Furthermore, consumer behaviour is evolving and the increasing penetration of distributed energy resources (DER) is changing the nature of ‘demand’ while also providing new opportunities to address Australia’s energy transformation.
This energy transformation is already having a dramatic impact on the utilisation of the existing power system. It is, for instance, increasing network congestion in some areas, while also increasing the system’s reliance on interconnections between regions. Well-targeted and timely investment in the transmission network is required to keep pace with these changes and provide consumers with the most cost-effective energy outcomes.
AEMO’s 2018 Integrated System Plan1 (ISP) sets out an optimised national pathway for development of the power system that would maximise the value from new and existing resources across the NEM, while delivering energy reliability at the lowest cost to consumers.
The ISP identified that immediate action was required on several fronts, and designated these as priority ‘Group 1’ projects. This group included the need for increases to the transfer capability between Victoria and New South Wales.
Transfer between these two states is currently restricted by thermal, voltage stability, and transient stability limitations. Without investment, these limitations will result in the northern states having limited access to lower-cost generation from the southern states, preventing reductions in the underlying economic cost of generating electricity across the NEM, and increasing the requirement for new generation investment to maintain adequate supplies.

THE U.S. ENVIRONMENTAL PROTECTION AGENCY CLEAN POWER PLAN: HOW WILL IT AFFECT THE ELECTRIC UTILITY INDUSTRY NOW AND IN THE FUTURE?
On June 2, 2014, the U.S. EPA, proposed a plan with the stated purpose of reducing carbon emissions from electric generating units, under Section 111(d) of the Clean Air Act. The CPP sets a CO2 emission target for each state, and utilizes four “building blocks” in devising those rates. The CPP suggests power to be dispatched based upon environmental considerations. Today, regional electric markets dispatch power based upon economic considerations and not environmental considerations. More than four million entities submitted comments on the proposed CPP and on August 3, 2015, the U.S. EPA issued their final plan. What is the overall affect on states, utilities, and ratepayers? What is the timeline for implementation of the CPP? What does the plan mean for the future electric generation mix? How will reliability and prices be impacted? What kinds of technology and regulatory policy changes will be needed?

1) As determined in accordance with Section I.2 of this Attachment Y, the Transmission
Provider shall designate a Transmission Owner in accordance with the process set
forth in Section III of this Attachment Y for transmission facilities approved for
construction by the Transmission Provider after January 1, 2015 that meet all of the
following criteria:
a) Transmission facilities that are ITP Upgrades or high priority upgrades;
b) Transmission facilities with a nominal operating voltage of greater than 100 kV;
c) Transmission facilities that are not a Rebuild of an existing facility and do not
use rights of way where facilities exist;
d) Transmission facilities located where the selection of a Transmission Owner
pursuant to Section III of this Attachment Y does not violate relevant law where
the transmission facility is to be built;
e) Transmission projects that do not require both a Rebuild of existing facilities
and new transmission facilities; and
f) Transmission facilities that are not a Local Transmission Facility.

43. RFP Process
• RFP will be issued for each competitive upgrade after
study reports have been published and the list of
recommended upgrades has been approved by the SPP
Board of Directors
• Each competitive upgrade will have 180 days* from the
issue date for the QRPs to complete their RFP response
• Each completed RFP response will be analyzed and
scored by the IEP
– If the QRP had a selected DPP for this upgrade, the 100
point bonus would apply at this time
*In accordance with the SPP Tariff, as approved by SPP stakeholders and Board, the Transmission Provider may determine that
a time period shorter than 180 days but no less than 90 days may be necessary for specific upgrades.

45. Industry Expert Terms Defined
• Industry Expert Pool: Group of industry experts recommended to the
SPP BOD by the Oversight Committee
• Industry Expert Panel: 3 -5 person group of industry experts selected
from the pool by the Oversight Committee who are engaged to review
and evaluate proposals submitted in response to the Transmission
Owner Selection RFP. The SPP BOD may approve the use of multiple
industry expert panels.

46. Industry Expert Pool Process
• Industry Expert applicants must complete an application and submit it to
SPP
• The Industry Expert candidate shall have documented expertise on file with
SPP in one or more of the following areas:
1. Electric transmission engineering design
2. Electric transmission project management and construction
3. Electric transmission operations
4. Electric transmission rate design and analysis
5. Electric transmission finance

• The proposed application period for Industry Expert candidates for 2015:
June 1 – September 1, 2014
• The Oversight Committee will recommend pool to the SPP BOD in October
