& Maintenance of Petroleum Pipelines
Retired on 31.1.2016 as General Manager-Operations Pipelines from Indian Oil Corporation Limited
(IndianOil), which is India’s highest ranked(119) Fortune 500 company. IndianOil is the India's largest
commercial enterprise with a sales turnover of Rs.4,50,756 crore (US$ 73.7 billion). Indian Oil's
business interests straddle the entire hydrocarbon value-chain - from refining, pipeline transportation
and marketing of petroleum products to exploration & production of crude oil & gas, marketing of
natural gas and petrochemicals, besides forays into alternative energy and globalization of downstream
operations.
Major Roles and Responsibilities
• Executive In-Charge Operations: Controlling and monitoring the operations of more than 11000
Km cross country pipelines transporting crude oil, petroleum products and gas in various parts of
the country with a total capacity of about 80 MMT, 5 Single Point Mooring (SPM) system, 68 crude
storage tanks with a total gross capacity of 4500 TKL and 82 pumping/terminal stations. The
important activities include end to end strategy, planning & scheduling of operation, identifying
pockets of optimization, planning productivity improvement and overseeing its execution, flow
improvement/energy saving by injecting Drag Reducing Agents (DRA), preparation of Operation
Philosophy and Standard Operating Procedures (SOP) and enforcing its adoption across the
organization, providing technical services/supports to units and monitoring of audit compliance etc.
• Pipeline-Terminal/Station In-Charge: More than 8 years dealing with various activities like
Operations, Station Maintenance, Mainline Maintenance including Cathodic Protection, Tank
M&I, Technical Services, Safety, Environment Protection, Development, Audit Compliance,
Planning & Scheduling, handling IR issues and laisoning etc.
• Pipeline Construction Leader: Experience of about 11 years in two prestigious pipeline projects
i.e. Kandla-Bhatinda Pipeline Project and Haldia-Barauni Crude Oil Pipeline Project working as
station construction in charge, land acquisitions, mainline constructions, hydro testing and
commissioning etc.
• Competent Authority (As notified under Petroleum & Mineral Pipelines Act) of Rajasthan
state under Kandla- Bhatinda Pipeline Project dealing with various activities of permanent land
acquisitions as well as acquisition of right of user in land under P&MP Act.
2. Professional Experience
Selected Accomplishments
• Modification of mainline pumping units at Guwahati-Siliguri Product Pipelines (GSPL) leading to
increase in throughput from 86 KL/Hour to 117 KL/Hour which is equivalent to installation of a
boosting station.
• Re-installation and commissioning of 3 mainline engines and pumps at Madarihat boosting station
of GSPL as a part of fault rectification works.
• Worked as a Competent Authority appointed by the Govt. of India for acquisition of Right of User
in Land under the Petroleum & Minerals Pipelines Act, 1962 in the state of Rajasthan for Kandla-
Bhatinda Pipeline Project (KBPL) covering about 700 KM of pipeline route.
• Worked as a construction-in-charge of Sanganer delivery station of KBPL, where the work was
being executed by an international contractor M/s Skoda Export.
• Supervised about 150 KM of mainline works in KBPL and about 200 Km mainline works in Haldia-
Barauni Crude Oil Pipeline (HBCPL) Project.
• Worked as Station-In-Charge of Salaya-Mathura Pipeline (SMPL) Koyali terminal dealing with
operation and maintenance of station equipment and mainline, cathodic protection system, oil
accounting, safety, environment protection and community development program etc.
• Worked as a Chief Operations Manager, second in command of SMPL Viramgam pump station.
Viramgam is one of the critical station of SMPL with 9 crude oil storages tanks and two
pumping/boosting stations to pump the crude oil in Viramgam-Koyali and Viramgam-Chaksu
section of SMPL.
• Implemented DRA injections in crude oil and product pipelines to meet higher demand of
throughput (beyond the capacity), meeting normal capacity in a de-rated pipeline and saving the
energy etc.
• Development of innovative interface management philosophy leading to reduction in minimum
batch length requirement in product pipelines. It involves segregating rich-SKO component from
MS-SKO interface and blending with HSD.
• Preparation of Operation Philosophy for online blending of Rajasthan crude (High pour point) with
normal crude.
• Preparation of Operation Philosophy for new pipelines.
• Preparation of Standard Operating Procedures (SOPs) for Operational activities in pipelines.
• Preparation of Maintenance Manual for a cross country crude oil pipeline owned by Greater Nile
Petroleum Oil Corporation (GNPOC), Sudan.
• Worked as Co-Chairman and contributed actively in preparing the draft of Access Code for
petroleum and petroleum product pipelines, under the aegis of Petroleum and Natural Gas
Regulatory Board (PNGRB).
• Development of accounting/reconciliation system in crude oil and gas.
