This document describes a face recognition technique that uses a hybrid of principal component analysis (PCA) and an artificial neural network. PCA is used to extract global features of the entire face and local features of the eyes, nose, and mouth regions. These features are used as inputs to an artificial neural network for training and testing. The technique aims to leverage both global and local features for face recognition while reducing computation time compared to local-feature-only approaches.

Medical Image Fusion Using Discrete Wavelet TransformIJERA Editor
Medical image fusion is the process of registering and combining multiple images from single or multiple imaging modalities to improve the imaging quality and reduce randomness and redundancy in order to increase the clinical applicability of medical images for diagnosis and assessment of medical problems. Multimodal medical image fusion algorithms and devices have shown notable achievements in improving clinical accuracy of decisions based on medical images. The domain where image fusion is readily used nowadays is in medical diagnostics to fuse medical images such as CT (Computed Tomography), MRI (Magnetic Resonance Imaging) and MRA. This paper aims to present a new algorithm to improve the quality of multimodality medical image fusion using Discrete Wavelet Transform (DWT) approach. Discrete Wavelet transform has been implemented using different fusion techniques including pixel averaging, maximum minimum and minimum maximum methods for medical image fusion. Performance of fusion is calculated on the basis of PSNR, MSE and the total processing time and the results demonstrate the effectiveness of fusion scheme based on wavelet transform.

Iris recognition systems have attracted much attention for their uniqueness, stability and reliability. However, performance of this system depends on quality of iris image. Therefore there is a need to select good quality images before features can be extracted. In this paper, iris
quality is done by assessing the effect of standard deviation, contrast, area ratio, occlusion, blur, dilation and sharpness on iris images. A fusion method based on principal component analysis (PCA) is proposed to determine the quality score. CASIA, IID and UBIRIS databases are used to test the proposed algorithm. SVM was used to evaluate the performance of the
proposed quality algorithm. . The experimental results demonstrated that the proposed algorithm yields an efficiency of over 84 % and 90 % Correct Rate and Area under the Curve respectively. The use of character component to assess quality has been found to be sufficient for quality detection.
COMPUTER VISION PERFORMANCE AND IMAGE QUALITY METRICS: A RECIPROCAL RELATION csandit
Computer vision algorithms are essential components of many systems in operation today. Predicting the robustness of such algorithms for different visual distortions is a task which can
be approached with known image quality measures. We evaluate the impact of several image distortions on object segmentation, tracking and detection, and analyze the predictability of this impact given by image statistics, error parameters and image quality metrics. We observe that
existing image quality metrics have shortcomings when predicting the visual quality of virtual or augmented reality scenarios. These shortcomings can be overcome by integrating computer vision approaches into image quality metrics. We thus show that image quality metrics can be
used to predict the success of computer vision approaches, and computer vision can be employed to enhance the prediction capability of image quality metrics – a reciprocal relation.
Fingerprint image enhancement is the key process in IAFIS systems. In order to reduce false identification ratio and to supply good fingerprint images to IAFIS systems for exact identification, fingerprint images are generally enhanced. A filtering process tries to filter out the noise from the input image, and emphasize on low, high and directional spatial frequency components of an image. This paper presents an experimental summary of enhancing fingerprint images using Gabor filters. Frequency, width and window domain filter ranges are fixed. The orientation angle alone is modified by 0 radians, π/2, π/4 and 3π/4 radians. The experimental results show that Gabor filter enhances the fingerprint image in a better way than other filtering methods and extracts features.
Image enhancement is one of the challenging issues in image processing. The objective of Image enhancement is to process an image so that result is more suitable than original image for specific application. Digital image enhancement techniques provide a lot of choices for improving the visual quality of images. Appropriate choice of such techniques is very important. This paper will provide an overview and analysis of different techniques commonly used for image enhancement. Image enhancement plays a fundamental role in vision applications. Recently much work is completed in the field of images enhancement. Many techniques have previously been proposed up to now for enhancing the digital images. In this paper, a survey on various image enhancement techniques has been done.
Fingerprint Image Compression using Sparse Representation and Enhancement wit...Editor IJCATR
A technique for enhancing decompressed fingerprint image using Wiener2 filter is proposed. First compression is done by sparse representation. Compression of fingerprint is necessary for reducing the memory consumption and efficient transfer of fingerprint images. This is very essential for the application which includes access control and forensics. So the fingerprint image is compressed using sparse representation. In this technique, first dictionary is constructed for patches of fingerprint images. Then a fingerprint is selected and the coefficients are obtained and encoded. Thus the compressed fingerprint is obtained. But when the fingerprint is reconstructed, it is affected by noise. So Wiener2 filter is used to filter the noise in the image. The ridge and bifurcation count is extracted from decompressed and enhanced fingerprints. The experiment result shows that the enhanced fingerprint image preserves more bifurcation than decompressed fingerprint image. The future analysis can be considered for preserving ridges.
Performance Comparison of Face Recognition Using DCT Against Face Recognition...CSCJournals
In this paper, a face recognition system using simple Vector quantization (VQ) technique is proposed. Four different VQ algorithms namely LBG, KPE, KMCG and KFCG are used to generate codebooks of desired size. Euclidean distance is used as similarity measure to compare the feature vector of test image with that of trainee images. Proposed algorithms are tested on two different databases. One is Georgia Tech Face Database which contains color JPEG images, all are of different size. Another database used for experimental purpose is Indian Face Database. It contains color bitmap images. Using above VQ techniques, codebooks of different size are generated and recognition rate is calculated for each codebook size. This recognition rate is compared with the one obtained by applying DCT on image and LBG-VQ algorithm which is used as benchmark in vector quantization. Results show that KFCG outperforms other three VQ techniques and gives better recognition rate up to 85.4% for Georgia Tech Face Database and 90.66% for Indian Face Database. As no Euclidean distance computations are involved in KMCG and KFCG, they require less time to generate the codebook as compared to LBG and KPE

APPLICATION OF IMAGE FUSION FOR ENHANCING THE QUALITY OF AN IMAGEcscpconf
Advances in technology have brought about extensive research in the field of image fusion.
Image fusion is one of the most researched challenges of Face Recognition. Face Recognition
(FR) is the process by which the brain and mind understand, interpret and identify or verify
human faces.. Image fusion is the combination of two or more source images which vary in
resolution, instrument modality, or image capture technique into a single composite
representation. Thus, the source images are complementary in many ways, with no one input
image being an adequate data representation of the scene. Therefore, the goal of an image
fusion algorithm is to integrate the redundant and complementary information obtained from
the source images in order to form a new image which provides a better description of the scene
for human or machine perception. In this paper we have proposed a novel approach of pixel
level image fusion using PCA that will remove the image blurredness in two images and
reconstruct a new de-blurred fused image. The proposed approach is based on the calculation
of Eigen faces with Principal Component Analysis (PCA). Principal Component Analysis (PCA)
has been most widely used method for dimensionality reduction and feature extraction

Innovative Analytic and Holistic Combined Face Recognition and Verification M...ijbuiiir1
Automatic recognition and verification of human faces is a significant problem in the development and application of Human Computer Interaction (HCI).In addition, the demand for reliable personal identification in computerized access control has resulted in an increased interest in biometrics to replace password and identification (ID) card. Over the last couple of years, face recognition researchers have been developing new techniques fuelled by the advances in computer vision techniques, Design of computers, sensors and in fast emerging face recognition systems. In this paper, a Face Recognition and Verification System has been designed which is robust to variations of illumination, pose and facial expression but very sensitive to variations of the features of the face. This design reckons in the holistic or global as well as the analyticor geometric features of the face of the human beings. The global structure of the human face is analysed by Principal Component Analysis while the features of the local structure are computed considering the geometric features of the face such as the eyes, nose and the mouth. The extracted local features of the face are trained and later tested using Artificial Neural Network (ANN). This combined approach of the global and the local structure of the face image is proved very effective in the system we have designed as it has a correct recognition rate of over 90%.

Efficient Small Template Iris Recognition System Using Wavelet TransformCSCJournals
Iris recognition is known as an inherently reliable biometric technique for human identification. Feature extraction is a crucial step in iris recognition, and the trend nowadays is to reduce the size of the extracted features. Special efforts have been applied in order to obtain low templates size and fast verification algorithms. These efforts are intended to enable a human authentication in small embedded systems, such as an Integrated Circuit smart card. In this paper, an effective eyelids removing method, based on masking the iris, has been applied. Moreover, an efficient iris recognition encoding algorithm has been employed. Different combination of wavelet coefficients which quantized with multiple quantization levels are used and the best wavelet coefficients and quantization levels are determined. The system is based on an empirical analysis of CASIA iris database images. Experimental results show that this algorithm is efficient and gives promising results of False Accept Ratio (FAR) = 0% and False Reject Ratio (FRR) = 1% with a template size of only 364 bits.

A Strategic Approach: GenAI in EducationPeter Windle
Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. The rapid evolution of AI technologies necessitates a proactive and strategic approach if we are to remain relevant.

June 3, 2024 Anti-Semitism Letter Sent to MIT President Kornbluth and MIT Cor...Levi Shapiro
Letter from the Congress of the United States regarding Anti-Semitism sent June 3rd to MIT President Sally Kornbluth, MIT Corp Chair, Mark Gorenberg
Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.
• The Committee on Ways and Means has been investigating several universities since November 15, 2023, when the Committee held a hearing entitled From Ivory Towers to Dark Corners: Investigating the Nexus Between Antisemitism, Tax-Exempt Universities, and Terror Financing. The Committee followed the hearing with letters to those institutions on January 10, 202
The French Revolution, which began in 1789, was a period of radical social and political upheaval in France. It marked the decline of absolute monarchies, the rise of secular and democratic republics, and the eventual rise of Napoleon Bonaparte. This revolutionary period is crucial in understanding the transition from feudalism to modernity in Europe.
