Application for approval of FTO
1. Application-Appendix IV, 90 days

holders along with security clearance.
6. contract arrangement for outsourced facility
7. CAR para-wise compliance status by AM
and ‘Chief of Training or CFI
8. Internal Compliance Statement DETAILS
Age of the aircraft
5.3 The age of the aircraft for import shall not
exceed 20 years in accordance with CAR,
Section 2 Series F Part XX.
5.4 Aircraft more than 30 years of age from
the year of manufacturing shall not be
used for flying training activities.
Internal Compliance Statement
1. submit by AM & CFI or Chief of Training
2. assuring compliance of requirement with respect
to
-facilities,
-equipment,
-personnel documents,
-procedures that the whole organisation is in full
compliance with all applicable requirements.
-all the procedures specified in Training and
Procedure Manual are in place.
Manuals
Manuals shall be prepared as per checklist.
Manuals for initial approval in paper copy.
Once approved,
an electronic copy may be uploaded
and maintained into the electronic document
library.
Facilities and Equipment
Facility appropriate to the size and scope
Adequate Office Space
Storage area
Classrooms and training aids
Practical training areas
Suitable and adequate hangar space
An alarm bell or manually operated siren
Properly marked Parking bays and taxi tracks
Office space for the engineering personnel

(f) Quality Manager (QM)
(g) Continuing Airworthiness Manager (CAM)
Accountable Manager
AM appointed by FTO -
has corporate authority for ensuring that flying
training can be financed and carried out.
AM - ensure that all necessary resources are
available to accomplish flying training in
accordance with laid down standards and
establish and promote the safety and quality
standards for the training.
Maintenance Arrangements
FTO shall establish a maintenance organization
in accordance with CAR M Subpart-F.
The organization may outsource base
maintenance check to other appropriately
approved maintenance organization.
Quality Assurance System
1. The FTO shall establish a QAS.
2. Prepare a Quality Assurance Manual as per
the guidance given in Appendix VI.
3. The QAS must include a system for
conducting internal audit.
4. The internal audit shall be conducted by
those who are not involved in day to day
instructional activity and shall be conducted
using customized checklist(s).
Safety Management System
1. FTO shall establish a SMS in accordance
with CAR Section 1 Series C Part I.
2. FTO nominate an Accountable executive
3. SMS Manager (Safety Manager), who shall
be responsible for SMS implementation.
4. SMS Manual which shall include Safety
Policy and objectives and other contents for
ensuring phase wise implementation

  • 6. Age of the aircraft 5.3 The age of the aircraft for import shall not exceed 20 years in accordance with CAR, Section 2 Series F Part XX. 5.4 Aircraft more than 30 years of age from the year of manufacturing shall not be used for flying training activities.

  • 10. Personnel Requirements 1. Accountable Manager 2. Post Holders (a) Head of Training or Chief Instructor (CI) (b) Chief Flight Instructor (CFI) (c) Chief Ground Instructor (CGI) (d) Safety Manager (SM) (e) Maintenance Manager (MM) (f) Quality Manager (QM) (g) Continuing Airworthiness Manager (CAM)
  • 11. Accountable Manager AM appointed by FTO - has corporate authority for ensuring that flying training can be financed and carried out. AM - ensure that all necessary resources are available to accomplish flying training in accordance with laid down standards and establish and promote the safety and quality standards for the training.
  • 12. Maintenance Arrangements FTO shall establish a maintenance organization in accordance with CAR M Subpart-F. The organization may outsource base maintenance check to other appropriately approved maintenance organization.
  • 13. Quality Assurance System 1. The FTO shall establish a QAS. 2. Prepare a Quality Assurance Manual as per the guidance given in Appendix VI. 3. The QAS must include a system for conducting internal audit. 4. The internal audit shall be conducted by those who are not involved in day to day instructional activity and shall be conducted using customized checklist(s).
  • 14. Safety Management System 1. FTO shall establish a SMS in accordance with CAR Section 1 Series C Part I. 2. FTO nominate an Accountable executive 3. SMS Manager (Safety Manager), who shall be responsible for SMS implementation. 4. SMS Manual which shall include Safety Policy and objectives and other contents for ensuring phase wise implementation
