Modern day America has put strict boundaries on immigration, but during the 18th and 19th
centuries, an open immigration policy was encouraged and accepted. The concept of America as
the land of dreamers and new beginnings is now lost due to recent border policies. An open border
policy should be implemented in America as it upholds the Constitution, benefits the domestic and
international economy, and maintains ethical standards for preserving human life.
Border restrictions and confinements on migration put the very principles of the constitution at
stake. Many proponents of closed borders utilize the Constitution s Foreign Commerce Clause ,
located in Article 1, to support their argument that Congress has been granted power over migration.

America with the largest incarceration rate in the world. (Pager 2003) As of right now, one third of
the population has a criminal record of some sort (Barraza 2016). The issue of incarceration doesn t
stop with alarming numbers, however. A damaging amount of stigma is attached to those that have
a criminal record. Having a record essentially becomes an automatic stamp of dismissal from
American society; you are barred from, or severely limited in your ability to, gain meaningful
employment, pay for higher education, or, in some cases, be banned from housing altogether. In
2016, the U.S. Department of Housing and Urban Development announced that they would now be
expanding the protections of the Fair Housing Act to restrict the blanket denial of housing to those
with criminal records (2016). To better understand the content of this newer policy, the social
conditions that made it necessary, and the impact it can have on inequality, having an understanding
of sociological concepts such as approaches to community based discrimination, de facto
segregation, steering practices, total discrimination, and the benefits of integration is essential.

have four lunch shifts, during which students pack or buy lunches. I believe Frederick County

not healthy enough or appealing and do not have enough lunch options. The benefits that could
