This document identifies and assesses the most significant risk factors affecting public construction projects in Jordan. A survey was conducted with 108 participants from clients, consultants, and contractors. 53 risk factors were identified and categorized into 4 groups: technical, management, financial/market, and political/social/environmental. The risk factors were evaluated based on probability of occurrence, impact, and total effect. 20 factors were found to have a significant effect. The top 10 most significant risk factors included changes in design, management problems with contractors, design/contract errors, conflicts in documents, lack of planning/budgeting, financial problems for contractors, poor communication, bureaucracy/late approval, material wastage, and rework due to labor mistakes.
