Our goal is for the state to become more efficient, accessible and competitive, and
technology can – with the help of the entire business ecosystem - transform
Illinois. The core objective of the boards is to serve Illinois via moving it to the
forefront of technologically advanced states. It is comprised of private-sector,
public-sector, academic and philanthropic technology and business leaders
committed to bringing change to government to:
• Solve long term, complex problems
• Improve the quality of life for citizens of the State of Illinois.
• Tap into the desire for civic contribution
• Demonstrate creativity under constraints
• Accelerate time for transformation

Governor’s Technology Advisory Board
The purpose of this advisory board is to provide accurate and representative input
to the overall technology plans of the State of Illinois, Office of the Governor and
the Chief Information Officer, in areas of organizational transformation and
technology.
Smart Illinois Advisory Board
The purpose of this advisory board is to help the State of Illinois create value
through the use of Smart State solutions built on the Internet of Things technology.
A state can utilize many relevant solutions from the Smart Cities portfolio. It can
also build key policies and regulations that enable state agencies, local
governments and the private sector to capitalize on them.

The role of this board is to provide accurate and representative input to the
overall technology plans of the State of Illinois, Office of the Governor and the
Chief Information Officer, in areas of organizational transformation and technology.
Objectives
• Receive input for transformation and the role of technology
• Partner with the next tier of executive leadership (CIO, CTO, Data Scientists,
CISO, HR directors)
• Receive private sector assistance in expediting technology transformation
• Showcase entrepreneurs

Strategy Subcommittee
This subcommittee will engage the diverse constituents of the state as
represented on the board to shape the vision, strategy, guiding principles, goals,
desired results to be achieved and organizing structure of the Advisory Board.
Members will also provide insight into market trends, organizational transformation
success factors, and potential strategic alliances.
Deliverables
• Vision, strategy, guiding principles, goals, desired results, strategic
communications plan, organizing structure and working approach of the board
• Executive summary of relevant market and demographic trends and
organizational transformation critical success factors
• Recommendations re: industry verticals and public / private partnerships

Customer Centricity and Engagement Subcommittee
The State of Illinois serves 12.8 million citizens, issues 1.1 million professional
licenses, regulates 11,000 insurance companies, and interacts with different types
of customers through many different channels throughout the year. Our customers
expect their interactions with the State to be on par with their interactions with the
private sector. As more and more of our customers interact via mobile, we need to
build that channel quickly to deliver our services where they are and when they
want them.
Deliverables
Strategy and recommendations regarding customer focus and experience, and
developing mobile applications, guidance on best practices, trends, policies,
change management and tools, and recommendations for partnerships.

Data Driven Value Creation
The State of Illinois collects data related to social services, Medicaid, offenses and
offenders, tax, licenses, and much more. While the public sector leads the open
data movement, the private sector is leading the actual value creation through Big
Data. Through this subcommittee, we look to learn how to apply your data driven
value creation principles to analyze, predict and provide better services to our
customers.

Strategy and recommendations regarding data science, Big Data, analytics, and
analytics organizations’ best practices, policies, change management and tools,
and recommendations for partnerships

Workforce Development and Talent Management
It is becoming increasingly difficult to attract the right level of workforce to state
government. Through the Talent Management subcommittee, we seek to partner
with your Chief HR Officer for guidance regarding strategic workforce planning,
culture change, leadership development and building a world-class public service
workforce for the State of Illinois.
Deliverables
Strategy with recommendations regarding workforce development and talent
management best practices, trends, policies, change management and tools, and
recommendations for partnerships.

CyberSecurity
Information security is all of our top priority today. Through this subcommittee, we
intend to have your Chief Information Security Officer (CISO) work with our CISO
and the Cyber-security task force (the State CISO, National Guard, Terrorism Task
Force members, Emergency Management Agency, State Police, etc.) for building
a strategy to safeguard information for not only the state government, but also
businesses across the state.
Deliverables
Strategy and recommendations regarding Cyber-security best practices, change
management, policies and tools, and recommendations regarding partnerships.

Enterprise IT
Organizational transformation relies heavily on savvy business management of
technology organizations and implementations. We have formed working groups
of Agency CIOs in various enterprise technology transformation areas. Through
the Enterprise Technology Transformation subcommittee, your technology leaders
will work with the State CIO and CTO as well as the Agency CIO working groups
to help accelerate technology transformation, enterprise integration and
performance improvement, and in turn helping us accelerate transformation of the
State.
Deliverables
Strategy and recommendations regarding organizational transformation,
improving enterprise performance, merger and acquisition processes and policies,
change management, best practices and tools and recommendations regarding
partnerships.

Making necessary changes in policies and regulations: 20th century regulations
pose one of the greatest challenges in successful and timely implementation of
21st century solutions. Through this subcommittee, we will work together to identify
and update regulations and create a 21st century environment where smart state
solutions can flourish.

Financing large Smart State solution implementation: Most public sector entities
are currently grappling with financial issues. At the same time, there are many
different ways of financing a large public sector project. Through this
subcommittee, we will partner with board members and their peers to help identify
various financing options for identified solutions.

Smart Illinois Advisory Board The purpose of this advisory board is to help the State of Illinois create value through the use of Smart State solutions built on the Internet of Things technology. A state can utilize many relevant solutions from the Smart Cities portfolio. It can also build key policies and regulations that enable state agencies, local governments and the private sector to capitalize on them. Two Advisory Boards

Our customers expect their interactions with the State to be on par with their interactions with the private sector. As more and more of our customers interact via mobile, we need to build that channel quickly to deliver our services where they are and when they want them. Through this subcommittee, we look to learn how to apply your data driven value creation principles to analyze, predict and provide better services to our customers. Through this subcommittee, we intend to have your Chief Information Security Officer (CISO) work with our CISO and the Cyber-security task force (the State CISO, National Guard, Terrorism Task Force members, Emergency Management Agency, State Police, etc.) for building a strategy to safeguard information for not only the state government, but also businesses across the state.
