Construction Quality Management (CQM) is a partnered effort between the government and contractor to ensure construction is performed according to plans and specifications, on time, within budget, and safely. The contractor has primary responsibility for quality control through compliance with contract requirements, while the government provides quality assurance through reviews, inspections and tests to ensure the contractor's quality control is effective. CQM aims to be proactive through prevention rather than reactive by relying on inspections to achieve quality, enabling both parties to get the most value from the project.
