In pursuit of empowering students and promoting higher education, governments and educational institutions worldwide offer various scholarship schemes.
Today, Thursday, 8th February 2024, I would like to submit self- effacing recommendations on the visionary activities of the Secretariat for Further Education of the National Union of Ghana Students as stipulated in a report by the chairman, Hon. David Kwaku Xefu. It is not the usual rhetoric which is full of grammar yet unachievable within the period of service. I write not in my own interest nor the interest of my university of affiliation but I write in the sole interest of all Ghanaian students who are studying hard and trusting God to successfully migrate to the various tertiary institutions. Indeed, Vision is important and its considered as the pillar and bedrock for bringing about innovation in any association. Without appropriate vision, all goes wild. It is the drive way through which institutions can take to reach greater heights. The recommendations have been structured as follows:
1.1 BACKGROUND OF THE STUDY

Competition that has arisen among various student groups in the universities in Ghana, the issue of effective policy and its implementation, curriculum change and innovation, the introduction of new programmes that are market driven, among others, are issues that can be solved through visionary leadership and activities. Emerging concerns like bursary allocation for graduate students, skills training, research fund for graduate students, policies on welfare and health, transit from traditional pedagogy to digitized learner- centred pedagogy and the need for e- learning, call for leadership with a long sight (Eddy and VanDerLinden, 2006). The need for visionary leadership and activities arises in such contexts.

What a year! 2021 was the second year that Cleantech Open Northeast ran entirely virtually, although we held a few outdoor social events in New York and Boston. The program grew with the participation of international startups from multiple countries in Europe, as well as Africa and Asia. This year Princeton NuEnergy of New Jersey won the National Grand Prize! The National Finalists from the Northeast are InfiSense and STAC Technology. The four Regional Winners are Innovia GEO who also won the People’s Choice Award, Osmoses who also won our first Carbon Sequestration Prize (sponsored by Sire Foundation), Princeton NuEnergy, and STAC Technology.
Peter Rothstein, President of NECEC, received a Lifetime Achievement Award. He was instrumental in bringing Cleantech Open into the NECEC family in 2015, and this partnership continues to grow stronger. Peter is retiring after 11 years in this role, and turning over the reins to Mayor Joseph Curtatone of Somerville, MA. Cheikh Dramé is our Lead Mentor of the Year, Barbra Batshalom is Sustainability Mentor of the Year, and Pam Reid and Cordula Schmid are Rookie Mentors of the Year. Thank you all for your dedication, expertise and leadership!
We are working with Browning the Green Space to encourage our startups to incorporate Diversity, Equity and Inclusion (DEI) into their ventures from the beginning. We are focused on building relationships with organizations that represent minority communities. With support from NYSERDA we introduced programming with the NY State Pollution Prevention Institute and Clean Energy Ventures to enable our startups to calculate their Greenhouse Gas Emissions Reduction Potential (GHG-ERP). This exercise will help them in conversations with investors that increasingly care about environmental impact.
Our 2021 cohort estimates that when at scale they will collectively reduce 101 million metric tons of CO2e, which is equivalent to taking 22 million cars off the road. Plus, this is a diverse group: 62% of the founders in the class of 2021 are women or minorities or both.

Working with data is a challenge for many organizations. Nonprofits in particular may need to collect and analyze sensitive, incomplete, and/or biased historical data about people. In this talk, Dr. Cori Faklaris of UNC Charlotte provides an overview of current AI capabilities and weaknesses to consider when integrating current AI technologies into the data workflow. The talk is organized around three takeaways: (1) For better or sometimes worse, AI provides you with “infinite interns.” (2) Give people permission & guardrails to learn what works with these “interns” and what doesn’t. (3) Create a roadmap for adding in more AI to assist nonprofit work, along with strategies for bias mitigation.

All presenters are members of organizations that are affiliates of RCE Greater Yenegoa
INTRODUCTION:
Prior to the finding of hydro-carbon in commercial quantities in the
Gbarian and Ekpetiama clans, the people of both clans saw education as
a critical need for individual and communal development.
However, with the finding and production of hydrocarbon in the
Gbarain-Ubie Oil and Gas operational area, there was increased
availability of jobs but mostly those that did not require much skills.
Many youths deferred their university and higher degree educational
plans to work in the oil and gas plants and many youths no longer had
the drive to pursue education especially at the post graduate levels.
This situation was compounded by the erroneous perception that politics
was a much easier way to get money, prestige and honour than acquiring
post graduate education.
Another reason is the high cost of pursuing post graduate education.
The Kings, Chiefs and leadership of the clans wanted
this scholarship scheme and advocated for it.
Also the need assessment carried out by CIRCI
(NGO) and the Cluster Development Board (CDB)
for the 11 communities showed the high importance
given to education and financial empowerment by
the communities.
It was agreed that part of the funds accruing to the
communities from the Global Memorandum of
Understanding they signed with Shell Petroleum
Development Company of Nigeria Limited (SPDC)
be used in implementing this project.
Gbarain/Ekpetiama CDB Meeting
deliberating on the scheme
Community engagement in Okotiama by CIRCI for
needs assessment. All 11 communities were assessed.
This scheme is expected to be significant in the following ways:
It will produce high level manpower in different fields at the masters and
Doctorate degree levels.
It will increase the employment opportunities and growth of beneficiaries
in different work organizations: locally, nationally and internationally.
Graduates will constitute the future elites, improving on the knowledge
driven economy of the clans specifically and the state at large.
The overall effect of this is an enlightened and highly critical human group
that would positively contribute to the sustainable development of their
communities/clans and state/nation.
PROJECT GOALS:
Improve the number of highly educated and well qualified persons in
Gbarain/Ekpetiama clans for high level employment and growth
opportunities.
PROJECT OBJECTIVES:
To enable qualified and intending
first degree and master’s degree
certificate holders from
Ekpetiama and Gbarain clans to
run masters and doctor of
philosophy degree programmes
in any field in Nigerian
Universities.
To produce educated manpower
from the above areas of study
and to make them become self-

one extra year if it is prolonged.

SCHOLARSHIP AWARD AMOUNT:
MASTERS DEGREE
Masters - 545,000.00 Naira annually
In US Dollars that is about $1,514 annually
This amount will be paid annually for 2 years. However an extra
tuition fee of 135,000 Naira ($375) will be paid if programme spills
into the third year.
DOCTOR OF PHILOSOPHY DEGREE
PhD –710,000 Naira annually
In US Dollars that is about $1,972 annually
This amount will be paid annually for 3 years. However an extra
tuition fee of 240,000 Naira ($667) will be paid if programme spills
into the fourth year.
SUCCESS ACHIEVED SO FAR:
Funds have been disbursed to 9 PhD degree beneficiaries out of the 11
opportunities and all 22 Masters degree beneficiaries for the first year.
Second disbursement for Year 2 has been made to 4 PhD beneficiaries
and 15 Masters degree beneficiaries, whose progress has been verified in
line with the criteria set by the Scholarship committee.

Only the best in each community are selected using the agreed selection criteria.
The Technical Committee of the GECDB (Gbarain/Ekpetiama Cluster Development
Board), GECDB, Government, SPDC and the Scholarship Committee are monitoring the
project from inception to completion with the assistance of the mentoring NGO.
After the first year payment, evidence of progress are required before additional
payments are made to beneficiaries.
In order to ensure project continuity, all funds required for the scholarship scheme’s
successful completion without any hitch have been secured and ring-fenced in a bank
account for disbursement after each beneficiary meets up with the criteria set for each
disbursement.
The day-to-day management of the project is in the hands of the Scholarship Committee.
The committee is responsible to institute a culture that would make beneficiaries be up
and doing so that they successfully complete their studies.
At the end of this scholarship scheme, the project will be evaluated to ensure
improvement in follow-up programmes.
CONCLUSION:
At the completion of this project, the Gbarain/Ekpetiama Cluster Development
Board would have spent N64,124,000 Naira or 178,000 US Dollars, including
administrative costs.
The funds are contributed by Shell Petroleum Development Company Nigeria
Limited and her Joint Venture Partners for the development of the cluster through
the Global Memorandum of Understanding they have.
This scheme will result in the following:
Increase in more educationally and financially empowered community
members, who will actively contribute to community development directly and
indirectly.
Some of the empowered beneficiaries will be able to invest in activities that will
develop the place and provide employment opportunities for others.
Again, such people will be able to pay more taxes to government, who can
then use such funds to develop the place and build of more social amenities.
CONCLUSION:
Such enlightened people will appreciate why they must protect their
environment, become advocates for enhanced sustainable livelihoods in their
communities and be less involved in violent conflicts.
This project has raised awareness on the importance of educational and human
development and many people are showing the zeal to read further. With
time, therefore more people will seek the opportunity to benefit from
developing themselves one way or the other.
