On 1 January 2019, an ambitious program took off to boost innovation of Higher Education in the Netherlands using ICT. The shared ambitions of this program are: better connection to the job market, making education more flexible and learning smarter and better by using technology. The program is divided into 7 areas (zones. In each zone, institutions of HE cooperate to realize these ambitions.
One of the zones is called “Towards digital (open) educational resources”. In this zone, 7 universities and 2 UoAS collaborate to realize the ambition that in 2023, HE institutions in the Netherlands are able to offer teachers and learners the opportunity to determine and use an optimal mix of learning resources. To accomplish this, a.o. improving the technical and organisational infrastructure and enhancing an open infrastructure seamless and transparent with a more closed one is needed. Stimulating the use of open resources is part of the ambition, but open is not considered a dogma in the optimal mix. This is an important difference compared to other programs aiming at stimulating sharing and reuse of OER, treating openness in isolation with non-open resources. We believe that this difference, together with taking the educational vision of the teacher as starting point will widen adoption of open sharing and reuse.
For 2019, the main activity of this zone is to conduct research into the ways students and teachers determine their optimal mix of learning resources and the underlying principles. The results will be the basis for the zone activities in the remaining time of the program. Other activities in 2019 comprise improvements to the available national technical infrastructure and creating awareness among teachers about the opportunities of open pedagogy and open educational practices. In the presentation we will report about the activities and the results of the research.

A National ICT Competency Framework for Student TeachersJeroen Bottema
As emerging technologies provide access to the new resources in society, teachers’ roles need to transform to cater to individual students’ learning preferences. As a result, adequate ICT training for student teachers should provide technology rich experiences throughout the whole program. The Ministry of Education, Culture and Science, and several other Dutch educational partners, have delineated an ICT Competency Framework for student teachers, which they would like to see each institution adopt as the pre-eminent agenda for improving student teachers’ ICT knowledge and skills. This National ICT Competency Framework was developed based on broad comparative research on current educational trends and practices in a global context by a workgroup and review group consisting of educational professionals and ICT experts. This presentation addresses and discusses the National ICT Competency Framework consisting of four different domains (attitude, basic digital skills, digital media and information literacy, and pedagogical practice), and issues concerning its implementation.

Open Education and Digitalized Society - Digital Learning in a Borderless World. Or:
A helicopter view on South East Asia when digitalisation is penetrating education. Could ambitious benchmarks comparing with Nordic countries be established for the 11 countries and the cooperation among them?
The era of digitalisation sets a new agenda for learning and teaching. While globalisation, technology and demography are major trends influencing all sectors of society, including higher education – ICDE observes more specific trends setting the agenda:
• Online and open goes mainstream
• OER and MOOCs fuel innovation in education
• Shift to personalised learning and assessment
• Convergence of education, cognitive psychology and neuroscience
• Lack of funding and lack of understanding of the concept of online, open and flexible education – create hurdles
• Skills and lifelong learning a new global trend, with learners in the centre, we enter the new paradigm of lifelong learning.
• Quality first
Without direction digitalisation, education can go good or bad. The message is discussed: Put the learners first, lead digital transformation – and lead transformation of education. Go open, innovative and collaborative for inclusive and equitable quality education and lifelong learning for all.

Operation “Blue Star” is the only event in the history of Independent India where the state went into war with its own people. Even after about 40 years it is not clear if it was culmination of states anger over people of the region, a political game of power or start of dictatorial chapter in the democratic setup.
The people of Punjab felt alienated from main stream due to denial of their just demands during a long democratic struggle since independence. As it happen all over the word, it led to militant struggle with great loss of lives of military, police and civilian personnel. Killing of Indira Gandhi and massacre of innocent Sikhs in Delhi and other India cities was also associated with this movement.

White papers (Meld.St.) are drawn up when the Government wishes to present matters to the Storting that do not require a decision. White papers tend to be in the form of a report to the Storting on the work carried out in a particular field and future policy. These documents, and the subsequent discussion of them in the Storting, often form the basis of a draft resolution or bill at a later stage. The Professional Digital Competence Framework for Teachers is a guidance document that organizes, defines and categorizes competence areas in the teacher's professional digital competence
The hope is that this document will establish a common conceptual framework and frame of reference for what teachers' professional competence entails.
The framework consists of seven competence areas, which contain descriptions of knowledge, skills and competence.
digital competence ≠ use of digital tools
Guiding document that policy developers, heads of department, teacher educators, teachers, student teachers and others can use as a reference in their work on improving the quality of teacher education and systematic continuing professional development of teachers.
Research-based document - based on thorough analysis of national regulations and international competence descriptions for digital competence
Practical document - developed in collaboration with Norwegian teacher education, institutes and unions.
Dynamic document updated regularly to keep responding to society's needs and digital development in relation to the teacher profession and education system
1) Developing common national frames and directions for teacher education through the preparation and further development of framework plans and guidelines for teacher education.
2) Planning and implementing initial and continuing teacher education through the preparation of local programme plans, and the provision of continuing professional development.
3) Evaluating and following up on teachers' professional digital competence through the further development of digital forms of assessment and self-evaluation tools for teachers, as well as surveys of the status of digitalisation in the teaching profession and teacher education.
Key messages
