The National Tobacco Control Programme was launched in India by the Ministry of Health and Family Welfare in 2007-2008 during the 11th five year plan. It aims to increase awareness about the harms of tobacco, facilitate implementation of tobacco control laws, reduce tobacco production and supply, and help people quit tobacco through cessation centers. Currently implemented in 21 states covering 42 districts, it will eventually cover the entire country. The programme monitors implementation of COTPA and provides guidelines on tobacco control activities.

10. • What is COTPA?
• COTPA stands for the “Cigarettes and Other
Tobacco Products
• Prohibition of Advertisement and ,
• Regulation of Trade and Commerce,
Production, Supply and Distribution.
• Act in 2003.
11. • The Act is applicable to all products containing
tobacco in any form.
• The Act extends to the whole of India
including the state of Jammu and Kashmir.

15. • Impose restrictions on advertisement,
promotion and sponsorship of tobacco
products,
• Prohibits smoking in public places;
• Prohibits sale to and by minors; and
16. • Prohibits sale of tobacco products within a
radius of 100 yards of educational institutions,
and
• Mandatory depiction of specified pictorial
health warnings on all tobacco product packs.
• It doesn’t ban tobacco products per se.
17. • However, the Production, Sale, Storage and
Distribution of food products containing
tobacco or nicotine such as Gutkha have been
prohibited under The Food Safety and
Standards (Prohibition and Restrictions on
Sales) Regulations, 2011 dated 1st August
2011.
18. • Second hand smoke: from exhaled smoke or
burning end of cigarrate.
• Third hand smoke :The residue from tobacco
smoke that clings to virtually all surfaces long
after a bidi/ cigarette has been extinguished
could prove to be a potential health hazard.
• The biggest risk is to young children.
19. • Smokeless tobacco (SLT)
• All tobacco products that are consumed in an
unburned form.
• Smokeless tobacco can be used orally or
nasally.
• In India used as chewing tobacco, with or
without lime.
• Gutkha, Khaini, Zarda etc. are all examples of
such use.
• Snuff is an example of the nasally used form.
20. • What is GATS ?
• Global Adult Tobacco Survey.
• Monitors adult tobacco use.
• Tracks key tobacco control indicators.
• Nationally representative survey.
• Uses consistent and standard protocol across
countries including India.
• Assists countries to generate useful datas.
