Guidelines and Criteria for
Ranking of Applicants to Teacher
II & III, Master Teacher I, II, III, IV
1. The field is hereby informed of the guidelines and
criteria for the selection and ranking of applicants
for promotion to Teachers II & III, Master Teachers I,
II, III, IV.
2. Pursuant to Republic Act No. 9155, otherwise
known as the “Governance of Basic Education Act
of 2001”, the Schools Division Superintendent has
the authority, responsibility, and accountability in
planning and managing the efficient use of all
personnel…”
3. For reclassification of an item to the next
higher position, an approved Equivalent
Record Form (ERF) is a requirement to
support the application.
4. For Teacher II-III reclassification, a rank list
is not a requirement for ERF application.
5. For Master Teacher I-II:
a. For elementary schools: Total Master
Teacher positions shall not exceed 10% of the
total authorized teacher-positions in the
district, to wit:
 Master Teacher I positions shall not exceed
6.6% of the total number authorized
teaching positions;
 Master Teacher II positions shall not exceed
3.4% of the number of authorized teaching
positions.
b. For secondary schools: One (1) Master
Teacher position regardless of the level may
be allowed per subject area with at least 5-7
authorized teacher positions within the school.
6. The requisites/qualifications needed for a
candidate to be considered for the Teacher II-
III and Master Teacher I-II positions are as
follows:

GUIDELINES AND CRITERIA FOR RANKING TO
MASTER TEACHER
BASIC REQUIREMENTS
Master Teacher I
1. Permanent teacher
2. Bachelor’s degree for teachers or its equivalent as
provided in Magna Carta for Teachers
3. Very satisfactory performance rating for the last two (2)
years
4. At least three (3) years experience
5. At least 25 points in leadership and potential or has
been a demonstration teacher in the
district/division/regional/national level plus 15 points in
leadership and potential
GUIDELINES AND CRITERIA FOR RANKING TO MASTER TEACHER
BASIC REQUIREMENTS
Master Teacher II
1. Master Teacher I (or ESP) for a least one(1) year
2. Very satisfactory performance rating (at least 33 points) as Master
Teacher I (or ESP I)
3. Bachelor’s degree for teachers or equivalent as provided in
Magna Carta for Teachers, plus completion of academic requirement
of a Master’s Degree
4. At least 30 points in leadership, potential, and achievement, or
demonstration teacher in the division level plus 20 points in
leadership and potential, provided the activities or
accomplishments listed for this purpose had not been credited or
used for earlier promotions.
GUIDELINES AND CRITERIA FOR RANKING TO MASTER TEACHER
BASIC REQUIREMENTS
Master Teacher III
1. Master Teacher II
2. M.A. in Education or its equivalent
The following are considered M.A. Equivalent:
1. Bachelor’s degree for teacher or equivalent plus 20 years experience
and at least 20 units for M.A.
2. Bachelor’s degree for teacher or equivalent and at least 20 graduate
units and at least 18 credit allowances
3. Very satisfactory performance rating (at least 33 points) as Master
Teacher II
4. At least 45 points in leadership, potential, provided the activities and
accomplishments cited for this purpose had not been credited for an
earlier promotion.
GUIDELINES AND CRITERIA FOR RANKING TO MASTER TEACHER
BASIC REQUIREMENTS
Master Teacher IV
1. Master Teacher III
2. At least M.A. in Education, or M.A.T. or M.Ed
2. Outstanding performance rating as Master Teacher III
2. At least 60 points in leadership, potential and
achievements, provided the activities and
accomplishments cited for this purpose had not been
credited for an earlier promotion

Project (IGP) for pupils given due
recognition by the higher officials of the
Division.

I. Demonstration Teaching
Any certification on demonstration teaching should state the exact
date when candidate served as a demonstration teacher; and this
should be corroborated by at least five (5) teacher-observers. A copy
of the lesson plan used as well as the program of activities when the
demonstration was conducted, both duly authenticated, have to be
attached to the certification. In fairness to the candidates, the number
of demonstration lessons conducted should be considered in
assigning the credited points.
The following schedule is to be followed:
a. Three (3) or more
demonstration lessons
conducted;
b. Two (2) demonstration
lessons conducted;
c. One (1) demonstration
lesson conducted

e. Accomplishment Report (Narrative & Pictorial)

  • 1. Guidelines and Criteria for Ranking of Applicants to Teacher II & III, Master Teacher I, II, III, IV 1. The field is hereby informed of the guidelines and criteria for the selection and ranking of applicants for promotion to Teachers II & III, Master Teachers I, II, III, IV. 2. Pursuant to Republic Act No. 9155, otherwise known as the “Governance of Basic Education Act of 2001”, the Schools Division Superintendent has the authority, responsibility, and accountability in planning and managing the efficient use of all personnel…”
  • 2. 3. For reclassification of an item to the next higher position, an approved Equivalent Record Form (ERF) is a requirement to support the application. 4. For Teacher II-III reclassification, a rank list is not a requirement for ERF application. 5. For Master Teacher I-II: a. For elementary schools: Total Master Teacher positions shall not exceed 10% of the total authorized teacher-positions in the district, to wit:
  • 3.  Master Teacher I positions shall not exceed 6.6% of the total number authorized teaching positions;  Master Teacher II positions shall not exceed 3.4% of the number of authorized teaching positions. b. For secondary schools: One (1) Master Teacher position regardless of the level may be allowed per subject area with at least 5-7 authorized teacher positions within the school.

The requisites/qualifications needed for a candidate to be considered for the Teacher II- III and Master Teacher I-II positions are as follows: Position Applied Minimum Qualifications Natural Vacancy per QS Reclassification Teacher II (Elem./Sec. -BEED/BSED or its equivalent -LET/PBET -3 Years Experience -BEED/BSED or its equivalent -LET/PBET -3 Years Exp. Plus 20 units in MA/MS/MEd; OR 9 Years Exp. Plus 18 units in MA/MS/MEd; OR 20 Years Exp. WITHOUT units in MA/MS/MEd (Ranking NOT REQUIRED)
  • 5. Position Applied Minimum Qualifications Natural Vacancy per QS Reclassification Teacher III (Elem./Sec. -BEED/BSED or its equivalent -LET/PBET - More than 3 Years Experience -BEED/BSED or its equivalent -LET/PBET -3 Years Exp. Plus CAR in MA/MS/Med or graduate of Master’s Degree; OR 20 Years Exp. Plus 20 units in MA/MS/MEd (Ranking NOT REQUIRED)
  • 6. Position Applied Minimum Qualifications Natural Vacancy per QS Reclassification Master Teacher I (Elem./Sec. -BEED/BSED or its equivalent -LET/PBET -3 Years Experience -At least Very Satisfactory (VS) for the last 2 years -BEED/BSED or its equivalent -LET/PBET -3 Years Experience -At least Very Satisfactory Performance for the last 2 years
  • 7. Position Applied Minimum Qualifications Natural Vacancy per QS Reclassification Master Teacher II (Elem./Sec. -BEED/BSED or its equivalent -LET/PBET -At least One Year Exp. as MT I -At least Very Satisfactory (VS) as MT I -BEED/BSED or its equivalent pus 21 units in MA/MS/Med -LET/PBET -At least One Year Experience as MT I -At least Very Satisfactory Performance as MT I

  • 10. THE RANKING CRITERIA FOR TEACHER II-III Performance 35 points Education 25 points Outstanding Accomplishments 20 points Experience 5 points Training 5 points Potential 5 points Psychosocial Attributes 5 points TOTAL 100 points
  • 11. GUIDELINES AND CRITERIA FOR RANKING TO MASTER TEACHER BASIC REQUIREMENTS Master Teacher I 1. Permanent teacher 2. Bachelor’s degree for teachers or its equivalent as provided in Magna Carta for Teachers 3. Very satisfactory performance rating for the last two (2) years 4. At least three (3) years experience 5. At least 25 points in leadership and potential or has been a demonstration teacher in the district/division/regional/national level plus 15 points in leadership and potential
  • 12. GUIDELINES AND CRITERIA FOR RANKING TO MASTER TEACHER BASIC REQUIREMENTS Master Teacher II 1. Master Teacher I (or ESP) for a least one(1) year 2. Very satisfactory performance rating (at least 33 points) as Master Teacher I (or ESP I) 3. Bachelor’s degree for teachers or equivalent as provided in Magna Carta for Teachers, plus completion of academic requirement of a Master’s Degree 4. At least 30 points in leadership, potential, and achievement, or demonstration teacher in the division level plus 20 points in leadership and potential, provided the activities or accomplishments listed for this purpose had not been credited or used for earlier promotions.
  • 13. GUIDELINES AND CRITERIA FOR RANKING TO MASTER TEACHER BASIC REQUIREMENTS Master Teacher III 1. Master Teacher II 2. M.A. in Education or its equivalent The following are considered M.A. Equivalent: 1. Bachelor’s degree for teacher or equivalent plus 20 years experience and at least 20 units for M.A. 2. Bachelor’s degree for teacher or equivalent and at least 20 graduate units and at least 18 credit allowances 3. Very satisfactory performance rating (at least 33 points) as Master Teacher II 4. At least 45 points in leadership, potential, provided the activities and accomplishments cited for this purpose had not been credited for an earlier promotion.
  • 14. GUIDELINES AND CRITERIA FOR RANKING TO MASTER TEACHER BASIC REQUIREMENTS Master Teacher IV 1. Master Teacher III 2. At least M.A. in Education, or M.A.T. or M.Ed 2. Outstanding performance rating as Master Teacher III 2. At least 60 points in leadership, potential and achievements, provided the activities and accomplishments cited for this purpose had not been credited for an earlier promotion
  • 15. CREDIT POINTS FOR LEADERSHIP, POTENTIAL & ACCOMPLISHMENTS CRITERIA MAXIMUM NUMBER OF POINTS A. Introduced any of the following which has been adopted or used by the school or district/division: a. Curriculum or instructional materials b. Effective teaching techniques or strategies c. Demonstration Teaching Any certification on demonstration teaching should state the exact date when candidate served as a demonstration teacher; and this should be corroborated by at least five (5) teacher-observers. A copy of the lesson plan used as well as the program of activities when the demonstration was conducted, both duly authenticated, have to be attached to the certification. In fairness to the candidates, the number of demonstration lessons conducted should be considered in assigning the credited points. The following schedule is to be followed: a.
