Selection of materials for libraries has been around as long as
libraries have. The origin of CD and CM can be traced to theories of
selection. Collection development came into wide use in 1960s
while replacing the word “Selection”. It covers several activities
related to development of library collection that includes
o Selection,
o Determination and coordination of selection policy,
o Assessment of the need of Users,
o Collection need studies,
o Collection analysis,
o Budget management,
o Identification of needs
o Planning for resource sharing etc…
In 1980 the term “Collection Management” was proposed as an
umbrella term under which Collection Development was to be
subsumed in this context CM includes

It is a process which deals with

◦ Communicating (Communication)
◦ Coordination

◦ Collection development is basically a part of Collection management
which deals with acquisition of materials.
Collection development is the process of acquiring books/
documents and non-print media needed to satisfy request for the
information needs and to attain systems objectives.
“Collection Development is a term representing the process of
systematically building library collections to serve study,
teaching, research and other needs of library users”.

 Evaluating the present collection
 Determining selection policy
 Coordinating selection of items
 Re-evaluating
 Preserving
 Planning for resource sharing.

Collection Development Policy
Libraries without CD policy are like Business without Business
plan.
Written statement of principles guiding the library’s selection
of materials including the criteria used in making selection
and deselecting, decisions and policies concerning gifts and
exchange. Technology related factors have to be
incorporated in the policy.
Purpose of Collection Development Policy
 Information
 Means inform by describing current collection, strengthen,
weakness and setting.
 Protection
 Means to protect library from external pressures, Protect
intellectual freedom and prevent censorship.
Functions of Collection Development (Cont.)
Design of Policy Statement:
• Communicating tool, who is responsible for what?
• Serves as a budgeting tool.
• Main elements included : Library’s mission statement, statement of
general policies concerning collection development and detailed analysis
of what will be collected.
It also means “A total amount of funds available to meet a
library expenditures over a fixed period of time”. The
budget will vary from year to year. Mostly libraries
manage their budget on a fiscal year, which may or may
not parallel to calendar year. Often it is started from July
to June and CD Officers are responsible to maintain and
monitor the material budget which is a part of total
budget.
 It is a process of meeting the information needs of the
people in a timely and economical manner using
information resources locally held or from other
organization.
 Francis K.W stated “High purpose of book selection is
to provide the right book to the right reader at right
time”.

▪ Micro-forms, Video/Audio recordings, E-Databases (E-Books, E-
Journals) etc

programmes, whereas the librarian and library staff are held

develop, maintain and manage wide range of resources. If
libraries do not adopt this change, they will become museum
of old information. With the advent of IT the task remains the
same, only tools have changed and IT has become a handy told
to do all jobs in the libraries so that it can help different users
effectively and efficiently.
