Development in practice: why projects fail and how to address these failures
During the last decades, the way Development is managed and how it addresses problems have
evolved. As conventional approaches failed to meet objectives, successive actions have tried to
make development practice more efficient and participatory. Nonetheless, difficulties persist, with
an increasing trade off between achieving equity through participation and the efficiency of
managerialism. Linear, pre designed implementation models like the blueprint are still the main
approaches to put theory into practice (Maclay, 2015).
In this context and in line with the material studied in the course, I will argue that development
projects face three types of problems: operational, cognitive and power. To enhance project
effectiveness, these call for different complementary solutions: more flexibility in implementation
and feedback systems (Maclay, 2015); a balance between participation and top down authority with
increased accountability (Brett, 2003); and the empowerment of the local considering the political
context (Andrews et al., 2013; Mohan and Stokke, 2000).
To be sure, these strategies are no panacea. Nonetheless, they can help overcome some glaring
failures in the current approaches, while any new problem should be analysed in an iterative
problem solving process through learning systems that could help design better measures in the

density of cities with its multiplier effect on land use and land cover change (LUCC) have been

urban services provision for the influx of human population. The shortages of housing in particular,
and other urban services provision is the fundamental cause and effects of development of illegal
and informal settlements. With analysis from empirical study in Eldoret town, the study discusses
the need for urban land regularization as a requisite to combat the driving forces for formation of
informal settlements and its impacts on cities climate. After presenting a series of concepts and
definitions related to urban land informality and illegality, standardization and tenure security from

others through deceptive or even abusive tactics. Physical control is physically doing an action
yourself. In nineteen eighty four orwell created a totalitarian universe with its own history and inner

Psychological control is a major theme throughout 1984 and Orwell shows this theme is possible by
giving examples of how a totalitarian government could gain psychological control using their

action. There were even telescreens in every citizen s room that ran Big Brothers picture. It was
one of those pictures which are so contrived that the eyes follow you about when you move. BIG
BROTHER IS WATCHING YOU, the caption beneath it ran. (Orwell 5). People were constantly
being watched and controlled by the party. This general psychological control is the second
frightening theme in 1984. Another example uses children. Beginning at an early age, children
were brainwashed and encouraged to spy on their parents by an organization called the Junior
Spies. This organization destroyed family structure by having children report any instance of
disloyalty to the Party. The telescrenes and children are a perfect example to how the totalitarian
government abuses technology for its own purpose instead of using their knowledge to improve
civilization.
Just like the telescrenes, the theme of psychological control is scattered throughout Orwell s 1984.
Those who control the past, control the future: who controls the present controls the past , by
understanding this and a totalitarian government, we can see that with manipulation of history,
such as rewriting it and deleting personal photos, and the use of technology like cameras and
