IFAD aims to be a learning organization that systematically learns from its projects and programs to deliver high-quality services and help partners overcome poverty. It will share knowledge about rural poverty reduction to promote good practices, innovations, and influence policies.
Each IFAD project should practice a virtuous circle of communicating, learning, and sharing knowledge. A project knowledge pyramid shows how communication, knowledge management, monitoring and evaluation, and financial information are all knowledge management activities.
Projects should promote communication through a website, electronic archive, photos, press articles, and videos. They should also participate in local, national, regional and international forums and networks to facilitate knowledge sharing.

With more than 46 cities in Africa swelling to populations of a million people or more — and 17 of the world's 100 fastest-growing cities located in Africa — there is an acute need to develop housing solutions for so many urban residents. But raising the capital to meet that growing demand for housing remains a significant challenge. In 2013, the African Union for Housing Finance (AUHF) will host a conference under the theme "Raising Capital for Housing Finance.” The Africa-China Urban Initiative will organize a conference panel discussion on "Understanding (and harnessing) Chinese investment interest." Chinese investment in residential development in Africa is increasingly having an impact and demonstrating a track record of opportunity and experience. Panelists invited include Chinese investors setting out their experiences and expectations for the market and an African corporation that has received Chinese financing.

The e-forum is an online event is a joint effort by the Confederation of Open Access Repositories (COAR), the International Federation of Library Associations and Institutions (IFLA) and Food and Agriculture Organization of the United Nations (FAO) to provide a forum for institutions and individuals to learn more about the Lyon Declaration, and to exchange ideas about how information centers and libraries can promote the adoption of access to information as part of the UN’s Sustainable Development Goals.
This webinar will look how increased access to information can help achieve the United Nations’ new Sustainable Development Goals (SDGs). It will explain how IFLA developed the Lyon Declaration on Access to Information to influence the SDGs, assess the resulting new post-2015 development framework to be endorsed by world leaders at the end of September in New York, and address the next steps that library and information professionals can take to ensure that we are included as partners in national sustainable development plans to reach goals and targets.

1.INTRODUCTION:
In April 2007 the board of IFAD adopted a new KM strategy. A product of the action plan.
You will think : yes again a new strategy from IFAD …new guidelines …more work for us.
This one is a bit special because managing knowledge is what we are doing, maybe without knowing, on a daily basis in rural development projects.
All our work is based on knowledge acquisition and transmission : ifad project bring new techniques, new institutional arrangements.
You know that because you are practicing in projects.
Now do we ensure a coherent and consistent km so far. This is the question.
KNOWLEDGE is a mix of information used for our professional purpose and skills and know how.
Knowledge is defined (Oxford English Dictionary) variously as (i) expertise, and skills acquired by a person through experience or education; the theoretical or practical understanding of a subject, (ii) what is known in a particular field or in total; facts and information or (iii) awareness or familiarity gained by experience of a fact or situation. Philosophical debates in general start with Plato's formulation of knowledge as "justified true belief".
2.IFAD KM STRATEGY
What we are doing is good. It is nice. It has impact. But few people knows…
How to get this strategy adapted to the needs of the project. The needs in the field.
That is the purpose of adapting it in PF.
SO IT IS A NECESSITY TO PRACTICE IT AT A HIGHER SCALE :
LOCALLY FOR THE BENEFIT OF THE POOR
INTERNATIONALLY FOR THE BENEFIT OF THE DEVELOPMENT COMMUNITY AND GET MORE TO IMPLEMENT IN OUR COUNTRY
The challenge is to improve IFAD projects impact and make known what we are doing, while at the same time getting inspiration from outside.
3. KM CYCLE:
In order to properly manage knowledge we have to set up a virtuous cycle.

Let’s keep it simple and effective. There are many theories and literature about KM. what we want is learn/share and communicate to have better impact in getting rural poor out of poverty. THIS CYCLE PROPOSE A SIMPLE VISION OF KM.
This apply to many of our technical activities :
Agriculture production
Rural finance systems
Market linkages
Etc…
KNOWLEDGE MANAGEMENT IS NOT INTERESTED IN MANAGING KNOWLEDGE PER SE, BUT TO RELATE KNOWLEDGE AND ITS USAGE IN THE FIELD TO ACHIEVE PROJECT DEVELOPMENT OBJECTIVE AND IFAD MANDATE.
4.KM IN COUNTRY PROGRAMME:
Now how do we want to streamline the process ?
We have to be careful : we don’t want a one way process, top down from headquarter to projects. On the contrary we want field experience to feed IFAD knowledge.
Actually, it should be a two ways process:
Share between projects and countries in order to improve project impacts and efficiency
Feed IFAD in order to refeed other networks
To be successful and to comply with IFAD partner and target groups needs (Governments and rural poors) and corporate needs (IFAD headquarter and international development community), the IFAD KMI strategy should be a two fold approach :
at field level, managed by project and country programme, for proper harvesting and sharing of knowledge with IFAD stakeholders, for direct use at operational level.
at corporate level, managed by IFAD headquarter to distil corporate knowledge through a combination of core portfolio cycle, proper information management for easy access by users, proper sharing internally, and proper communication channels for dissemination at international levels.
In IFAD Action Plan, the country programme is at the centre of the new Operating Model. So does the KMI strategy: IFAD Knowledge management system is to be built upon IFAD field experience: we don’t want a theoretical complex system. WE HAVE SUCCESSES IN THE FIELD LET THEM KNOWN, LETS PROMOTE THEM TO SHARE EXPERIENCE AND GET MORE PEOPLE BENEFITING.
Regional strategies derive from IFAD strategic framework, and define regional priorities.
COSOP derives from regional strategy on one hand (on the other hand COSOP is build on the national PRSP and local stakeholders consultations). COSOP defines the country programme.
The country programme is made of projects on loans and grants and policy dialogue. Knowledge lie in these project implementation experience.
Projects/Operations during implementation phase are producing knowledge and innovations to be harvested and disseminated.
5. KM PYRAMID IN IFAD PROJECTS :
Implementation is often forgotten in the project cycle (demonstrating again how IFAD was too much focus on delivering new projects without paying enough attention to their implementation. This is being changed with the new operating model, and the emphasis in the past 5 year on monitoring and evaluation and results and impact indicators.
At field level, the most appropriate place to capture Knowledge and Innovation is to use the existing M&E systems (which are in place in each and every IFAD operation). M&E is the only comprehensive system providing an overview of the activities, success and failures. From operational M&E system, Knowledge&Innovation managers can identify interesting knowledge to be harvested, analysed and disseminated. Only one story per project and per year in the current portfolio, will already make 200 knowledge&innovation items to be disseminated and published every year.
A particular attention will be given in mainstreaming knowledge from projet level (i.e. by using KM&Communication officers in projects M&E units and/or contracting knowledge specialised institutions at country level) and putting existing IFAD supported regional networks in charge of collecting and sharing the knowledge of the portfolio at regional level.
6. KM PYRAMID AND OUTSIDE WORLD:
This pyramid showing the various steps on=f knowledge management can be used as a basis for project websites. It groups all project information in public and protected areas…and can be interlinked with many other places and networks.
To me each IFAD project should have its own wesbite. It costs nothing compared to the size of your projects and it brings lot of value in terms of :
Information archiving. A living archive on the net
Institutional memory easily accessible
Dissemination of information worldwide and to those interested
You are loosing reports, you are crashing hard disks…you cant loose a well managed website.
I ENCOURAGE YOU TO GET PROJECT WEBSITE UNDER YOUR LINE MINISTRY AND IFAD WILL MIRROR THEM ON THE RURAL PORTAL.

Already many of you are practising communication through local newspapers, special events, etc…SEND US THESE PRESS ARTICLES.
What we want is to intensify the communication and better share it.
The newsletter is a first element where we can gather nice stories. And we encourage you to contribute. ALREADY ONE YEAR THAT WE ARE PRODUCING IT. A VARIETY OF ARTICLE FROM THEMATIC SYNTHESIS TO INTERVIEW OF PROJECT MANAGERS OR FARMERS. A SURVEY WILL BE DISTRIBUTED DURING THIS WORKSHOP TO GET YOUR FEED BACK ON IT.
Second most of knowledge and communication is buried in your projects, it has to be communicated to others to the large development community.
Hence this proposal of tools. We have to have some standards tools : one website per project, one elibrary, et…
THE E LIBRARY IS WONDERFUL. YOU ARE PRODUCING A LOT DURING THE 5,7, 10 YEARS OF YOUR PROJECTS. AND NOT ONLY BIDDING DOCUMENTS, BUT ANNUAL REPORTS, SERVICE PROVIDERS REPORTS, SURVEYS, MONOGRAPHIES, ETC…ALL THIS IS VALUABLE.
Promote project communication is not only at international level. it is also direct to our primary target the rural poor. Specific tools are already used by projects to share knowledge and promote communication. More can be establsh as Anna will explain to you in a few minute.
8. SAMPLE WEBSITE TANZANIA
We are not saying that internet is a panacea…and it will never replace face to face meetings..or workshop like this one.. but it ease considerably the circulation of information through email or websites.
These past 5 years all of you got equipped with cellular phones and email adresses. And even if it was not professionaly you paid it on your own.
I am sur ethis expansion will now go down to the villages and farmers. Thes technologies are being used in many projects, including the most famous first mile project in Tanzania for marketing purpose.
9. SAMPLE WEBSITE MADAGASCAR
In Madagascar, already each IFAD project is having it own website hosted by the line ministry of Agriculture and copied into IFAD website for faster international access.
We are now in the process of linking these project website to a country programme pilot website through an IMI grant.
18. MADAGASCAR FORUM : M&E AND KM AND INNOVATION
This is the pilot for the INNOVATION MAINSTREAMING INITIATIVE. It offers forum of discussion, manual of procedure for monitoring and evaluation, etc…
We also think that INNOVATION IS LINKED TO KNOWLEDGE MANAGEMENT.
Knowledge management is also a key ingredient of innovation and it feeds ideas into the process. HOWEVER, WHILE KNOWLEDGE MANAGEMENT FOCUSES ON LEARNING FROM THE PAST AND ON CURRENT GOOD PRACTICES, INNOVATION FOCUSES ON EXPERIMENTATION AND CREATION OF THE GOOD PRACTICES OF TOMORROW. Innovation may often be a higher-risk venture and it depends on creativity and deviance from established patterns, whereas knowledge management encourages harmonization around proven practices. Finally, while knowledge management thrives on communities marked by commonalities, innovation thrives on diversity, crossing boundaries and questioning established knowledge. To achieve its goals, IFAD will need to integrate innovation and knowledge management so that they feed into each other. This strategy will thus complement and link up to the IFAD Strategy for Knowledge Management, which was approved in April 2007 (IFAD, 2007b).
AND LETS NOT FORGET THAT INNOVATION CAN BE A TRADITION IN YOUR COUNTRY BUT NEW IN AN OTHER ONE. THEREFORE ONCE AGAIN THIS SHOWS THE IMPORTANCE OF SHARING AND DISSEMINATING.
10. NETWORKING:
Beyond simple KM us and communication tools, the whole system will work only if we share knowledge through networks.
Naturally we all use networks to communicate and learn : family, friends, institutions and bureaucracies.
What we need know is to better structure development networks among ifad projects in ESA, in Africa and globally.
By exchanging info. Face to face meetings. Visits to other places.
E-learning is becoming more and more important.
Internet capability . Electronic Forums.
IFAD KM STRATEGY INSISTS OF THE NEED TO SETUP VARIOUS NETWORKS LOCALLY-REGIONALLY AND INTERNATIONALY
11. VARIOUS KM NETWORKS
ESA is not late in terms of networks. We have the thematic networks who have achieved a great deal of work:
In rural finance
In water management
In market access
In Monitoring and Evaluation
We can add even more specialised ones which are only working in few countries : linking learners, KM in Kenya, Uganda, Tanzania (with FAO), etc…
What we need now is a more structured, generic network which help to interlink these initiatives and support the projects knowledge management systems. THIS IS the proposal of IFAD AFRICA linked to FIDAFRIQUE.
12. IFADAFRICA:
Regional network like this one are part of the IFAD KM strategy as shown in previous figures.
Regional networks will be in charge of animating communities of practice, refining knowledge from various project and programmes and communicating with IFAD headquarters. Each region is already linked to a regional network : ENRAP (Asia,) FIDAMERICA (Latin America), FIDAFRIQUE (West Africa), KARYANET (North Africa, Eastern Europe), and some to thematic networks.
IFAD AFRICA and FIDAFRIQUES is one network for Africa. A local network – managed in africa. Ownership is the key element to ensure good work.
In west africa, 2 phases already. The next phase will be managed by a regional organisation.
We want to benefit the experience of FIDAFRIQUE in east africa and will collaborate with them to expand the network in ESA.
We are already in touch with several ESA organisations who could be interested to manage IFAD AFRICA through a regional grant to be awarded in 2008.
