Trong bài phát biểu, Ông Kai Partale đến từ Dự án EU - ESRT sẽ khai thác những cơ sở của Khung Chính sách Du lịch có trách nhiệm, căn cứ vào 6 nội dung sau: 1.Tạo du lịch thành một ngành kinh tế năng động và hiệu quả. 2. Hỗ trợ năng lực cạnh tranh với phát triển bền vững, 3. Thúc đẩy phát triển kinh tế xã hội trên phạm vi rộng, 4. Mở rộng kiến thức và hiểu biết, 5. Đầu tư vào nguồn nhân lực, vốn nhân sự, 6. Bảo tồn và nâng cao các nguồn tài nguyên thiên nhiên và văn hóa.
Du lịch có trách nhiệm nhận được sự quan tâm lớn và có cam kết trong một số lĩnh vực quan trọng, điều này được chứng minh qua những thí dụ như Trung tâm Hỗ trợ Khách du lịch, xúc tiến vai trò và trách nhiệm của các hiệp hội, nâng cao chất lượng dịch vụ, vệ sinh, an toàn và an ninh, Chương trình Bông sen xanh, Chiến lược marketing du lịch Việt Nam, và xây dựng các tiêu chuẩn du lịch có trách nhiệm trong bộ Tiêu chuẩn nghề Du lịch Việt Nam.
Giữa năm 2013, Chương trình Phát triển Năng lực Du lịch có trách nhiệm với Môi trường và Xã hội do Liên minh Châu Âu tài trợ đã thiết lập một khung chính sách du lịch có trách nhiệm cho Việt Nam với mục đích nhằm cung cấp cho ngành Du lịch một tài liệu hướng dẫn tổng thể gắn kết với những hành động cụ thể. Sáng kiến này nhằm đóng góp cho ngành Du lịch bền vững, có lợi nhuận, cạnh tranh hơn.

On March 2, 2017, Stephanie Leder, Gitta Shrestha and Andrew Reckers of IWMI Nepal presented the participatory gender training manual that was developed by their team under WLE and was trialed in Nepal.
The Mekong Region Futures Institute introduced the concept of Challenge and Reconstruct Learning (ChaRL), the use of this in cross sectoral negotiations in the Mekong delta, and lessons learned.
Worldfish, along with the CGIAR Program on Climate Change, Agriculture and Food Security, gave this presentation on the role of fish in enhancing climate resilience of food production in the Lower Mekong Region.
Three presentations from Session 34 of the Greater Mekong Forum on Water, Food and Energy, co-hosted by IWRP, the GIZ-MRC Network for Sustainable Hydropower Development in the Mekong countries, the Natural Heritage Institute and Deltares. The Mekong region is undergoing significant change in water resources development for multiple purposes, including hydropower, agriculture, fisheries production and navigation. This also requires the management of the river and its life- and livelihood-giving ecosystems for long term sustainability. Without coordinated development and effective river basin management, the Mekong Basin is exposed to many risks to water resources and associated ecosystems, including floods and drought, deterioration of water quality, reduction of sedimentation loads and extinction of many aquatic species. This session provided an opportunity to recognize these challenges in river basin management and identify development and management needs to tackle these issues.
The Vietnam National Mekong Committee conducted a Mekong Dam Study, the results of which were presented at the Greater Mekong Forum on Water, Food and Energy in Phnom Penh on Oct. 21, 2015. This is part one of their overview presentation.

The Mekong River is essential to the livelihoods of more than 260 million people in China and Southeast Asia and supports plentiful and varied ecosystems. However, Southeast Asia’s decades long period of economic growth has increased the demand on water and energy resources in the region. This has put the Mekong River on the spot as a primary water and hydropower source in the region. Consequent construction of dams and other interventions in the river’s ecosystem has led to physical changes in the Mekong River Basin over the last five to ten years. These Interventions in the river system has raised various concerns for policy makers and environmental conservationists alike. However, there is little agreement among experts and policy makers on the primary causes of these changes and the transboundary nature of the Mekong River complicates the search for sustainable solutions. This report aims to shed light on the impact of the changing Mekong River on Thailand and the intricate causes for its change through interviews with experts and locals in affected areas. Based on this analysis the report further makes recommendations for ways forward that ensure the inclusive and sustainable development of the Mekong River basin.
Today Water, Climate & Energy is related to every
aspect of human life: social equity, ecosystem & economic
sustainability. Water is used to generate energy; energy is used to
provide water. Water, energy and climate are inextricably linked,
which is of great concern and increasing importance for future.
Global primary energy demand is projected to increase by just
over 50% between now and 2030, which can be met by more
prod., consuming water & other natural resources, adopting
better technologies and also encouraging changes in energy use
pattern. Water withdrawals are predicted to increase by 50% by
2025 in developing countries and 18% in developed countries.
The worst fallouts of the climate change are shrinking of water
resources. Climate change acts as an amplifier of the already
intense competition over water & energy sources.
Solving the interlinked challenges of water, energy & climate in
a sustainable manner is one of the fundamental goals of the
present generation. To achieve this, related research and
knowledge should be expanded and discussed with in technical
circles. Technology, innovation a sense of shared responsibility
and political will are factors that bring real solutions to keep pace
with increasing needs. Resolving growing issues will require
better and integrated policy frameworks & political engagement
for all stakeholders within and across water sheds. Leadership
from all parts of society is must for change to happen.
In Hong Kong, studying Geography is categorized as useless because the culture of British Meritocracy here stresses the achievements of business studies. However, if going back to Mainland China or having a travel to either the US or Australia, you will find that your knowledge on Geography is very useful because the ruling regimes there greatly acknowledge the elites who graduated from the field of Agricultural Research.
Cynical people without a longsighted vision use to criticize that my Master Degree of China Studies is something too abstract because they use to be British-Hong Kong colonial debrises. However, they never know that, during my two-year research life in this academic department, I did render some challenging topics including the river-management and dam-construction issues of Mainland China. Just like what Mr. Tung Chee-hwa said in 2014 during a press conference: "Our country is rapidly growing up as a strong economic power. To my greatest disappointment, Hong Kong people still lack a long-sighted vision, and they are unwilling to change their perceptions." So, such group of people will never understand the scholastic efforts I have input in this holistic social-science learning experience.

This transformation marked the beginning of an era defined by unprecedented territorial expansion, architectural marvels, and profound cultural influence.
The empire's roots lie in the city of Rome, founded, according to legend, by Romulus in 753 BCE. Over centuries, Rome evolved from a small settlement to a formidable republic, characterized by a complex political system with elected officials and checks on power. However, internal strife, class conflicts, and military ambitions paved the way for the end of the Republic. Julius Caesar’s dictatorship and subsequent assassination in 44 BCE created a power vacuum, leading to a civil war. Octavian, later Augustus, emerged victorious, heralding the Roman Empire’s birth.
Under Augustus, the empire experienced the Pax Romana, a 200-year period of relative peace and stability. Augustus reformed the military, established efficient administrative systems, and initiated grand construction projects. The Roman Empire’s society was hierarchical, with a rigid class system. At the top were the patricians, wealthy elites who held significant political power. Below them were the plebeians, free citizens with limited political influence, and the vast numbers of slaves who formed the backbone of the economy. The family unit was central, governed by the paterfamilias, the male head who held absolute authority.
Culturally, the Romans were eclectic, absorbing and adapting elements from the civilizations they encountered, particularly the Greeks. Roman art, literature, and philosophy reflected this synthesis, creating a rich cultural tapestry. 21. Climate change adaptation from local- and expert knowledge
in the coastal area of the Vietnamese Mekong Delta
Climate change (CC) is an on-going process of increasingly greater
concern for people living in the low-lying coastal areas of Asia
including the Mekong Region.
+ Different scientific studies to understand the possible trends
and mechanisms of changes and vulnerabilities in the Vietnamese
Mekong Delta (VMD) (Figure 1), including numerical modelling.
+ Local communities in the VMD - subjected to seasonally varying
flows and hydrological conditions and already developed adaptation
mechanisms to cope with such variability.
This study – to create a mechanism to bridge gaps between the
types of knowledge generated from different sources i.e. local and
expert knowledge bringing them together effectively leads to more
appropriate adaptation strategies to CC in the coastal area of the
VMD.
The study is expected to encourage scientists from different fields
and local stakeholders to work together to improve livelihoods of local
residents under variable and changing climates, especially in the most
vulnerable areas affected by sea level rise and changes in upstream
river flow.

22. Water resources management for rice farming systems
in the Vietnamese Mekong Delta in the context of climate change
INTRODUCTION
-The main focus of the study is to investigate water storage capacity in the
canals which can be used to irrigate rice during the water-shortage period,
when water in the main rivers would not be suitable for rice (i.e. saltilized).
METHODOLOGY
- Based on the physical features of the study area (including: local weather,
canals system, existing farming system) and bio-characteristics of crops
(including: growing period and water demand at each growing stage), a
cause-and-effect loop model (between the demand and supply of water
during the crop season) will be developed.
EXPECTED RESULTS
- To increase water storage capacity in the canals to help crop pass the water-shortage
time caused by salinity intrusion.
- To provide assistance to local farmers and state agencies in the areas to adapt to new
climate patterns, especially during the shortage of freshwater resources.
