Fleet Management Overview
Fleet Management is a function which allows companies which rely on transportation in business to
remove or minimize the risks associated with vehicle investment, improving efficiency, productivity and
reducing their overall transportation and staff costs, providing 100% compliance with government
legislation (duty of care) and many more. These functions can be dealt with by either an in-house fleet-
management department or an outsourced fleet-management provider.
Fleet Management comprises the target-oriented, optimal planning, supervision and control of the
fleet operations based on the available resources, considering internal and external influencing
factors. A special focus is on the integration of organizational processes with modern information
systems.

OTM Fleet Management
OTM Fleet Management is a shipment- and asset-centric Fleet Management solution. OTM
Fleet Management was added to OTM in version 6.0.
•Shipment-centric means that Fleet Management focuses on products that happen to move
inside trucks, containers, etc. as well as being cost and service driven.
•Asset-centric means that Fleet Management focuses on trucks, containers, etc. that happen
to move products, as well as, being cost and utilization driven.
Fleet Management supports broader fleet process beyond transportation planning and
execution including:
 Asset lifecycle management (e.g., procurement, maintenance)
 Driver and contractor management

Within OTM, there are two action perspectives available when joining drivers and shipment
•Assigning a driver to a shipment •Assigning a shipment to a driver
Driver Dispatch
After you have assigned a driver, equipment, or equipment type to a shipment, you need to
get that assignment information to the driver. You send the assignment information to an
external system that the driver has access to via a driver dispatch. To access the driver
dispatch actions either from the Dispatch Board or the Shipment Manager, select a shipment
and click Actions > Fleet Management > Assign > Driver Dispatch.

• The purpose of generating a work invoice is to create a record that represents all of the
activities and miles associated with a particular shipment, such that, the driver can be paid
for those activities and miles.
• In OTM, the Driver Work Invoice page enables you to view or edit existing driver work
invoices and to transmit the data to an external payroll processing system such as Oracle
Incentive Compensation. These invoices consolidate pay information based on driver
activities.
• A driver work invoice or work invoice is similar to a carrier invoice in that it references
individual charges related to a shipment. Driver work invoices contain actual special
service information pertaining to activities that were performed as part of the shipment.
They state what the driver did and how much pay the driver should anticipate for services.
Modifications, line additions, and subtractions can be performed against the work invoice
to capture an accurate summary of work performed at a particular point in time.
A driver work invoice is generated by running the action Generate Driver Work Invoice. This
screen shot shows the action being used from the Dispatch Board.
1.First on the Dispatch Board, select a shipment.
2.Then, click the Actions icon.
3.And finally, select Fleet Management > Driver Dispatch > Generate Driver Work Invoice.
For a fleet shipment, location asset inventory helps to understand if there is a need to
bring in an empty piece of equipment before pulling out a loaded asset, as well as,
whether you are able to drop an empty piece of equipment at the final destination of
the shipment. It is also used when making the decisions about using a location to
source that empty piece of equipment or pick a location when attempting to drop that
empty piece of equipment.
When setting up asset inventory, you define buckets which hold the status and count of
an equipment type at that yard. This tells OTM how much inventory is available when
planning a shipment.

To create or view a bucket type, go to Shipment Management >
Power Data > SKU Types > Bucket Type.
To set up rate service and cost categories, we need to complete the following:
•First, define a rate service.
•Then, specify the previously created HOS rule set on the rate service.
•Next, define cost categories.
•And finally, define cost category sets.
To create or view a rate service, go to Contract and Rate Management > Contract
Management > Rate Service.
A rate service is necessary for OTM to rate and plan a shipment.
A cost category is used during driver assignment to evaluate the feasibility and quality
of a driver assignment. The cost category is specified on the rate record.
To create or view a cost category, go to Contract and Rate Management > Power Data
> Rates and Codes > Cost Category
Cost Category Example:
PRIMARY – This will be used to show the primary cost on the driver assignment page
and it will be specified on one of the rate records. It will be used during driver
assignment to evaluate the feasibility and quality of the driver assignment.
SECONDARY – This will be used to show the secondary cost on the driver assignment
page and it will be specified on one of the rate records. It is a non-qualitative cost to be
used for informational purposes. It can be used for preference, such as, night driving, or
for costs of secondary or tertiary importance.
A cost category set is a group of one or more cost categories. The cost category set is
linked to the driver assignment page via a parameter set. When assigning a driver, you
can view the primary, secondary, and tertiary cost category sets.
And finally, let’s look at the third cost category set:
–Note the Cost Category Set ID of ALL COSTS which adds together the primary or empty
miles cost and secondary or shipment costs.
–Note the specified Cost Category ID of PRIMARY and SECONDARY which were
reviewed previously.
–This cost will be determined by adding the PRIMARY and SECONDARY costs.

Fleet Management Overview Fleet Management is a function which allows companies which rely on transportation in business to remove or minimize the risks associated with vehicle investment, improving efficiency, productivity and reducing their overall transportation and staff costs, providing 100% compliance with government legislation (duty of care) and many more. These functions can be dealt with by either an in-house fleet- management department or an outsourced fleet-management provider. Fleet Management comprises the target-oriented, optimal planning, supervision and control of the fleet operations based on the available resources, considering internal and external influencing factors. A special focus is on the integration of organizational processes with modern information systems.

OTM Fleet Management was added to OTM in version 6.0. •Shipment-centric means that Fleet Management focuses on products that happen to move inside trucks, containers, etc. as well as being cost and service driven. •Asset-centric means that Fleet Management focuses on trucks, containers, etc. that happen to move products, as well as, being cost and utilization driven.   • 13. Driver Dispatch After you have assigned a driver, equipment, or equipment type to a shipment, you need to get that assignment information to the driver. You send the assignment information to an external system that the driver has access to via a driver dispatch. To access the driver dispatch actions either from the Dispatch Board or the Shipment Manager, select a shipment and click Actions > Fleet Management > Assign > Driver Dispatch.

  • 19. • The purpose of generating a work invoice is to create a record that represents all of the activities and miles associated with a particular shipment, such that, the driver can be paid for those activities and miles. • In OTM, the Driver Work Invoice page enables you to view or edit existing driver work invoices and to transmit the data to an external payroll processing system such as Oracle Incentive Compensation. These invoices consolidate pay information based on driver activities. • A driver work invoice or work invoice is similar to a carrier invoice in that it references individual charges related to a shipment. Driver work invoices contain actual special service information pertaining to activities that were performed as part of the shipment. They state what the driver did and how much pay the driver should anticipate for services. Modifications, line additions, and subtractions can be performed against the work invoice to capture an accurate summary of work performed at a particular point in time.
  • 20. A driver work invoice is generated by running the action Generate Driver Work Invoice. This screen shot shows the action being used from the Dispatch Board. 1.First on the Dispatch Board, select a shipment. 2.Then, click the Actions icon. 3.And finally, select Fleet Management > Driver Dispatch > Generate Driver Work Invoice.

For a fleet shipment, location asset inventory helps to understand if there is a need to bring in an empty piece of equipment before pulling out a loaded asset, as well as, whether you are able to drop an empty piece of equipment at the final destination of the shipment. It is also used when making the decisions about using a location to source that empty piece of equipment or pick a location when attempting to drop that empty piece of equipment. When setting up asset inventory, you define buckets which hold the status and count of an equipment type at that yard. This tells OTM how much inventory is available when planning a shipment.

  • 29. To set up rate service and cost categories, we need to complete the following: •First, define a rate service. •Then, specify the previously created HOS rule set on the rate service. •Next, define cost categories. •And finally, define cost category sets.
  • 30. To create or view a rate service, go to Contract and Rate Management > Contract Management > Rate Service. A rate service is necessary for OTM to rate and plan a shipment.
  • 31. A cost category is used during driver assignment to evaluate the feasibility and quality of a driver assignment. The cost category is specified on the rate record. To create or view a cost category, go to Contract and Rate Management > Power Data > Rates and Codes > Cost Category Cost Category Example: PRIMARY – This will be used to show the primary cost on the driver assignment page and it will be specified on one of the rate records. It will be used during driver assignment to evaluate the feasibility and quality of the driver assignment. SECONDARY – This will be used to show the secondary cost on the driver assignment page and it will be specified on one of the rate records. It is a non-qualitative cost to be used for informational purposes. It can be used for preference, such as, night driving, or for costs of secondary or tertiary importance.
  • 32. A cost category set is a group of one or more cost categories. The cost category set is linked to the driver assignment page via a parameter set. When assigning a driver, you can view the primary, secondary, and tertiary cost category sets.

And finally, let’s look at the third cost category set: –Note the Cost Category Set ID of ALL COSTS which adds together the primary or empty miles cost and secondary or shipment costs. –Note the specified Cost Category ID of PRIMARY and SECONDARY which were reviewed previously. –This cost will be determined by adding the PRIMARY and SECONDARY costs.

  1. •What are power units? –A power unit is what is used to power a piece of equipment. For example, a tractor or cab. –Power units are specified in the Driver manager when you create or edit a driver. Then, as a pair the driver and power unit are assigned to a shipment. –Power units get assigned to shipments either via the associated driver or they can be assigned manually. •What is a driver? –A driver is the representation of the actual person who drives a piece of equipment, such as, a truck. –Drivers (along with the power unit) exist independent of shipments, until they are actually assigned to a shipment. –When a driver is assigned to a shipment, the associated power unit is also assigned to the shipment. –Drivers and power units cannot be assigned to multiple shipments at the same time. •What is an equipment type? –An equipment type defines the availability of a trailer type at a location. –You can assign an equipment type to a shipment. –When you assign an equipment type to a shipment, this assignment updates the availability of that trailer type at the associated locations. •What is equipment? –A piece of equipment is the trailer or container representing the unique physical asset. –A piece of equipment exists independently from a shipment. Fleet Management contains logic and data structures that manage equipment beyond the shipment lifecycle. –As with the driver/power unit combination, the piece of equipment is only assigned to a shipment for the duration of that shipment. Even when a piece of equipment is not assigned to a shipment it is still a valid object within OTM.
  2. After you have assigned a driver, equipment, or equipment type to a shipment, you need to get that assignment information to the driver. You send the assignment information to an external system that the driver has access to via a driver dispatch. To access the driver dispatch actions either from the Dispatch Board or the Shipment Manager, select a shipment and click Actions > Fleet Management > Assign > Driver Dispatch. •There are five actions available when sending a dispatch to a driver: –Confirm Dispatch – Use this action to confirm a dispatch. The shipment status is changed to DISPATCH_CONFIRMED. –Modify Dispatch – Use this action to send a dispatch to the driver with modified information about the shipment. When you use this action, the shipment status is set to DISPATCH_MODIFY_SENT. –Re-Transmit Dispatch – Use this action to resend a work assignment to the external system even though there are no changes to the shipment. The external system from the latest Send/Modify/Re-Transmit Dispatch action is used. –Send Dispatch – Use this action to send a dispatch to an external system. After sending a dispatch, the shipment status is changed to DISPATCH_SENT. –Withdraw Dispatch – Use this action to send a withdrawal notification to the external system. The external system from the latest Send/Modify/Re-Transmit Dispatch action is used. The shipment status is changed to DISPATCH_WITHDRAWN.
  3. After you have assigned a driver, equipment, or equipment type to a shipment, you may need to remove that assignment. To access the unassign actions in either the Dispatch Board or the Shipment Manager, select a shipment and click Actions > Fleet Management > Fleet Unassign. •There are four actions available: –All – Enables you to remove the driver, equipment, and equipment type from a shipment at the same time. –Driver – Enables you to remove a driver from a shipment. This action also resets the NAT/NAL and hours of service to their pre-assigned values. –Equipment – Enables you to remove a piece of equipment from a shipment. This places the piece of equipment back into the bucket that is tied to the available planning parameter. –Equipment Type – Enables you to remove an equipment type from a shipment. This resets the inventory positions for all trailer type locations to their pre-assigned values. •When you use any of these actions, OTM un-assigns the assignment and sets the driver, equipment, equipment type, and/or shipment back to their pre-assigned states and statuses.
  4. The Tracking Event Manager combines the functions of the add/view shipment actions with asset events. It lets you add and edit tracking events. When tracking events are entered either through the UI or through integration they are matched with assets and shipments by work agents
  5. The Total Onsite bucket has been set up as a total bucket. A total bucket always has child buckets underneath it and the inventory in the child buckets roll up to the total count in the totals bucket. –Empty is a child bucket under the Total Onsite bucket. The Empty bucket will keep count of equipment at this location that is not filled with product. –Assigned is also a child bucket under the Total Onsite bucket. The Assigned bucket will keep count of all equipment that is already assigned to a shipment but is still being stored at this location. •The Projected Inbound Loaded bucket keeps track of loaded equipment that is due to come into this location in the future. •The Projected Inbound Empty bucket keeps track of empty equipment that is due to come into this location in the future.
