4. About Justin Muscolino
Justin brings over 20 years or wide-ranging experience in compliance, training and regulation in the financial services
sector. Most recently, he served as Head of Compliance Training at Bank of China where he led the compliance
training function and created and monitored the annual training plan through a thorough training needs analysis.
Previously he served as Macquarie Group’s Head of Americas Compliance Training and JPMorgan Chase’s
Compliance Training Manager. Justin also worked for FINRA, a US regulator, where he helped create Examiner
University to train examiners on how to perform their function. He now runs the North American Compliance Training
Operations for GRC Solutions.

Benefits on enhancing your compliance training program:
Don’t only do what regulators say. Look at the internal risk and make sure your training plan aligns
with regulatory regulations.
Control risk within your organization by creating an effective training program that at a bare
minimum covers the risks.
Let’s actually educate someone. Find an approach for each training that’s creative, impactful and
rememberable.
It’s not all about existing staff. How do you new hires and contractors/consultants?
New hires: Set the tone of compliance. They should understand the compliance culture,
pertinent rules & regs and their Compliance Officer.
Contractors/Consultants: Do not forget them! They sometimes pose the same risk as full-time
staff.

Training Needs Analysis
• There are four steps for conducting a thorough needs analysis:
1. Understand the organizational goals and objectives. Include changes to the
compliance culture,
2. Collecting data: This step is important since you are gathering information to feed
into your discussions with members of the organization and ultimately leads to
the development of the training plan.
3. Analyzing data: When analyzing the data, you need to be organized and
structured. Make sure all the dots are connecting.
4. Discuss findings with stakeholders. Indicate your suggested course of action for
each risk identified.

Developing your training program:
Understand your needs analysis thoroughly. Determine all potential topics.
Balanced approach. Not only eLearning, but classroom training, webinars and
communication campaigns.
Method of delivery. For learning purposes, every learns differently. Figure out the best
approach for that target audience.
Coverage across the organization. Make sure every business line, department and team
receive the appropriate training.
Create efficiency. If two departments have the same topic, do a joint session. If one
department has similar topics, think of a bigger session including more than one topic.
Keep everyone in the loop. Periodic meetings with your stakeholders and if any changes are
necessary to the training plan.

How can you have an impact on changing the culture of compliance?
Creating a sense of urgency amongst staff. Make sure they understand the
implications of non-compliance for the organization and them.
Training staff on identifying red flags and escalation points. It’s essential that
you corporate this information in most training sessions.
Get senior management buy-in. Ensure they are onboard and determine how
much autonomy you have. Provide periodic updates.
Imbed the values in training & communications. The message should be clear
and also consider refresher messages or additional training.
