for promotion to Teachers II & III, Master Teachers I,
II, III, IV.
2. Pursuant to Republic Act No. 9155, otherwise
known as the “Governance of Basic Education Act
of 2001”, the Schools Division Superintendent has
the authority, responsibility, and accountability in
planning and managing the efficient use of all
personnel…”
2. 3. For reclassification of an item to the next
higher position, an approved Equivalent
Record Form (ERF) is a requirement to
support the application.
4. For Teacher II-III reclassification, a rank list
is not a requirement for ERF application.
5. For Master Teacher I-II:
a. For elementary schools: Total Master
Teacher positions shall not exceed 10% of the
total authorized teacher-positions in the
district, to wit:

6.6% of the total number authorized
teaching positions;
Master Teacher II positions shall not exceed
3.4% of the number of authorized teaching

b. For secondary schools: One (1) Master

Any certification on demonstration teaching should state the exact

attached to the certification. In fairness to the candidates, the number
of demonstration lessons conducted should be considered in
assigning the credited points.
