F-gases have a high potential of global warming
F-gases represent 5% of GHG emission in France
Objectives : Contain, prevent and reduce F-gases emissions.
Promote alternatives.
Involvement up to the President of the Republic: recurrent
statement in favour of the objective of reducing F-gases
emissions
èPush for the ratification of Montreal Protocol by all
countries
èEnsure the proper implementation of the EU regulation in
France
èFostering the transition to HFC free alternatives

3. F-gases POM reduction in France
HFC’s POM by French companies :
In 2018 HFC’s POM must decrease by 30% compare to 2017 (to
respect Fgas (EU) regulation)
è 2018 objective : 19MtCO2eq.
è The main HFC’s producers in France reduced their activity in 2018

4. 1. Communication with stakeholders
- Website of the ministry with FAQ
- Organization of conference and working group with the professionals
using HFCs (explanation of the regulation, data collection, existing
alternatives, etc.)
- Participation in conferences organized by professional federations
- Exchange prior to the drafting of regulations, taxes, fiscal incentives

2. Enhance control of the regulation enforcement
Coordination with UE member states and customs to ensure the
success of the Fgas regulation in EU
- Importers registered in the Fgas portal
- Quota sufficiency to POM F-gases
- No single-used bottle
Implementation of dissuasive fines :
- Up to 15 000 € per violation of the regulation
- Up to 75€/tCO2eq for F-gases POM without quota

3. 2018-2019 : Remove regulatory barriers to F-gases alternatives
- Flammable fluid was forbidden in establishments open to the
public because of security reason, until 2018, in France.
- The use of flammable fluids in establishments open to the public is
now allowed under certain fire safety constraints (maximum amount
of fluid, non-sparking area, etc.)

4. 2019-2022 : Economic incentives for transition without F-gases
èTax advantage : extra depreciation of 40%, from 2019 to 2022, for
companies investing in equipment without F-gases namely :
- Centralized or semi-centralized installations and autonomous
machines producing cold
- Milk tanks
- Refrigerated boxes of refrigerated trucks
- Building air treatment systems and/or heat pump when they
regulate or maintain building temperature
- Air conditioning systems in buildings
- Vehicle air conditioning systems

5. 2021-20XX : F-gases tax
è Taxe from 2021 in €/tCO2eq for F-gases POM in France :
è Exception for F-gases imported for : destruction, military
application, metered dose inhalers, feedstock application - cf. 2) of
article 15. of the Fgas regulation 517/2014 (UE)
