This document outlines common challenges with developing effective learning targets (LTs). It identifies 11 issues: 1) LTs that are owned by the teacher but not students, 2) LTs that focus on tasks rather than learning, 3) LTs that are too complex, 4) LTs that are too broad or narrow in scope, 5) LTs that are not used daily, 6) LTs that require only lower-level thinking, 7) LTs that are not linked to engaging contexts, 8) LTs that are mismatched to assessments, 9) LTs that do not fully address standards, 10) LTs that differ for different student groups, and 11) provides recommendations for addressing each challenge to improve L
