members of the INTERNATIONAL CIVIL AVIATION
ORGANISATION (ICAO) and work together to establish
common standards and recommended practices for civil
aviation through that agency civil aviation includes two
major categories .
• * Scheduled air transport ,including all passengers and
cargo flights operating on regularly scheduled routes .
• * General Aviation (GA) , including all other civil flights
private or commercial .

• DGCA has fourteen Regional Airworthiness Offices
(RAO) at
• Delhi, Mumbai Chennai, Kolkata, Bangalore,
Hyderabad, Cochin, Bhopal, Lucknow, Patna,
Bhubaneshwar, Kanpur, Guwahati and Patiala.
• It has also five Regional Air Safety offices located
at Delhi, Mumbai, Chennai, Kolkata and
Hyderabad.
• It has a Regional Research and Development
Office located at Bangalore and a Gliding Centre
at Pune.

• FLIGHT STANDARDS BUREAU:
The FSB is headed by the Chief Flight
Operations Inspector (CFOI) and
encompasses the flight operations
inspectors, airworthiness inspectors, cabin
safety inspectors and dangerous goods
inspectors.
10. INFORMATION & REGULATIONS
DIRECTORATE:
• Preparation of brief/documentation and participation in the Bilateral
Air Services Agreements with foreign countries. (Bilateral Air Services
Agreements have been signed with 100 countries) Clearance of
schedules and any other operational matters pertaining to the foreign
airlines. At present, 64 foreign airlines are operating to/from India.

12. DIRECTORATE OF FLIGHT CREW LICENSING.
• Training and licensing Directorate of DGCA has two main sections to
carry out various functions related to pilot licensing. A list of functions of
each section is as under:
• Licensing I Section: Policy pertaining to renewal of licenses of aircrew
personnel. Renewal of all aircrew licenses including disposal of general
enquiries pertaining to renewals
• Licensing II Section : Student Pilot’s License, Private Pilot’s License
13. TRAINING SECTION.
• Approval of flying training organization
• Renewal of Flying Training Organization.
• Permission for import/acquisition of aircraft.
• Medical Section: Updating and safekeeping of Previous Medical
Records (PMR) of all civil pilots of the country.
• Receiving request for and positioning of PMR for the timely conduct of
Periodic Medical Examination at the eighteen (18) Indian Air Force
(IAF) Boarding Centers.
14. • Administration Directorate: All Establishment work relating to
Group ‘A’, ‘B’ & ‘C’ posts in Aircraft
• Aerodrome Standards Directorate: The Aerodrome Standards
Directorate in the DGCA has been entrusted with the
responsibilities of licensing of aerodromes in accordance of the
Aircraft Rules 1937.
• Air Safety Directorate : Air Safety Directorate at DGCA is headed by
Director Air Safety. The Director Air Safety /DDG (Air Safety)
reports directly to the DG.
• Accident/Incident Prevention work
• Air Transport Directorate : Issue/renewal and endorsement of Air
Operators Permit and other issues related to the issuance of
permission for import/acquisition of aircraft endorsement/deletion of
the aircraft on the Operator’s Permit.
15. AIRWORTHINESS DIRECTORATE:
• The authority for regulatory control of Airworthiness in the
Directorate General of Civil Aviation is Directorate of
Airworthiness.
• Reviewing, processing and recording of applications for issue of
certificate of airworthiness, renewals of such certificates and
validation of foreign certificate of airworthiness
16. Air accident investigation
• Previously the DGCA conducted investigations and gave
information to the investigations established by the Court of
Inquiry and the Committee Inquiry. A separate investigative
agency was established to comply with the Standards And
Recommended Practices (SARPs) of the International Civil
Aviation Organisation (ICAO). Therefore the Aircraft Accident
Investigation Bureau (AAIB) was established in 2011
• Aviation security
• In January 1978 the Bureau of Civil Aviation Security (BCAS)
was established as a department of the DGCA. As a result of the
1985 bombing of Air India Flight 182, on 1 April 1987 the BCAS
became an independent agency of the Ministry of Civil Aviation.
