What are the critical challenges and lessons learned in the use of online education to support workforce development? How can these lessons be applied to assess opportunities, create strategies and design innovative online offerings to take advantage of existing and emerging delivery technologies? This presentation will address the potential and risks of online education, identify the changing education needs and expectations of students and employers and offer advice on strategies for business, government and higher education to successfully deliver workforce development programs at a distance.

Andy DiPaolo is Executive Director Emeritus of the Stanford Center for Professional Development. He founded and directed for nearly 25 years one of the largest continuing education organizations and distance education networks in the United States delivering degree, credit, certificate and professional programs to students at over 2000 companies in 60 countries. Dr. DiPaolo led the team to develop award-winning Stanford Online, the first system to use video technology to deliver academic courses on the internet and led the development of the world’s first online engineering degree. He also created “Stanford Engineering Everywhere” an initiative to provide free and open online courses to educators and learners around the world.
DiPaolo has a long history as a member of public sector and corporate boards and as an advisor to universities, corporations and government agencies on the strategic use of technology to meet education and training needs. Representative examples of organizations where he has provided advice include Cisco, University of Michigan, National Elevator Industry Educational Program, Danish Virtual University, International Air Transport Association, UCLA, Hewlett-Packard, U.S. Army, Norwegian Telecom, Higher Education Council – Israel, Northwestern University and the Agency for International Development. He has been elected to the U.S. Distance Learning Association Hall of Fame, appointed as a Fellow of the European Distance and E-Learning Network and is the 2013 recipient of the American Society for Engineering Education’s highest award for an individual in support of education for industry.

These slides use concepts from my (Jeff Funk) course entitled Biz Models for Hi-Tech Products to analyze the business model for Coursera. Coursera offers massive open online courses and thus challenges the current business models of most universities. It offers these online courses to its students and to the students of other universities. By using courses that have been developed by universities and other organizations and by offering these courses to thousands if not millions of potential customers, Coursera has much lower costs per course and per student than do conventional universities. These slides analyze the challenges for Coursera and the potential solutions in the form of customer selection, value proposition, and method of value capture.

Assuring the social dimension of higher education provision is a central component of the quality agenda. Therefore, it is necessary to have a discussion on which parts of the higher education lifecycle can be supported and how using quality assurance procedures. There are at least 4 tensions, which challenge any quality assurance procedure for higher education in the context of the social dimension.

The Applied Marketing/Media Education Norm is an approach to adding value to higher education by supporting the knowledge and skills for the workforce of the future.
We are developing an online platform, called Handshake, to connect the large community of English speaking secondary school students through their passions, experiences and skills. After inputting their own interests, passions, and experiences (e.g., debate, public speaking, entrepreneurship, photography, magazine editor, member of St. Paul’s College choir, UNICEF volunteer), students can then search for other students in Hong Kong and around the world who have similar interests and passions, thus opening up the possibility to connect, form city-wide and world-wide collaborative ventures between school societies, and share ideas for projects. Furthermore, SMEs and startups can post advertisements under the “internships” section for freelance working students (published upon review), and companies offering student services, such as tutoring centers, can post advertisements (published upon review).
Total Quality Management (TQM) is framework for the improvement of quality. It involves doing things right first time and every time. For its successful implementation, there is a strong need of everyone’s participation from the institution rather than the only involvement of only senior management. Successful completion of the product requires the student to participate as a worker, co managing the learning process. Standardized descriptions of Quality Management has to be understood, in this mission.

A Strategic Approach: GenAI in EducationPeter Windle
Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. The rapid evolution of AI technologies necessitates a proactive and strategic approach if we are to remain relevant.
