Feed the Future (FtF) strategy developed by the United States Government seeks to launch a new generation of rural entrepreneurs through developing sustainable
agricultural and health systems, utilizing technology and knowledge, and by building institutional capacity that will spur a vibrant private sector-led approach to achieve
economic and food security. In the framework of this strategy for Mali and in line with the development strategy of pearl millet and sorghum of Mali, ICRISAT has
been funded by the USAID to implement a number of projects among which there are the Large Scale-Diffusion of Technologies for Sorghum and Pearl Millet Systems
(ARDT_SMS) and Africa RISING projects. In the framework of the two project, the on-farm trials are being conducted with the active participation of farmers and with
the objective of developing agricultural technologies attractive to farmers.

A consortium led by the Technical Centre for Agricultural and Rural Cooperation (CTA) has been awarded a grant by The Netherlands Space Office (NSO) to implement a project that will harness ICTs to supply extension advice in Uganda. The Market-led, User-owned ICT4Ag Enabled Information Service (MUIIS) project, which runs from 2015 to 2018, will use data generated by satellite to improve production and marketing prospects for producers involved in three value chains – maize, soya beans and sesame. Partners in the project are the Alliance for a Green Revolution in Africa (AGRA), aWhere Inc., the East African Farmers’ Federation (EAFF), EARS Earth Environment Monitoring (EARS-E2M), the eLEAF Competence Center (eLEAF) and Mercy Corps, Uganda. ow.ly/THSCI

In 2003, the Assembly of the African Union (AU) adopted the Comprehensive Africa Agriculture Development Programme (CAADP) aimed at kick-starting agricultural-sector growth in all member states. While coordination takes place at the pan-African level, CAADP’s implementation is driven by parallel regional and national processes that essentially subject the Programme’s aims to pre-existing institutional and regulatory frameworks within these jurisdictions -- an approach which has historically contributed to the slow rate of integration on the continent.
In the wake of the Second World War, the founding members of the European Community (EC) responded to low agricultural outputs and widespread hunger, as faced in Africa today, by incorporating the Common Agricultural Policy (CAP) into the EC’s treaty framework from the very onset.
While the CAP’s original function (i.e. to facilitate government-subsidised production) is quite different from that of CAADP (i.e. to promote agricultural investment, policy coherence and increased regional trade) its stated outcomes, namely food security, improved agricultural productivity and competitive rural incomes, are quite closely aligned. This presentation provides an overview of food insecurity in Africa currently and how the enforceablility of regional strategies have contributed to alleviating problems of production and trade barriers, with an emphasis on the European experience.

Towards development of a parasitoid cottage industry in the Sahel for biologi...ICRISAT
To develop technologies for controlling the MHM, with intentions to significantly decrease the devastating losses that it can inflict (often ranging from 40-85 percent) on millet yields. Improved management of this key pest will result in increased pearl millet productivity and greater income and food security among millet farmers.
The Chinese Academy of Agricultural Sciences (CAAS) and the International Food Policy Research Institute (IFPRI) jointly hosted the International Conference on Climate Change and Food Security (ICCCFS) November 6-8, 2011 in Beijing, China. This conference provided a forum for leading international scientists and young researchers to present their latest research findings, exchange their research ideas, and share their experiences in the field of climate change and food security. The event included technical sessions, poster sessions, and social events. The conference results and recommendations were presented at the global climate talks in Durban, South Africa during an official side event on December 1.
Biological control of the millet head miner in Niger and SenegalICRISAT
Farmers will be trained on biological control of the millet head miner and links will be made with a McKnight-funded project in Burkina Faso, Mal and Niger, a West-Africa Agricultural Productivity Program-funded project in Senegal and the CGIAR research program on Dryland Cereals to scale up the technologies in all Sahelian countries. Outcomes of this project will include a reduction in pearl millet grain losses, an increase in food production and security among Nigerien and Senegalese millet farmers, as well as the establishment of a cottage industry to rear and sell natural enemies, which will provide revenue to farmers and women's cooperatives

In this presentation, the Horizon Europe project QuantiFarm is presented, with a focus on its mission, its partners and the key elements of the project; the 30 Test Case Visits, the Assessment Framework and the QuantiFarm Toolkit. Led by GAIA EPICHEIREIN, the project's consortium is a diverse and dynamic network of 32 partners from across Europe, with expertise in behavioural interventions, capacity building and decision making support, policy recommendations, sustainability-driven innovations and collaborative business and governance models. The project aims to assess the impact of Digital Agriculture solutions in real life conditions. QuantiFarm supports the further deployment of digital technologies in agriculture as key enablers for enhancing the sustainability performance and competitiveness of the agricultural sector.

Production Efficiency of small holder Sugarcane Farmers in Swaziland: A Case ...inventionjournals
Instating production efficiency is imperative for increased productivity and profitability in sugarcane production. This study aimed at establishing efficiencies and their relationship with farmers’ socioeconomic characteristics. The study used primary data collected from 147smallholder sugarcane farmers of which 76 were inHhohho (KDDP &Vuvulane) and 71 in Ubombo (Poortzicht& LUSIP). This study estimated farmers’ efficiency using Data Envelopment Analysis (DEA) model. The findings of the study revealed that the majority of the farmers interviewed were females (59.2% in Ubombo& 55.3% in Hhohho), with 32.4%(Poortzicht& LUSIP) and 44.7% (KDDP &Vuvulane) of farmers attained secondary education, average mean age of 58 (Poortzicht& LUSIP) and 55 (KDDP &Vuvulane)years, farming experience of 10 (Ubombo&Hhohho, respectively) years, cultivate about 5.9 (Poortzicht& LUSIP) and 3.1 (KDDP &Vuvulane) hectares and obtained95.82 (Poortzicht& LUSIP) and 92.45 (KDDP &Vuvulane) tonnes per hectare per annumofsugarcane.Farmers’ estimated technical efficiency, allocative efficiency and economic efficiency were 90.18%, 85.43% and 77.07%(Poortzicht& LUSIP) and 89%, 84.48% and 75.82% (KDDP &Vuvulane), respectively.The results suggest that farmers can still improve efficiencies by9.82%, 14.57% and 22.93%(Poortzicht& LUSIP) and 11%, 15.52% and 24.18% (KDDP &Vuvulane), respectively without changing the available technologies.Technicalefficiencywas affected byage, irrigation system (10% significant levels), education, experience (1% significant levels), fertilizer (5% significant level) (Poortzicht& LUSIP) andhousehold size (10% significant level), age, ripener, herbicide (5% significant levels), education, occupation and irrigation system (1% significant levels) (KDDP &Vuvulane). Allocative efficiency was influenced bywater, irrigation system (1% significant levels), ripener (10% significant level)(Poortzicht& LUSIP) and education (10% significant level), age, occupation, water, fertilizer, ripener and irrigation system(1% significant levels) (KDDP &Vuvulane). Economic efficiency was affected by education (5% significant level), experience, water, fertilizer, irrigation system (1% significant levels) (Poortzicht&LUSIP) and herbicide (5% significant level) age, education, occupation, water, ripenerand irrigation system (1% significant levels) (KDDP &Vuvulane).The study therefore recommends formulating rural development programmes and policies that target young farmers’ engagement and participation in sugarcane production and consider farmers’ socio-economic factors for increased productivity

Rice Value Chain Analysis: Rice Seed Production as a Profitable Agribusiness ...IJAEMSJORNAL
This study explored the rice value chain (RVC) in Nueva Ecija, value additions, found restrictions, and offered to upgrade solutions to improve the competitiveness of the rice industry and specific segments in the RVC using the value chain analysis (VCA) methodology. Farmers, paddy dealers, millers, wholesalers, wholesaler-retailers, and retailers in Nueva Ecija provided primary data. Workshops with stakeholders were also held to validate preliminary findings and identify upgrading strategies. The RVC begins with the provision of inputs for paddy production and concludes with the consumption of milled rice. The RVC is dominated by a traditional multi-layered supply chain with interconnected chain actors consisting of competing farmers, paddy traders, millers, and rice traders in each segment and, frequently, with the involvement of brokers in both paddy aggregation and rice distribution, thereby increasing marketing cost. The major constraints identified in the RVC included high production and marketing costs of paddy and rice due to low yield, high labor and material inputs, and a lack of critical infrastructure and market facilities (e.g., modern mills, dryers, cheap transport, and energy), resulting in high domestic paddy and rice prices and low competitiveness of the entire rice VC. To improve competitiveness, the rice industry should focus on developing and promoting yield-increasing, postharvest loss-reducing, and cost-cutting technologies, as well as those that improve overall RVC efficiency, such as investments in enabling infrastructure and facilities for transport, handling, storage, drying, and milling.

The Charles Renard Analytical Laboratory at ICRISAT has been officially registered with the International Network on Fertilizer Analysis – a network created in December 2020, to build and strengthen the capacity of laboratories in fertilizer analysis and harmonize fertilizer quality standards. Dr Pushpajeet L Choudhari, Manager of the soil laboratory, said that testing serves as a preventive measure to avoid the misuse of fertilizers leading to better soil management.

ICRISAT’s Gender Research Program recently brought together breeders, value chain stakeholders and social scientists from Mali, Ghana, Burkina Faso and Nigeria to define priority traits of cultivars of sorghum, millet and groundnut during a 4-day workshop. Prior to the workshop, studies were carried out with the national agricultural research systems (NARS) partners in the above countries, to examine and assess the trait preferences of key stakeholders, especially taking into account the specificity of traits with respect to gender-related needs. The results of these studies were presented during the workshop. The expected output is priority trait demands translated into new market-driven and gender-responsive product profiles for the breeding programs at ICRISAT and NARS.

4CAST: New digital tool to enhance farmers’ access to modern varietiesICRISAT
To improve smallholder farmers’ access to new improved varieties, a digital variety catalog tool created by ICRISAT in partnership with public and private institutions was recently launched. Called 4CAST, the tool is a user-friendly data driven platform that gives information about new improved varieties, quality and availability of seeds nationally and regionally. 4CAST, which stands for Digital Tools 4 Cataloguing and Adopting Improved Seed Technologies, also provides stakeholders in seed value chains a digital workflow, decentralized access, real-time tracking of progress, private catalogues as well as seed roadmaps.

A virtual hands-on training program on developing geospatial maps for supporting insurance products using Google Earth Engine and semi-automatic techniques was conducted for participants in Pakistan as part of the project “Strengthening Post-COVID-19 Food Security and Locust Attacks”. The nine participants were from the PARC Agrotech company (PATCO) technical team and crop reporting service teams from Punjab and Sindh in Pakistan. They were introduced to remote sensing and its applications in agriculture. Hands-on training using Google Earth Engine (GEE), Image Processing Software – ERDAS 2015 and various automatic classification techniques was provided along with several applications for using these modern tools.

ICRISAT and HarvestPlus signed an agreement for scientific and technical collaboration between the two global organizations. Mr Arun Baral, CEO, HarvestPlus, and Dr Jacqueline d’Arros Hughes, Director General, ICRISAT, signed the Memorandum of Understanding, which is made and entered into by IFPRI on behalf of its HarvestPlus Program. On the occasion, Dr Hughes said, After 17 years of fruitful collaboration on biofortification research, we have now decided to elevate this partnership. ICRISAT and HarvestPlus will work together more closely, making available micronutrient-rich varieties, high-quality seed and related technologies to the farming communities and consumers. 1. Feed the Future (FtF) strategy developed by the United States Government seeks
to launch a new generation of rural entrepreneurs through developing sustainable
agricultural and health systems, utilizing technology and knowledge, and by building
institutional capacity that will spur a vibrant private sector-led approach to achieve
economic and food security. In the framework of this strategy for Mali and in line
with the development strategy of pearl millet and sorghum of Mali, ICRISAT has
been funded by the USAID to implement a number of projects among which there
are the Large Scale-Diffusion of Technologies for Sorghum and Pearl Millet Systems
(ARDT_SMS) and Africa RISING projects. In the framework of the two project, the
on-farm trials are being conducted with the active participation of farmers and with
the objective of developing agricultural technologies attractive to farmers.
• baCkground
The cost and benefit analysis aims to determine the net benefits of selected
technologies promoted by ARDT_SMS and Africa RISING projects in selected Feed
the Future communities in Mali. Specially, we perform a comparative analysis of
costs and benefits of crop trials and farmer practice in order to determine the
improved technologies the most economically beneficial for the farmers. For the
ARDT_SMS project, the net benefits have been calculated for farmer practice versus
integrated Striga management strategy, and for different micro-dosing treatments.
Regarding the Africa RISING project, the net benefits for farmer practice have been
compared to those of micro-dosing treatments.
• objeCtives
We use the partial budget method to perform the cost and benefit analysis. This is
a simple and effective technique for assessing the profitability of new technology
on farm. It provides the foundation for comparing the relative profitability of
alternative treatments, and shows the effect of changes in farm operations. For
example, farmers know that fertilizer application will likely increase pearl millet
yields, and thus the gross income. The use of fertilizer also results in additional costs.
To decide whether to use fertilizer for pearl millet production or not requires a
cost-benefit analysis through partial budget method.
• methodology
The cost and benefit analysis requires the design and implementation of the field
surveys in the intervention zones of the projects. A field work has been carried out
in the project villages in Bougouni, Sikasso and Mopti districts. The data collected
were focused on the crop trials conducted over the agricultural campaign
2014-2015, and covered information about the input prices and yields of improve
technologies promoted under the two projects.
• aCtivities
ARDT_SMS project: the results of the cost and benefit analysis show that integrated
Striga management strategy applied to pearl millet and sorghum production in
intercropping with cowpea is more beneficial than farmer practice. Regarding the
micro-dosing treatments, the results show that treatment 4 (mixture of fertilizer
and seed 1/1) is more beneficial than other treatments in the selected Feed the
Future communities in Mopti and Sikasso districts.
Africa RISING project: The results from cost and benefit analysis show that the
different technological treatments applied to the maize, cowpea, soybean and
sorghum-cowpea intercropping production are economically beneficial except for
technologic treatment T3 (no compost and full dose of fertilizer) in the maize
production.
• results and main aChievements • Current partnerships and future
engagements for out sCaling
In conclusion, the improved technologies disseminated through crop trials and
farmer field schools including integrated Striga management and micro-dosing
treatments under the ARDT_SMS and Africa RISING projects are economically
beneficial to smallholder farmers in the intervention sites in Mali. However, it would
be important to develop the strategies for facilitating the adoption of these
agricultural practices by the smallholder farmers. Also, It would be important to
develop a regular collection system of data on crop trials for facilitating the
cost-benefit analyses; improve sharing information system between the partners
and between the partners and researchers; increase the frequency of field visits in
the intervention villages in order to bring the corrections to any errors in application
of technological treatments.
• ConClusions
In the framework of the ARDT_SMS and Africa RISING projects, we collaborate with
a number of partners for the implementation of crop trials and farmer field schools
as well as the field surveys for the economic analyses such as the cost and benefit
analysis and impact assessment of improved technologies disseminated. These
partners include Institut d’Economie Rurale (IER), Association Malienne d'Eveil au
Développement Durable (AMEDD), Catholic Relief Services (CRS), Aga Khan Founda-
tion (AKF), Malimark, European Cooperative for Rural Development (EUCORD),
Association des organisations professionnelles paysannes (AOPP), Mali-Météo,
Groupe de Recherche d'Action et d'Assistance Pour le Développement Communau-
taire (GRAADECOM), Association Malienne pour la Sécurité et la Souveraineté
Alimentaires (AMASSA), Centre d’Appui a l’Autopromotion pour le Développement
(CAAD), Mouvement Biologique Malien (MOBIOM).
