The Congress of the Philippines is responsible for creating laws and is made up of two houses: the House of Representatives and the Senate. For a bill to become law it must go through several steps. It is first introduced by a member of Congress, then it undergoes three readings in its house where it is debated and voted on. If approved it is sent to the other house to go through the same three reading process. If approved by both houses it is sent to the President, who can either sign it into law or veto it. Congress can override a veto if two-thirds of both houses approve the bill again.
