Tsar Alexander II was assassinated during the midst of a reformation movement in Russia toward the
end of the nineteenth century. At this time, the Russian lower class blamed Jews for their poor living
conditions. When Tsar Alexander III came into power he was paranoid of being a target of an
assassination. So he created a secret police to suppress civil and revolutionary outbreaks, and also
introduced anti Semitic legislations to satisfy the enraged lower class. Government officials managed
to use Jews as scapegoats, often saying that Jews exploited the population, especially the
impoverished classes. This anti Semitic movement led to unity in the lower class, and from this unity,
anti Semitic nationalism increased in late nineteenth century Russia.

Executives, military leaders and senior government officials often possess a similar charisma that
empowers them to lead effectively. Although they have all likely attended a slew of leadership
seminars and workshops, there remains a certain x factor they all possess. To gain a worldwide
perspective on the question born or made, the Center for Creative Leadership posed the question to
executives spanning 53 countries. The results indicated a consensus to the contrary of the Great Man

Foster youth, otherwise known as youth who are ward of the court, are one of the most at risk
populations in areas such as physical and emotional health, juvenile delinquencies and educational
achievement. This is primarily due to factors such as disruptive a history of abuse, school changes,
social stigma and isolation, lack of educational supports, disproportionately high rates of special
education services, and exclusionary disciplinary actions (Gallegos White, 2013). Specific to
education, foster youth are twice as likely to be suspended and almost four times as likely to be
expelled on a national scale (Courtney, Terao, Bost, 2004). Additionally, approximately 30 50% of
children in care qualify for special education compared with 11.5% children not in foster care (Zetlin,
MacLeod, Kimm, 2012). As a result, interventions have been developed to support foster youth to
overcome such detrimental challenges in their academic journey. To negate the educational
consequences of undergoing the foster care system, many higher education institutions have emplaced

quality reproduction so that illegal copies were of equal standard to the original (May, 2007).

Upon granting citizenship to all persons in the United states, the government created an environment
in which anyone can be a part of something greater. No longer would immigrants and slaves be treated
of lower value, or given less. This was an immense step in allowing workers to work for themselves,
