Duties of Generator for Management of C&D Waste
 Solid waste does not get mixed with C&D waste
 Deposit C&D waste to collection centers OR processing facilities designated by authorised
body
 Generators who generate 20 Tons per day (TPD) or 300 TPD per project in a month shall,
 Segregate waste in to 5 streams:
 Submit waste management plan and approval from local authority before starting
construction, demolition or remodeling work
 Pay relevant charges for collection transportation, processing and disposal as
notified by local authority
1. Concrete 2. Soil 3. Steel 4. Wood and
Plastics

Compliance Criteria for Processing Facility
 Minimum life of processing facility to be 20-25 years
 Facility to be away from habitation, forest, national park, water bodies etc.
 Buffer zones of no development for processing facility>5 tons per day
 Fencing and hedging for monitoring vehicles
 Infrastructure such as Roads, weigh-bridge, storm water drainage
 Sewage treatment facility to be provided at the site
 Air and noise quality to be monitored regularly
 Noise control from processing plant
 Vegetative boundary around the site
Projects utilizing
at least 80% of
C&D waste in-
situ and have
sufficient buffer
area to protect
surrounding
habitation can be
exempted from
pollution norms
of dust and noise

Challenges
Tracking C&D waste generation and dumping
 Club Demolition permits with building permits
 Invest in GPS tracking of vehicles
 Install weighing bridges at the designated intermediate dumping locations
Tendering a PPP contract to C&D waste processing and recycling unit
 Drafting an appropriate tender which is a win win for ULB and the entrepreneur

Separate workshops on rules for municipalities and industry. 40 ULBs trained from across 3 states
More than 5 ULBs came up with tenders to install a C&D waste plant in the cities
