The bill process begins with a draft bill introduced in Congress by a member. It is assigned to a committee for review, which may hold hearings and amend the bill before voting to send it to their chamber. If passed, it goes to the other chamber and may be amended before also being passed. If differences exist, a conference committee resolves them. The final bill goes to the President, who can sign it, do nothing and let it pass automatically, or veto it - which Congress can override with a two-thirds majority vote.
