The document discusses a solution called OpenWorld that uses Bluetooth beacons and smartphone technology to help blind individuals navigate cities more accurately and independently. The system detects beacon signals that advertise location information, then uses sound messages on the smartphone to inform users about their location and distance to nearby points of interest like banks, pharmacies, and public transportation. By placing beacons throughout an urban infrastructure, blind citizens will be able to more easily orient themselves and travel within the city without relying as heavily on others. The proposal is presented by representatives from the Ukrainian Society of the Blind to help make cities more accessible and visible for blind people.

Technology:
● The system of BLE(Bluetooth Low Energy)
beacons advertizes information about itself
● Smartphones detects the signal from the beacon
and defines the distance to it
● With the help of sound messages the system
reports the blind user information about the
location and the distance to the selected object
● In case of getting in the range of several
beacons, a blind person will be able to select the
object he needs from the list
● There is a possibility to place the beacons on the
objects of urban infrastructure, as well as
transport facilities
