4. Planning in India The underdeveloped countries are confronted with a number of problems which are all outcome of long periods of stagnation and low historical growth rates. To overcome those problems, there is a need for planned development. The broad direction of movement and the major aims that are desired to be fulfilled are called the objectives of planning.
