There are 5 steps for a bill to become law: 1) A bill is introduced in either the House or Senate, 2) It is sent to a committee for review and possible vote, 3) It moves to a floor vote in the chamber it was introduced, 4) If passed, it is reconciled with the other chamber and voted on again, 5) The final bill is sent to the President to be signed into law or vetoed and potentially overridden.
