This document outlines a program to increase sustainable open educational resource (OER) release through expertise sharing. It aims to 1) share existing OER teams' processes with new institutions, 2) increase the sector's OER release capacity, and 3) encourage customization and adaptation of open resources. Projects will support partners in OER release and promotion tracking to increase the number of participating organizations and overall OER expertise. Up to £75,000 will fund 7 projects to disseminate effective OER models across different settings.

Benefits and challenges of OER for higher education institutions
The emergence of teaching materials and processes as open educational resources (OER) in higher education in the 21st century is part of the much larger social movement towards ‘opening up’ what was previously ‘closed’ to all except a limited number of people who paid for access to or use of information and services. Initially OER was understood as sharing specific ‘products’, but it now thought of as including the underlying pedagogical ‘practices’.
That academics and student tutors want to share their intellectual capital openly with the rest of the world is at the heart of the OER movement. Archer’s (2003) notion of the ‘active agent’, offers some insight into why academics (or students) in HEIs may decide to (or not) use and share OER, and how they might respond in an institutional environment which inhibits or encourages the practice of
sharing.
Future Plans, by Joanna Hofman & Paulina Pankowska
The consortium partners intend to continue collaborating after completing their current project, either through the Empower European Universities network or independently. They plan to recommend best practices and policies based on their experience. The partners also aim to pursue future projects building on their current work and strengthen the European higher education policy consortium to build capacity across institutions and Europe.

The goals of the workshop were to develop evidence-based strategies for improving, monitoring, and evaluating adherence support for HIV prevention, care, and treatment and to set a sustainable adherence agenda. The objectives were to review current adherence levels, share lessons learned, identify strategies for improved monitoring and evaluation of adherence interventions, and develop country-specific work plans. Key topics included adult and pediatric care and treatment and PMTCT. Key adherence strategies to be discussed were appointment systems, tracking patients, integrated counseling, peer education, and community linkages. The workshop would include presentations, group work, and action planning to help all sites implement functional appointment systems and counseling/assessment strategies by the end of 2010.

Tracking the Evolution of the PAEPARD Users’-Led Process: Lessons Learned

How to Guide Innovation in a Changing Education Ecosystem?
As part of the Learning@Work Exploratorium Lab that is run by the European Learning Industry Group (ELIG) within the FP7 funded HoTEL research project we have been running a joint ELIG / Pearson interactive Learnshop that aimed at critically reflecting on how to innovate in a profoundly changing education ecosystem.
A key focus on this Learnshop had been to further advance on the question of how the Pearson efficacy framework might be best scoped, structured and contextualized [e.g. as a part of a larger model] so as to foster its usefulness and applicability as a tool to support TEL for individuals / institutions, through the practical application of the framework with real-life ‘cases’

Open and flexible learning opportunities for all? Findings from the 2016 UCIS...
This presentation summarises the headline findings from the UCISA 2016 Survey of Technology Enhanced Learning, which tracks developments in the use of learning technologies across the UK higher education sector. In this year's Survey, special attention was directed to open learning activities, ranging from open course provision to badges and open accreditation methods for staff development. The Survey question-set also addressed learner analytics in greater depth than in past Surveys, with a focus on the different types of tool-sets which institutions are using and their deployment across courses. Respondents were invited to comment on how their institution is making use of analytics to evaluate the impact of TEL tools on the student learning experience and what this means for academic practice.

Me Aggregator Project Overview
MeAggregator is a user-owned technology demonstrator that aims to make it easier for learners to manage their digital content and identity using a distributed file system and trust network, with an open source and service-oriented architecture. Initial findings found that loosely coupled components can be robust but hard to debug, users had creative uses for the tool, and it is important to build community from the start which requires resources. The key takeaway is to re-evaluate the approach and not be afraid to change course if needed.
