14. CONCLUSION Many resilience engineering concepts require a compatible SMS. This SMS is development stems from the same paradigm as resilience engineering. Important concepts have been identified but much work still has to be done.

15. OUTLOOK FOR THE FUTURE Strength of chain is known from its weakest link. Level of preparedness of the states having aviation connectivity with a particular state is most critical. Some are soft in their approach by culture, some are soft by design, and some are soft as they cannot afford cost. ICAO has a role to play. India should be more proactive in the international forum.
