Curriculum Intent
OfSTED’s Education Inspection Framework came into effect in September 2019
The most important change has been the introduction of the Quality of Education judgement.
This new judgement has introduced the need for education and training providers delivering
apprenticeships to demonstrate their curriculum planning.
OfSTED inspectors, through ‘Deep Dives’ will explore your:
● Curriculum Intent
● Curriculum Implementation
● Curriculum Impact
● Curriculum Sequencing

point list of aims
OfSTED Curriculum Definition
The curriculum is a framework for setting out the aims of a
programme of education, including the knowledge and skills
to be gained at each stage (intent); for translating that
framework over time into a structure and narrative, within an
institutional context (implementation) and for evaluating
what knowledge and skills learners have gained against
expectations (impact/achievement).”
How is an apprenticeship curriculum inspected?
● Top Level Review - Inspectors will take an overall view of the curriculum. They
will look at what is being offered, who it is directed at and when the elements of
the curriculum are being delivered. In this part of the inspection process,
inspectors will expect to understand the curriculum intent and the curriculum
schedule.
● Deep Dive Review - inspectors will take a deep dive into the curriculum. They will
expect to see evidence of curriculum intent, how the curriculum has been
implemented and will sample teaching and learning material. They will also
discuss the curriculum with leaders, staff and learners.
● Bringing Together - Inspectors will "test whether any issues identified during the
deep dives are systemic. This will usually lead to leaders bringing forward further
evidence and inspectors gathering additional evidence".

What needs to be achieved in
apprenticeship programmes is set out
for providers in the apprenticeship
standard.
By the end of the programme,
apprentices should demonstrate that
they meet the necessary Knowledge,
Skills & Behaviours
These are the programme objectives
How are you going to identify what is required and measure effectiveness?
For each standard, staff
delivering the
programme should
identify measures. This
is the start of
identifying the intent.
How will you measure
the effectiveness of
what you are delivering?
To do this users can
add one or more
measures for each
standard
What is a measure?
A measure is a statement of
what learners need to do and
why to demonstrate they can
meet the requirement.
The measure will also set out
the achievement benchmark so
that impact can be measured
during programme reviews
Mapping to other outcomes
Outcomes in one programme can also be mapped to other outcomes - the example here is a mapping
to extending English but it could also be to Prevent, Safeguarding or other outcomes.
Reviewing Assessment Plans
Assessment plans are reviewed by the staff delivering the programme. This allows organisations to
measure the impact and is typically done on an annual basis. Staff are able to add findings as well as
actions for improvement.

can turn their
attention to
curriculum

report that allows users
to ensure that the all
outcomes have been
covered by activities

Inspectors will also expect to
see how 20% Off the Job
Learning has been planned.
Using the planning features in
Stedfast this can be easily
demonstrated.
