findings in this report highlight some of the key factors shaping the experiences and vulnerabilities of young people on the move – particularly their proximity to border spaces and how this affects the risks that they face. The report describes strategies that young people on the move employ to remain below the radar of visibility to state and non-state actors due to fear of arrest, detention, and deportation while also trying to keep themselves safe and access support in border towns. These strategies of (in)visibility provide a way to protect themselves yet at the same time also heighten some of the risks young people face as their vulnerabilities are not always recognised by those who could offer support.
In this report we show that the realities and challenges of life and migration in this region and in Zambia need to be better understood for support to be strengthened and tuned to meet the specific needs of young people on the move. This includes understanding the role of state and non-state stakeholders, the impact of laws and policies and, critically, the experiences of the young people themselves. We provide recommendations for immediate action, recommendations for programming to support young people on the move in the two towns that would reduce risk for young people in this area, and recommendations for longer term policy advocacy.

NEW – Commissary parking will be partially blocked for about 10 days
The Commissary on the Fort Myer portion of the joint base is repaving the parking lot. The parking lot will be open during this time, but will be closed in phases beginning Tuesday, Oct. 28 when parking in A5 toward the back of the lot will be closed to station equipment. | Then beginning Wednesday, Oct. 29, after the commissary closes (cars must be out of the area by 8 p.m. Cars remaining in the lot after 8 p.m. will be towed at the owner’s expense), rows A, B, C and part of D will be closed for parking lot repairs in that area. Then paving will be done on the other side as the lot is paved in that area. Workers expect the lot to be complete Nov. 7. Although the lot will stay open, please expect some inconvenience and be aware of workers and other pedestrians as well as of large machinery.

1. Supervise children, and limit their adventures in treat acquisition to the housing area in which they reside and only residences with lighted entry ways.

3. Make sure they are bright enough to be seen at night, and attach reflector strips or light sticks to costumes to make children more visible

To make gift giving easier, the Army & Air Force Exchange Service is extending its return policy for items purchased from Nov. 1 to Dec. 24. The Fort Myer Exchange’s standard policy allows returns anywhere from up to 15 to 90 days of purchase with a sales receipt. The holiday return/exchange policy extends these terms through Jan. 31, 2015. Refunds with sales receipts are processed as forms of payment, cash for cash, credit for credit. Awards will be presented for the top male and female finishers for the 1 Mile Walk, and top finisher for each age group of the 5K Run. Salute from the Chief
A special Twilight Tattoo will be held to recognize five Americans for their outstanding service in support of the United States Army will be awarded the Outstanding Civilian Service award Oct. 30 at 4:30 p.m. on Whipple Field on the Fort Myer portion of the joint base. The award is the third-highest service honor the Army can bestow upon a civilian. Remarks will be provided by Chief of Staff of the Army, Gen. Raymond T. Odierno, who will recognize Tom Donohue of the U.S. Chamber of Commerce, Suni Harford of Citi Group, Tom Werner of the Red Sox Foundation and Bob Woodruff of the Bob Woodruff Foundation. This event is free and open to the public.
Flu shots offered at JBM-HH Memorial Chapel
Andrew Rader U.S. Army Health Clinic will offer seasonal flu clinics at the Memorial Chapel on the Fort Myer portion of the joint base. Dates for the flu shot clinics are: Oct. 28, 30, Nov. 4, 18, and 20. Each clinic is open from 7:30 a.m. to 3:30 p.m.
There will be two Saturday clinics offered: Oct. 25 and Nov. 1 from 8 a.m. to noon at the Rader Clinic.
These clinics are open to active duty military service members and their beneficiaries (ages 2 years old and up), retirees and their beneficiaries (ages 2 years old and up), and DOD civilians. Children younger than 2 years must go to their primary care doctor to receive the vaccine.

Let’s Spin
To bring awareness of domestic violence, MCCS Henderson Hall’s Family Advocacy Program (FAP) will hold a “Let’s Spin” event Oct. 29 from 3:30 to 6:30 p.m. at the Cpl. Terry L. Joint Base Myer-Henderson Hall announces its quarterly Public Open House of the Grant Hall Courtroom, located on the Fort McNair side of the Joint Base in southwest Washington D.C., from 10 a.m. to 4 p.m. on Saturday, Nov. 1. This public open house is free to attend and an opportunity to see the historic site of the military tribunal, held from May through June 1865, of those thought responsible for plotting to assassinate President Abraham Lincoln.

Memorial Chapel to host leadership luncheon Nov. 13
A leadership luncheon will be held at JBM-HH Memorial Chapel in the
Fellowship Hall from 11:30 a.m. to 12:30 p.m. Nov. 13.
Maj. Gen. Jeffrey Buchanan, Joint Force Headquarters and the U.S. Army Military District of Washington commanding general, will be the guest presenter.
The luncheon will provide the opportunity for different key leaders to share personal insights and knowledge of leadership with a focus on Army values and professional development. The leadership luncheon is a new event that will be held quarterly. In an informal atmosphere, attendees will have the opportunity to ask questions concerning the topic. Pizza and soft drinks will be served free of charge.

Symptoms and prevention of Ebola Virus Disease
The U.S. Army Public Health Command has published extensive information regarding the Ebola Virus Disease (EVD), to include background on the disease, how to prevent contraction and other key facts.
According to the U.S. Center for Disease Control and prevention, symptoms include:
Fever (greater than 38.6°C or 101.5°F)
Severe headache
Muscle pain
Weakness
7. Diarrhea
Vomiting
Abdominal (stomach) pain
Unexplained hemorrhage (bleeding or bruising)
Symptoms may appear anywhere from 2 to 21 days after exposure to Ebola, but the average is 8 to 10 days. Recovery from Ebola depends on good supportive clinical care and the patients’ immune response. People who recover from Ebola infection develop antibodies that last for at least 10 years.
According to the CDC, prevention tips include:
Practice careful hygiene. For example, wash your hands with soap and water or an alcohol-based hand sanitizer and avoid contact with blood and body fluids.
Do not handle items that may have come in contact with an infected person’s blood or body fluids (such as clothes, bedding, needles, and medical equipment).
Avoid funeral or burial rituals that require handling the body of someone who has died from Ebola.
Avoid contact with bats and nonhuman primates or blood, fluids, and raw meat prepared from these animals.
Avoid hospitals in West Africa where Ebola patients are being treated. The U.S. embassy or consulate is often able to provide advice on facilities.
After you return, monitor your health for 21 days and seek medical care immediately if you develop symptoms of Ebola.

Two civilian employees need annual leave assist
A Directorate of Emergency Services employee, Christopher Watson, and a Directorate of Resource Management (budge office) employee, Mary Jones Williams, are approved recipients of the civilian personnel annual leave donor program. Due to medical issues, they have exhausted both sick and annual leave.
Department of the Army civilian employees who would like to donate annual leave to Watson and Williams must fill out Form OPM 630A, "Request to Donate Annual Leave to Leave Recipient Under the Voluntary Leave Transfer Program (Within Agency)" at www.opm.gov/forms/pdf_fill/opm630a.pdf.

The 12-session, evidence-based series, designed to teach strategies for dealing with stressors, is held Tuesdays, from 2:30 to 4 p.m., in Bldg. 12’s conference room on the Henderson Hall portion of the joint base. Topics include identifying stressors, deep breathing and muscle relaxation, assertive communication, changing yourself talk, eating right, exercise and developing a personal stress management plan.
