Curriculum Planning for Apprenticeship

Inspection Framework 2019
OfSTED has released its planned Inspection Framework 2019 for
consultation. Education and training providers need to take time to fully
understand how the new Quality of Education judgement will affect them.
Apprenticeships have moved a long way from NVQ / Diploma portfolio
qualifications and frameworks. Coupled with the introduction of
Apprenticeship Standards, 20% off the job training requirements and the
new inspection framework, providers will need to plan, in much more detail,
the curriculum that they intend to deliver.
Quality of Education
“Inspectors will take a rounded view of the quality of education that a provider
delivers to its learners. Inspectors will consider the provider’s curriculum, which
embodies the decisions the provider has made about the knowledge, skills and
behaviours its learners need to acquire to fulfil their aspirations for learning,
employment and independence. They will also consider the way teachers teach
and assess to support learners to build their knowledge and to apply that
knowledge as skills. Finally, inspectors will also consider the outcomes that
learners achieve as a result of the education they have received.”
What will inspectors be looking at?
What is an apprenticeship curriculum?
Providers will need to identify what is going to be delivered, not how it is going to be delivered. It
should be the overarching plan of what apprentices need to know in total.
● Apprenticeship standards should be broken down into events / modules / subjects or courses
● All activities need to be sequenced and linked to workplace development
● Ideally, there should be a curriculum plan for each apprenticeship standard or framework
● Consider what resources you have available for each activity
● There also need to be though given to differentiation - learners will develop skills and
knowledge differently based on the employer and nature of work
● Apprenticeship curriculum plans should also feature cross curriculum links - how do you link
Functional Skills, Careers Advice and Prevent guidance?
Remember - this is not just an exercise to please OfSTED - well developed curriculum plans will
benefit the learner and employer
Curriculum Intent - 5 areas to consider

Writing a curriculum intent statement
The most sensible place to begin when considering your curriculum is to actually write your intent. These statements set out
your planned direction and intent for the programme. Statements of intent do not need to follow a set structure. They set out
your principles by using words such as

Curriculum content
Once the curriculum intent statement has been written, the next step is to consider your curriculum
content. The benefit of apprenticeship standards is they are quite straight forward in terms of
objectives. You need to deliver:
● Knowledge
● Skills
● Behaviours
Each of these objectives is made up of outcomes - i.e the learner:
● Understands the principles of coding (knowledge)
● Understands and creates basic analytical dashboards using appropriate digital tools (skill)
● Can use own initiative (behaviour)
Creating the curriculum
What
Providers need to consider:
● What needs to be delivered in the
curriculum to meet the KSBs
● When will it be delivered, how will you
schedule it as part of the
apprenticeship?
● How will you deliver it? What learning,
practice and assessment activities
will be needed?
Create an activity / module
Curriculum planning is the process of deciding what needs to be delivered to learners to provide them with the
necessary knowledge, skills and behaviours.
In this example, using the Business Administration Apprenticeship Standard, an activity called “Business
Fundamentals” is going to be planned. Organisations have done this, historically, using Word documents or
spreadsheets.
As part of the activity documentation it is recommended that a short statement describing what will be covered is
written. Organisations should also set out the period that this will be delivered over.
Finally, it needs to be stated if the module involves learning, practice and/or assessment

Aligning Outcomes
The second step in the process is to align the outcomes that will be covered in this activity.

Identify Learning
Providers must then identify the learning that is going to take place:
● What learning activities will be delivered?
● What resources will be required?
● What future knowledge and skills can be covered? How do instructors go
beyond the limitations of the set knowledge, skills and behaviours?
● Differentiation - How do you plan for variance among learners?
● Cross curriculum links - what knowledge, skills and behaviours can be
introduced from other subjects?

Lesson Plans
The purpose of curriculum planning is to set out the content and skills contained within an
apprenticeship standard that are applied across sequential stages of learning. It is designed to set
out the educational / training experience.
The next step is to break each module / activity down into deliverable lesson plans or for
apprentices, natural workplace learning activities or additional training planned by the employer.
When creating a workshop / lesson plan consider the purpose, who you are delivering to, what you
are delivering and how to get learners to engage with you.
“Teaching staff should plan their lessons as usual. Ofsted does not require staff to provide
inspectors with individual lesson plans, or to provide previous lesson plans. Ofsted does not
specify how planning should be set out, the length of time it should take or the amount of detail it
should contain. Inspectors are interested in the effectiveness of planning rather than the form it
takes.”
Content
There is no strict template for session / lesson
plans but they should link with the curriculum
activity.
Session / lesson plans should:
● State the outcomes
● Summary of Tasks / Action
● Materials / Equipment
Providers are free to create their own
templates
20% Off the Job Learning
Providers should also consider using the curriculum plan to identify their 20% off the job learning
activities
Using the curriculum plan providers can plan the 20% off the job training and then use this for their
Commitment Statement planning
“A commitment statement must be in place from the beginning of the apprenticeship, setting out the
training content an apprentice will receive and which elements count towards the off-the-job training.
The apprentice’s evidence pack needs to demonstrate what training has been delivered against the
commitment statement.”

Curriculum Planning for Apprenticeship Providers

  • 2. Inspection Framework 2019 OfSTED has released its planned Inspection Framework 2019 for consultation. Education and training providers need to take time to fully understand how the new Quality of Education judgement will affect them. Apprenticeships have moved a long way from NVQ / Diploma portfolio qualifications and frameworks. Coupled with the introduction of Apprenticeship Standards, 20% off the job training requirements and the new inspection framework, providers will need to plan, in much more detail, the curriculum that they intend to deliver.
  • 3. Quality of Education “Inspectors will take a rounded view of the quality of education that a provider delivers to its learners. Inspectors will consider the provider’s curriculum, which embodies the decisions the provider has made about the knowledge, skills and behaviours its learners need to acquire to fulfil their aspirations for learning, employment and independence. They will also consider the way teachers teach and assess to support learners to build their knowledge and to apply that knowledge as skills. Finally, inspectors will also consider the outcomes that learners achieve as a result of the education they have received.” What will inspectors be looking at?
  • 4. What is an apprenticeship curriculum? Providers will need to identify what is going to be delivered, not how it is going to be delivered. It should be the overarching plan of what apprentices need to know in total. ● Apprenticeship standards should be broken down into events / modules / subjects or courses ● All activities need to be sequenced and linked to workplace development ● Ideally, there should be a curriculum plan for each apprenticeship standard or framework ● Consider what resources you have available for each activity ● There also need to be though given to differentiation - learners will develop skills and knowledge differently based on the employer and nature of work ● Apprenticeship curriculum plans should also feature cross curriculum links - how do you link Functional Skills, Careers Advice and Prevent guidance? Remember - this is not just an exercise to please OfSTED - well developed curriculum plans will benefit the learner and employer

Curriculum Intent - 5 areas to consider 1 Is the content useful and taught in a logical and systematic way that allows learners to develop the planned apprenticeship standard knowledge, skills and behaviours 2 How well does the curriculum sequencing support a broad range of knowledge and skills. Does the sequencing take into account workplace learning activities 3 How well the curriculum support future development. Does it support career progression. Does it provide digital skills to support workplace innovation 5 How well the curriculum builds on current KSBs and maps to workplace development. How much will be remembered in the future. 4 How skills and knowledge are transferable and offer cross curricular learning. How the delivery links to planned workplace training
  • 6. Writing a curriculum intent statement The most sensible place to begin when considering your curriculum is to actually write your intent. These statements set out your planned direction and intent for the programme. Statements of intent do not need to follow a set structure. They set out your principles by using words such as

  • 8. Curriculum content Once the curriculum intent statement has been written, the next step is to consider your curriculum content. The benefit of apprenticeship standards is they are quite straight forward in terms of objectives. You need to deliver: ● Knowledge ● Skills ● Behaviours Each of these objectives is made up of outcomes - i.e the learner: ● Understands the principles of coding (knowledge) ● Understands and creates basic analytical dashboards using appropriate digital tools (skill) ● Can use own initiative (behaviour)

Creating the curriculum What Providers need to consider: ● What needs to be delivered in the curriculum to meet the KSBs ● When will it be delivered, how will you schedule it as part of the apprenticeship? ● How will you deliver it? What learning, practice and assessment activities will be needed?
  • 10. Create an activity / module Curriculum planning is the process of deciding what needs to be delivered to learners to provide them with the necessary knowledge, skills and behaviours. In this example, using the Business Administration Apprenticeship Standard, an activity called “Business Fundamentals” is going to be planned. Organisations have done this, historically, using Word documents or spreadsheets. As part of the activity documentation it is recommended that a short statement describing what will be covered is written. Organisations should also set out the period that this will be delivered over. Finally, it needs to be stated if the module involves learning, practice and/or assessment
  • 11. Using Stedfast, providers can create an activity aim / description, set the delivery schedule and identify if it requires learning, practice and assessment
  • 12. Aligning Outcomes The second step in the process is to align the outcomes that will be covered in this activity.

Identify Learning Providers must then identify the learning that is going to take place: ● What learning activities will be delivered? ● What resources will be required? ● What future knowledge and skills can be covered? How do instructors go beyond the limitations of the set knowledge, skills and behaviours? ● Differentiation - How do you plan for variance among learners? ● Cross curriculum links - what knowledge, skills and behaviours can be introduced from other subjects?
  • 15. Using Stedfast, organisations can easily add the content of each activity
  • 16. Lesson Plans The purpose of curriculum planning is to set out the content and skills contained within an apprenticeship standard that are applied across sequential stages of learning. It is designed to set out the educational / training experience. The next step is to break each module / activity down into deliverable lesson plans or for apprentices, natural workplace learning activities or additional training planned by the employer. When creating a workshop / lesson plan consider the purpose, who you are delivering to, what you are delivering and how to get learners to engage with you. “Teaching staff should plan their lessons as usual. Ofsted does not require staff to provide inspectors with individual lesson plans, or to provide previous lesson plans. Ofsted does not specify how planning should be set out, the length of time it should take or the amount of detail it should contain. Inspectors are interested in the effectiveness of planning rather than the form it takes.”
  • 17. Content There is no strict template for session / lesson plans but they should link with the curriculum activity. Session / lesson plans should: ● State the outcomes ● Summary of Tasks / Action ● Materials / Equipment Providers are free to create their own templates
  • 18. 20% Off the Job Learning Providers should also consider using the curriculum plan to identify their 20% off the job learning activities Using the curriculum plan providers can plan the 20% off the job training and then use this for their Commitment Statement planning “A commitment statement must be in place from the beginning of the apprenticeship, setting out the training content an apprentice will receive and which elements count towards the off-the-job training. The apprentice’s evidence pack needs to demonstrate what training has been delivered against the commitment statement.”

  • 20. Conclusion ● Don’t ignore this fundamental change to the OfSTED Framework 2019 ● Take time to develop your curriculum ● Start curriculum planning early ● Consider your 20% off the job when developing your curriculum ● Create lesson plans and allocate the most appropriate resources
