Foreign democracy assistance to Ukraine from 2004-2009 aimed to support its democratic transition following the Orange Revolution, however the impact was limited. Reasons for the weak impact included political instability within Ukraine, a lack of political will for reforms, and ineffective donor policies that focused too much on top-down support to government instead of civil society. The study concludes that future assistance should integrate support for both government and civil society, promote local resources and ownership of reforms, and ensure transparency to strengthen oversight of aid spending.
