include: hospitals, airplanes, restaurants, bars, universities, schools, hotels and many others. One of
the places in Anchorage that has recently gone smoke free is the University of Anchorage Alaska.
According to an article titled "History of Smoke and Tobacco–Free UAA" (n.d.), "With the new
policy, UAA joins more than 1,500 colleges and universities in the U.S. that are smoke or tobacco
free." This policy was voted for and created by students to positively influence the health of students
and faculty in the University System and to decrease the amount of secondhand smoke. According
to an article titled "UAA Smoke and Tobacco–Free" (n.d.), "The new smoke and tobacco–free
policy encourages health and safety and promotes a supportive environment that helps those who
want to quit and prevents young people from smoking and using tobacco in the first place." UAA

The Negative Effects of Smoking
One of the hardest things in life is saying goodbye to the ones you love for the very last time.
Smoking is a life–threatening addiction that has brought this tragedy to millions of families at an
accelerated pace and not all have been those who do smoke. No one wants to have to deal with
tragedy, but nowadays there may be no way to avoid it. Unless, that is, our government intervenes,
and puts something into place to end the threat of Secondhand Smoke exposure. I believe the one
thing that can be done to avoid this exposure, leading to the unwanted tragedy, is a nationwide

Smoking poses threats to others, especially smoking in a public place. According to MedlinePlus, a
service of the U.S. National Library of Medicine, if each state puts a smoking ban in public places,
they estimate that there would be 18,000 fewer heart attacks in one year in the United States. People
who smoke potentially know their fate. Why is it we as the public should let those smokers can give

If all smokers in the United States stopped smoking in 2006, 2.8 million premature deaths would be
prevented between then and 2025 (Kliff). Also, the money spent on health would decrease by $211
billion in that same time period (Kliff). The health benefits of smoking bans are unquestionable, but
the other aspects of it are arguable. A popular belief is that restaurants who ban smoking will receive
a considerably lesser amount of money than restaurants that do not ban smoking because smokers
will not go to restaurants that refuse to accommodate their customers. "The results of our naive
specifications indicate that smoking bans have a large negative effect on restaurant revenues" (Fleck
and Hanssen 61). Another argument that opposes smoking bans is that anybody is free to smoke
anywhere and anytime they please, and that the practice of smoking bans will take away a person's
rights. These people believe that if a person smokes, it is their decision and right to do so, regardless

Contrary to popular beliefs, it is statistically proven that smoking bans do not hurt or damage
restaurants' revenue; instead, they either neutrally affect a restaurant's income or they actually boost

Many smokers have found themselves at the center of most debates and very controversial topics.
They feel like some smoking bans are unreasonable and unconstitutional. In fact many believe that
smoking pollutes the air and causes diseases. Throughout this paper we will be discussing how each
branch of government view smoking bans and laws. United States is made up of three branches of
government. They are Legislative, Executive, and Judicial. Each branch of government has an
important role to play when it comes to our laws. The legislative branch makes the laws, executive
branch enforces the law and the judicial branch evaluates laws.
We will begin with the legislative branch that have the important role of making laws, this branch of

The topic for this case study is the ethics of government policy in regards to a ban on advertising for
tobacco smoking. On Feb 6, 2001, the Government of India announced they would impose a ban on
advertising for tobacco smoking. Healthcare reports identified smoking tobacco was the leading
cause of preventable deaths. Smoking tobacco caused cancer, lung disease, chronic obstructive
pulmonary disease (COPD), emphysema and chronic bronchitis. The increase in illness and death
related to tobacco smoking prompted the Indian Government to propose a ban of all forms of

Year after year, Unites States citizens are suffering a great deal due to cigarette smoke. Smoking
leads the way in preventable deaths killing up to 440,000 people annually and it costs this country
an estimated $157 billion dollars in annual economic medical expenses (CDC, 2014). Up to 500
million people are estimated to be killed from just this habit alone which will also cut 5 billion years
of life because of tobacco smoke (Glanz, 2008). Cigarette smoke does not kill you in a hurry. It is a
slow, but progressively harmful type of suffering one has to endure until their last days. Symptoms
caused by cigarette smoke include and are not limited to shallow breathing, feeling fatigued and a

cities and states, as well as countries such as New Zealand and Germany. Stroke hospitalizations fell

won't make them sick or kill them. Some think the solution lies in the fancy ventilation systems

of these are due to lung cancer, whose leading cause is smoking. However, not all deaths are
smokers themselves. Anyone in the vicinity can fall victim to second hand smoke. These people,
through no action of their own, can have their lives threatened.

Aside from nicotine sucking a person in for a lifetime habit, cigarettes affect the lungs also
producing outrageous amounts of lung cancer throughout the world. Lungs turn black on the inside
