Digital Commons The Digital Commons should be  as large as possible  and contain  information and material of high quality . The Commons puts the  needs of the user  at the centre of attention. Digital  re-use for non-commercial purposes  should be possible, and the use should be  free of charge . (White Paper on ICT Policy, 2006-2007)
