The public buildings renovation project (1/2)
 Project:
Thermal retrofit of 25 of the most significant public buildings of Wuhan such as
administrations, hospitals, universities and schools
 Funding: Agence Française de Développement (AFD) sovereign loan of 20 M€
 Targets
 - Energy consumption decrease and reduction of cost for the municipal government:
13,7 MWh per year. The Energy Performance Contract (EPC) already performed by
TERAO on 3 buildings indicates even higher performance (on the 25 buildings,
savings could exceed 20 MWh).
 - Lower carbon footprint development: demonstrates short pay-backs thus
stimulating the urban buildings renovation market
- Promote and set up standards for Energy Performance Contracts
 Vision
Full fledge development: the potential saving is ~ 1,8 m Teq Co2/an for the 75
millions m2 of public buildings : for CO2 reduction of ~ 15 000 teq CO2/year at the
project scale,

• China has issued a set of policies in 2009 regarding building energy efficiency to
accommodate the national goal of a 40-45% reduction in carbon intensity by 2020 relative
to 2005 levels. This creates local governments focus on building energy efficiency, but
also create a huge market for companies working on building energy efficiency.
• Building energy codes have significantly increased the demand for energy efficient building
products and materials in the past decade, and in the following years, it is still going to be
the most important driver of the market for building energy efficiency.
• The Chinese securities companies estimated that stringent building energy codes and
robust compliance may attract investment of 100-150 billion yuan in building energy
efficiency for China in 2015 in EPC, led lighting, HVAC, new materials and automation.

• With its strategic location on the middle reaches of the Yangtse river and in central
China, Wuhan implements thoroughly its urban planning for the period 1996-2020,
using best practices and modeling tools
• Beyond strategic spatial development plans, new technologies such as the Big Data
and urban region geo-economics simulation both assist the planning process
• Building energy efficiency is a key focus to reduce the city CO2 footprint. The next area
of interest within Wuhan city perimeter will be the assessment of electricity and steam
generation and their improvement.

The public buildings renovation project (1/2)  Project: Thermal retrofit of 25 of the most significant public buildings of Wuhan such as administrations, hospitals, universities and schools  Funding: Agence Française de Développement (AFD) sovereign loan of 20 M€  Targets  - Energy consumption decrease and reduction of cost for the municipal government: 13,7 MWh per year. The Energy Performance Contract (EPC) already performed by TERAO on 3 buildings indicates even higher performance (on the 25 buildings, savings could exceed 20 MWh).  - Lower carbon footprint development: demonstrates short pay-backs thus stimulating the urban buildings renovation market - Promote and set up standards for Energy Performance Contracts  Vision Full fledge development: the potential saving is ~ 1,8 m Teq Co2/an for the 75 millions m2 of public buildings : for CO2 reduction of ~ 15 000 teq CO2/year at the project scale, 08/12/15 COP 21 - Autopia 12

Conclusion (1/2) 08/12/15 COP 21 - Autopia 15 • China has issued a set of policies in 2009 regarding building energy efficiency to accommodate the national goal of a 40-45% reduction in carbon intensity by 2020 relative to 2005 levels. This creates local governments focus on building energy efficiency, but also create a huge market for companies working on building energy efficiency. • Building energy codes have significantly increased the demand for energy efficient building products and materials in the past decade, and in the following years, it is still going to be the most important driver of the market for building energy efficiency. • The Chinese securities companies estimated that stringent building energy codes and robust compliance may attract investment of 100-150 billion yuan in building energy efficiency for China in 2015 in EPC, led lighting, HVAC, new materials and automation.
  • 16. Conclusion (2/2) 08/12/15 COP 21 - Autopia 16 • With its strategic location on the middle reaches of the Yangtse river and in central China, Wuhan implements thoroughly its urban planning for the period 1996-2020, using best practices and modeling tools • Beyond strategic spatial development plans, new technologies such as the Big Data and urban region geo-economics simulation both assist the planning process • Building energy efficiency is a key focus to reduce the city CO2 footprint. The next area of interest within Wuhan city perimeter will be the assessment of electricity and steam generation and their improvement.
