• Global competence and citizenship: as the world
becomes increasingly interconnected, education
could place more emphasis on developing global
competence and fostering a sense of global
citizenship. This could include intercultural
understanding, languages, and global challenges.
• Lifelong learning and skills development: as the
labor market evolves, there is an increasing focus on
lifelong learning and skills development relevant to
the changing world of work. The quality agenda could
include a stronger focus on providing learners with
practical, workplace-ready skills and competencies.
• Personal learning: education is moving toward a
more personal approach, recognizing that students
have different learning styles and needs. Adaptive
learning technologies, competency-based education,
and differentiated instruction could become more
prominent in the quality agenda.
• Inclusion and equity: efforts to ensure inclusion
and equity in education are likely to continue. This
could include addressing inequities in access to
quality education, supporting underrepresented
groups, and creating inclusive learning environments.

•Partnerships and stakeholder engagement:
collaboration among educational institutions,
governments, businesses, and communities can
contribute to educational quality. Future efforts could
include fostering stronger partnerships to align
educational goals with broader societal needs.
• Continuous quality improvement: the concept of
continuous improvement is an essential component of
the quality agenda. Educational institutions could
adopt processes similar to those used in quality
management, such as Six Sigma or Total Quality
Management, to ensure continuous improvement of
educational programs.
• Digital transformation: the integration of
technology into education has been a major driver of
change in the quality agenda. This trend is likely to
continue, with a focus on using technology to
personalize learning experiences, provide distance and
online education, and give students real-time
assessments and feedback.
• Open Online Learning: One of the only way to
reach the SDG 4 AGENDA2030 Education for all, not
leaveing anyone behind

17. Participants of the Inclusive Lifelong Learning
conference, called for the promotion of inclusive
lifelong learning ecosystems that effectively cater to
the needs of all learners, especially vulnerable and
marginalized individuals and communities. Through
the Bali Manifesto, the conference's outcome
document, they called for the implementation of
comprehensive lifelong learning policies, and the
creation of inclusive learning spaces, curricula,
learning pathways and learning materials. They
emphasized the importance of increased public
investment in lifelong learning.
The Bali Manifesto outlines key areas of action
necessary to materialize the vision of inclusive lifelong
learning. The participants committed to working
towards a future where inclusive lifelong learning
becomes accessible to all individuals.

”I consider empathy and personal relationships between the
parties involved in the teaching and learning process to be central to
distance education. Interactions, conversations, atmosphere,
feelings and trust are essential.

to learn. Personal contact is essential. Also, in the course materials
it is necessary to establish a personal contact and to try to win
interested parties.

26. Guided didactic communication
(B. Holmberg)
Guided didactic communication includes: Simulated conversation (one-sided, presentation
of materials) and Real conversation (two-sided between tutor and student). Examples of
simulated conversations are conversations like presentations of learning matter, self-
control exercises, review questions with model answers and inserted questions. In essence,
Holmberg believes that by promoting empathy between learning and tutoring parties
through appropriate one- and two-way interactions, learners are motivated and
encouraged to participate personally in their studies. It also generally assumes that
"genuine learning is primarily an individual activity and can only be achieved through a
process of internalization". This assumption is one in which the theory of distance
education can be justified. The aim of his theory is therefore to support individualized
learning.
