enable sustainable ocean governance and better use of the 'Blue Economy'
to address youth unemployment and job creation.

To establish an organisation for affairs related to the marine environment,
relying on two key aspects: funding and networking. This organisation will
be decentralised into specialising sub-sectors for efficiency:

 Research Centre
 Campaigning
 Commonwealth exchange and internship opportunities for youths
 Courses on the aquatic environment and the Blue Economy
 A Commonwealth Youth Network on Oceans
 A Pan-Commonwealth Youth Fund
 Partnership building with popular universities and other networks for
research and endorsement
