This document outlines the initial work plan for Result 4 of the EU4Environment program, which focuses on ecosystem services and livelihoods. It identifies 4 main objectives: 1) launching a shared network of protected areas between the EU and neighboring countries, 2) facilitating community action on ecosystem services, 3) limiting illegal logging and related cross-border trade while promoting legal trade, and 4) defining effective strategies for funding natural capital conservation. For each objective, it outlines the proposed activities, timeline, targets, and level of demand expressed by Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine to be involved in the activities.

3. 4.1: A shared network of protected areas involving EU and neighbouring
countries launched (Emerald Network)
• Emerald Network was established within the Bern Convention to protect natural
habitats and preserve biodiversity
• Variation across countries: some (e.g. Georgia, Ukraine, Belarus, Moldova) have
advanced networks; others have no endorsed sites
• (i) country action to advance establishment of the Network; and (ii) regional
collaboration and exchange with EU member states; communication
• Year 1: regional meeting among focal points for Emerald Network, EU member
states and Council of Europe; Meetings in all 6 countries to confirm the list of
Emerald Network sites identified.

4. 4.2: Community action on ecosystem services facilitated
• Promoting sustainable natural resources management, economic
development and participation at local community level:
All 6 countries identified it as priority for year 1.
Type of activities/general approach
Activities under this pillar may include: (i) baseline mapping for community
engagement in forest and other natural resource management (NRM); (ii)
technical support to community action to facilitate improved knowledge on
NRM; and (iii) impact assessment and lessons learnt.
To create synergies with the existing EUD bilateral programs (e.g. Azerbaijan).

• Forest sector development requires resources both from public and private
sources: innovative financing schemes needed
• Based on requirements of national strategies/policies
• Resource mobilization within the sector; domestic public; international
public; private sector
• Innovative financing sources (e.g. green bonds; PES)
• Year 1: Generic terms of reference (ToR) preparation and agreement on
ToR for each country to reflect national realities; mapping all relevant
ongoing strategy processes (e.g. NFP, NDC, NAP etc.)
