Modelling openness: Developing the Digital Fluency course at OUTBrenda Mallinson
It is recognised that more than ‘literacy’ is needed in today’s academic environment in order to take full advantage of the affordances of using ICTs for the full range of teaching and learning, research, and administrative duties and blended modes of provision.
In order to address this issue, OUT, in collaboration with Saide’s OER Africa initiative, has conceptualised a course on ‘Digital Fluency’ to be provided as an Open Educational Resource (OER) and made available for ODeL provision.
The move from literacy to fluency encompasses effective and ethical online communication, critical interpretation, quality resource creation and curation, knowledge co-construction, and an understanding of using all of these abilities to open up education – with all of these becoming increasingly standard and effortless over time.

The participants will be presented with research and findings from the project, directly linked to enabling their work to be open, profitable and innovative. Representatives from ENCORE+ business partners will showcase real-life examples of how OER is integral to their work and business as part of the introduction to the workshop.
The workshop is suited to all participants who are interested in OER, regardless of knowledge and experience with OER. The workshop is interactive, with practical simulation tasks guided by ENCORE+ facilitators and ENCORE+ OER research.
OER refers to open educational resources which include full courses, course materials, and other learning content that can be freely accessed and used online. MIT's OpenCourseWare initiative is an example of an institutional OER program that makes course materials from over 1,900 courses freely available on the web. Educators use OER in a variety of ways like reusing content, adapting course syllabi, and combining OER materials with other resources. There are benefits to creating OER like lowering costs for students and fostering pedagogical innovation through customizable learning materials.

The Community College Consortium for Open Educational Resources (CCCOER) aims to identify, create, and share open educational resources (OER) as open textbooks for community college students and faculty. It was established in 2007 by the Foothill-De Anza Community College District. The CCOT project, funded by Hewlett, served as a proof of concept to document a workflow for developing, reviewing, and adopting open textbooks. The CCCOER promotes OER adoption through an open textbook promotion kit and over 150 member colleges. It pioneered quality review processes for open textbooks based on criteria like comprehension, accuracy, and cultural relevance.

This document presents an Open Educational Practices (OEP) Regional Agenda developed through consultations with over 50 partner universities in Latin America and Europe. Quality is assured through community review and course evaluations. Innovation lies in connecting subject matter experts through communities and lowering preparation time for courses. The goal is to improve teaching quality while increasing access to resources and opportunities for institutional collaboration.
This document outlines the Teamwork, Training and Technology Network (TTTNET) project. The project involves 11 partner organizations across 7 European countries and Russia. The project aims to make science education more attractive and appealing to young learners by identifying innovative practices, supporting teachers, and influencing education policy. Key activities include collecting and sharing good practices, monitoring classrooms, hosting conferences, and developing recommendations to support science education. The EU supports the project to help develop skills needed for the modern knowledge economy.
A crash course on open educational resources which covers the 4 'R's of Openness, access based on ALMS analysis, sustainability models and copyright. It further discusses the current state of OER in Asia. The last part provides a case study for reuse of OER in ODL courses.

This demonstration will showcase two low-cost wireless network configurations using Raspberry Pi and TP-Link routers that allow sharing and accessing open educational resources offline. The devices cost under $50 each, create WiFi access points from USB drives, and can be powered by batteries, addressing barriers to internet and electricity access in African universities. The demo will feature initial performance test results and user feedback from devices deployed in Ethiopia, Kenya, and Liberia.

YOER Pi is an open source, portable wireless device that allows users to access and share digital content without internet access. It functions as a wireless router, web server, and file server to allow Wi-Fi enabled devices to browse and search content within range. The content and software are openly licensed to allow for customization to local needs and contexts. Twenty devices were deployed in Africa between 2013-2014, with plans for more deployments in 2015. Testing showed the Raspberry Pi 2 configuration provided the best performance and cost-efficiency. Surveys and focus groups are planned to understand device usage.

Portable Local Area Network Empowers Sharing of Medical Education Materials in Settings with Restricted Internet & Electricity
The document discusses two models - the TP-Link MR3020 ("Library Box") and the Raspberry Pi - for creating portable wireless networks to share digital learning materials in settings with limited electricity and internet access. Crowdsourcing Video Translations for a Global Network for Health EducationKathleen Ludewig Omollo
The University of Michigan launched a campaign in 2013 to translate some of its open educational health videos into multiple languages to make them more accessible globally. Over 50 volunteers translated over 140 caption tracks for 31 videos, covering 12 languages. Crowdsourcing translations from volunteer translators proved to be an effective way to disseminate the materials to a wider audience at a low cost. Proper coordination of volunteers and use of translation software helped streamline the process and produce high-quality translations.

Integrating Public, Dynamic Metrics Into an Open Educational Resources PlatformKathleen Ludewig Omollo
The document presents a framework for integrating public, dynamic metrics into an open educational resources (OER) platform. Interviews with faculty, librarians, and specialists revealed that readily available metrics can strengthen relationships with content authors by demonstrating impact over time. Metrics also provide justification for the effort and costs associated with content development. The framework utilizes APIs from content hosting sites like YouTube and SlideShare to aggregate usage data and integrate metrics into customizable dashboards down to the individual resource level. This allows for detection of patterns and deeper analysis of OER usage over time.

A Strategic Approach: GenAI in EducationPeter Windle
Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. The rapid evolution of AI technologies necessitates a proactive and strategic approach if we are to remain relevant.

Overview
The Health Open Educational Resources (OER) Technology Africa Regional Workshop will
bring together 20-25 technologists, multimedia specialists, and instructional designers from 8-12
health science institutions across Africa. The event is being coordinated through the African
Health OER Network (http://www.oerafrica.org/healthoer).
Established in 2008, the mission of the African Health OER Network is to advance health
education in Africa by creating and promoting free, publicly available, and openly licensed
teaching materials created by Africans to share knowledge, address curriculum gaps, and
support health education communities. Founding members of the African Health OER Network
include the University of Michigan, the South African Institute for Distance Education, Kwame
Nkrumah University of Science and Technology, University of Ghana, University of Cape Town,
and University of the Western Cape. We continue to draw in more African participants with the
goal of building a continent-wide network.
The objective of this 3-day “train the trainer” workshop is to build institutional capacity in policy,
instructional design, multimedia, and other technology expertise necessary to support the
development and distribution of media-rich OER for health. Target participants include
individuals who currently support or are planning to support production, distribution, discovery,
and adaptation of OER, such as: multimedia support specialists, technology specialists,
software developers, system administrators, instructional designers, and librarians.
The workshop will be loosely structured and highly participatory, with staff members from the
various institutions alternating as presenters and facilitators of the large and small group
sessions. The workshop will enable hands-on experimentation with software and audiovisual
equipment, facilitate dialogue around policy issues, and strengthen the community of health
OER professionals located across sub-Saharan Africa. Individuals should bring a laptop that
they can use for the hands-on exercises.

2. The end product of this workshop will be a collection of Creative Commons-licensed1
instructional guides and recordings of the workshop presentations that can be used and
adapted for further training and a plan for the next set of collaborative activities among OER
support staff at the member institutions of the African Health OER Network
(http://www.oerafrica.org/healthoer).
Background
The African Health OER Network (“the Network”) aims to advance health education in Africa by
creating and promoting free, publicly available, and openly licensed teaching materials created
by Africans to share knowledge, address curriculum gaps, and support health education
communities. Founding members of the Network in 2008 include the University of Michigan,2 the
South African Institute for Distance Education (Saide),3 Kwame Nkrumah University of Science
and Technology,4 University of Ghana, University of Cape Town,5 and University of the Western
Cape.6 The Network continues to draw in more African participants with the goal of expanding
participation across the Continent.
This workshop is one of several multi-institutional workshops convened through the Network
since 2008. To date, there have been three workshops that brought together senior leadership
and educators from the partner institutions (Accra in 2008, Cape Town in 2009,7 and Nairobi in
20118). In October 2011, the Network convened the first cross-institutional workshop for OER
technical support staff, which included 13 multimedia and technologists from 3 Ghanaian
institutions.9
Workshop Objectives
● To provide an opportunity for show-and-tell presentations by institutions on OER
produced and methods used;
● To present a walk-through, start-to-finish, of the OER production process;
● To discuss instructional design and interactive design principles for educational content;
● To demonstrate how to search for and locate OER and other Creative Commons or
public content that may be adapted for content development;
● To teach participants how to record sound and video;
● To provide participants with the basic skills to edit HTML, sound, and video;
● To instruct participants on open source and proprietary content authoring tools;
● To provide a basic overview of important OER policy areas, including copyright, privacy,
and endorsement;
● To teach participants how to identify, classify and clear third-party content contained
within educational materials;
● To explore software platforms for hosting OER, including metadata standards and export
functionality;

Approach
The workshop will be highly participatory, with individuals from each institution training each
other and alternating as presenters, facilitators of the technical sessions, and moderators for the
large and small group discussions.
The workshop will adopt many principles of the Unconference model.10 The agenda below is
only a guide. Participants will revisit the agenda during the conference and adapt as workshop
progresses. The agenda will be participant-driven, with feedback collected mid-day and at the
end of each day in order to respond to participants’ requests and comments on presentations,
hands-on experimentation.
