enforcement having partners. This concept of law enforcement having partners that work with them to
investigate crimes, help citizens, and engage in other social activities is embedded in the history of law
enforcement. Thus, it should be no surprise that when we talk about community policing, it is necessary for
partnerships to be established between various community entities to ensure that the entire community is
protected and served by law enforcement.
In communities, partnerships take on many forms. They can be between two individuals, an organization and
individual, multiple individuals, multiple agencies, or multiple individuals and agencies. The term collaboration
is often used to represent the coming together of various agencies and individuals that are working together
to achieve a common goal. In addition to working together, these agencies and individuals pool their
resources together to help achieve the goal. In order for collaboration to be successful, trust between the
individuals and agencies involved must be at the core of that collaboration process. Once trust is at the core,
that trust must then be surrounded by the following components to ensure a successful collaboration results:
key stakeholders, shared visions and common goals, expertise, teamwork strategies, open communication,
motivated partners, sufficient means (resources), and an action plan (Miller, Hess, & Orthmann, 2014).

In August of 2010, after serving nearly 10 years in prison for two bank robberies, Lance
Brown walked out of a North Carolina prison a free man. Since his release he has been
struggling with poverty and homelessness and was forced out of a homeless shelter for
fighting with another patron. In April of 2012, Brown approached his parole officer and
asked what he needed to do to get put back in prison! His parole officer referred him to
a series of agencies and support services that Brown did not pursue. Instead, he walked
into the local courthouse in Columbus Georgia and threatened to kill the president of the
United States. However, officers did not believe that Brown’s threats were credible and
thus there were no consequences. Apparently frustrated, Brown exited the courthouse
and promptly threw a brick through the glass front door of the courthouse. Brown was
held in jail for 9 months awaiting trial. At trial he was sentenced to 1 month in jail and
3 years probation for malicious mischief. In court, Brown noted that his behavior would
result in shelter in a facility in which at least, “someone’s going to offer me a sandwich
and drink” (Associated Press, 2012, p. 1).
Many experts believe that the problem of crime in America is grounded in larger issues
of social structural marginality. Thus, issues like the economy, poverty, health care, and
education may be central in an encompassing crime-control strategy.
10.1 The Challenge of the Status Quo
One of the paramount challenges in criminology is developing systematic, evidence-driven and practical public policies to address the crime problem. However, pub-lic policy does not exist in a vacuum; developing, implementing, and evaluating
cost-effective and pragmatic crime-control policies is only part of the challenge. Many
experts highlight that changes in criminal justice policy include a series of obstacles. There
are ideological barriers to change given America’s historic support of “tough on crime”

Introduction
First, thank you for your patience during the last seven units. Public policy related to criminal justice is a
difficult and often nerve-racking subject. The thing that makes policymaking in this arena so difficult is the
delicate balance that the stakeholders must navigate. It is a fact that the debate regarding whether to punish,
to treat and rehabilitate, or to demonstrate retribution has plagued the United States for over 200 years. Gau
(2019) states “One truism that should have emerged plainly in previous chapters is that purely punishment-
and control-based approaches do not reduce recidivism, prevent crime, or enhance public peace” (p. 242).
The criminal justice system is based in social control through law, and the police are the duly-appointed
representatives sworn to carry out that function. There are two questions that we must revisit. Initially, do we
have too many laws that prohibit behavior in the United States, and secondly, as has been asked before in
this course, do we incarcerate too many people for non-violent offenses? The answer to both questions is
yes. Therefore, what do we do to amend criminal codes across the United States, and how do we deter
crime?

By use of ethical practices in the application of force, law enforcement agencies foster greater trust and legitimacy with the communities they serve. The message that is communicated to the community is that the use of force will be used in situations that are necessary where the use of force is sufficiently warranted to contain/stop a threat or danger. It also sends the message that a person’s civil rights and human dignity are principles that officers respect even in difficult and dangerous situations. An officer’s use of force that is consistent with the law and agency policy upholds the rule of law, and by doing so, affords a criminal suspect due process and preservation of their constitutional rights. Using an ethical approach in the use of force helps officers avoid traps of the “us vs them” mentality, as well as, a military style approach where officers view themselves as combat soldiers and criminal suspects are the enemy. By applying an ethical approach to the use of force, officers also avoid the mentality and belief that the ends justify the means as a utilitarian belief system (Elliott & Pollock, 2104).
#2: Compstat and Zero Tolerance - Challenges faced when pressured to reduce crime and produce certain outcomes in a short period.
Some of the challenges have to do with avoiding reactionary responses to crime. If there is pressure on a police agency to reduce crime and achieve certain outcomes in a short period of time, there may be a tendency to cut corners and fall into the trap of “by any means necessary” as pointed out by Elliott and Pollock in The Ethics of Force. Effective utilization of Compstat can help to avoid such pitfalls given that it provides real time data on which crimes are being committed and where they are happening. Police leadership can then deploy necessary resources and responses to affected areas of the community. By smartly using Compstat, Zero Tolerance enforcement becomes manageable and effective. Additional challenges occur if there is resistance toward the use of Compstat by rank and file officers, as well as, supervisors and command staff. Compstat must also be tailed-made to fit in with the particular culture and environment of the respective agency adopting its use. A one size fits all approach will not be affective nor embraced by staff in the long term.

Although the United States has a very strong and effective intelligence community, there are several unavoidable challenges that set back some of the processes and hinders the intelligence community from working to its full potential. The most important challenges that I see include flow of information, civil liberties and secrecy.
Since the United States does not have one large domestic intelligence agency that completes all intelligence-related tasks, it is much more difficult for them to be able to transfer information to the right people in a timely manner. I think it is very beneficial that we are able to have such a wide variety of intelligence agencies, each with a specific mission set so subject matter experts can focus on their mission to the best of their abilities, however, on the flip side, many of them have to jump through hoops to get additional information on certain subjects or track down the originator of a product. Having so many different agencies requires a lot more work to get a good flow of communication between the agencies and a lot of valuable information can be lost in the process.
Civil liberties always has and always will be a major challenge for the intelligence community. In order to do their job effectively, intelligence personnel need to be able to conduct surveillance around the clock. Especially in today’s world, people do not want their rights to private taken away, making this jobs very difficult for intelligence and law enforcement personnel. With the rise of domestic terrorism and homegrown extremists, the IC will continue to need increased access in to people’s lives and workplace in order to detect these criminals and prevent future activity.
Lastly, secrecy has been a major challenge to the IC because much of the information dealt with is classified and needs to remain a secret for national security concerns, however, people do not want information kept from there. It is difficult to determine what information should be released to the public to ensure their safety while at the same time, not disrupting an operation. I think the IC has done everything right so far in regards to these issues. There is really no way to fix these challenges while at the same time maintain the high level of national security that we have.

produced just shortly after color television was invented, then you are familiar with the notion of law
enforcement having partners. This concept of law enforcement having partners that work with them to
investigate crimes, help citizens, and engage in other social activities is embedded in the history of law
enforcement. Thus, it should be no surprise that when we talk about community policing, it is necessary for
partnerships to be established between various community entities to ensure that the entire community is
protected and served by law enforcement.
In communities, partnerships take on many forms. They can be between two individuals, an organization and
individual, multiple individuals, multiple agencies, or multiple individuals and agencies. The term collaboration
is often used to represent the coming together of various agencies and individuals that are working together
to achieve a common goal. In addition to working together, these agencies and individuals pool their
resources together to help achieve the goal. In order for collaboration to be successful, trust between the
individuals and agencies involved must be at the core of that collaboration process. Once trust is at the core,
that trust must then be surrounded by the following components to ensure a successful collaboration results:
key stakeholders, shared visions and common goals, expertise, teamwork strategies, open communication,
motivated partners, sufficient means (resources), and an action plan (Miller, Hess, & Orthmann, 2014).

Section 10.1 The Challenge of the Status Quo CHAPTER 10
In August of 2010, after serving nearly 10 years in prison for two bank robberies, Lance
Brown walked out of a North Carolina prison a free man. Since his release he has been
struggling with poverty and homelessness and was forced out of a homeless shelter for
fighting with another patron. In April of 2012, Brown approached his parole officer and
asked what he needed to do to get put back in prison! His parole officer referred him to
a series of agencies and support services that Brown did not pursue. Instead, he walked
into the local courthouse in Columbus Georgia and threatened to kill the president of the
United States. However, officers did not believe that Brown’s threats were credible and
thus there were no consequences. Apparently frustrated, Brown exited the courthouse
and promptly threw a brick through the glass front door of the courthouse. Brown was
held in jail for 9 months awaiting trial. At trial he was sentenced to 1 month in jail and
3 years probation for malicious mischief. In court, Brown noted that his behavior would
result in shelter in a facility in which at least, “someone’s going to offer me a sandwich
and drink” (Associated Press, 2012, p. 1).
Many experts believe that the problem of crime in America is grounded in larger issues
of social structural marginality. Thus, issues like the economy, poverty, health care, and
education may be central in an encompassing crime-control strategy.

One of the paramount challenges in criminology is developing systematic, evidence-driven and practical public policies to address the crime problem. However, pub-lic policy does not exist in a vacuum; developing, implementing, and evaluating
cost-effective and pragmatic crime-control policies is only part of the challenge. Many
experts highlight that changes in criminal justice policy include a series of obstacles. There
are ideological barriers to change given America’s historic support of “tough on crime”

Introduction
First, thank you for your patience during the last seven units. Public policy related to criminal justice is a
difficult and often nerve-racking subject. The thing that makes policymaking in this arena so difficult is the
delicate balance that the stakeholders must navigate. It is a fact that the debate regarding whether to punish,
to treat and rehabilitate, or to demonstrate retribution has plagued the United States for over 200 years. Gau
(2019) states “One truism that should have emerged plainly in previous chapters is that purely punishment-
and control-based approaches do not reduce recidivism, prevent crime, or enhance public peace” (p. 242).
The criminal justice system is based in social control through law, and the police are the duly-appointed
representatives sworn to carry out that function. There are two questions that we must revisit. Initially, do we
have too many laws that prohibit behavior in the United States, and secondly, as has been asked before in
this course, do we incarcerate too many people for non-violent offenses? The answer to both questions is
yes. Therefore, what do we do to amend criminal codes across the United States, and how do we deter
crime?

#1: Helping Community Relationships by Using Ethical Practices in Uses of Force.
By use of ethical practices in the application of force, law enforcement agencies foster greater trust and legitimacy with the communities they serve. The message that is communicated to the community is that the use of force will be used in situations that are necessary where the use of force is sufficiently warranted to contain/stop a threat or danger. It also sends the message that a person’s civil rights and human dignity are principles that officers respect even in difficult and dangerous situations. An officer’s use of force that is consistent with the law and agency policy upholds the rule of law, and by doing so, affords a criminal suspect due process and preservation of their constitutional rights. Using an ethical approach in the use of force helps officers avoid traps of the “us vs them” mentality, as well as, a military style approach where officers view themselves as combat soldiers and criminal suspects are the enemy. By applying an ethical approach to the use of force, officers also avoid the mentality and belief that the ends justify the means as a utilitarian belief system (Elliott & Pollock, 2104).
#2: Compstat and Zero Tolerance - Challenges faced when pressured to reduce crime and produce certain outcomes in a short period.
Some of the challenges have to do with avoiding reactionary responses to crime. If there is pressure on a police agency to reduce crime and achieve certain outcomes in a short period of time, there may be a tendency to cut corners and fall into the trap of “by any means necessary” as pointed out by Elliott and Pollock in The Ethics of Force. Effective utilization of Compstat can help to avoid such pitfalls given that it provides real time data on which crimes are being committed and where they are happening. Police leadership can then deploy necessary resources and responses to affected areas of the community. By smartly using Compstat, Zero Tolerance enforcement becomes manageable and effective. Additional challenges occur if there is resistance toward the use of Compstat by rank and file officers, as well as, supervisors and command staff. Compstat must also be tailed-made to fit in with the particular culture and environment of the respective agency adopting its use. A one size fits all approach will not be affective nor embraced by staff in the long term.

Although the United States has a very strong and effective intelligence community, there are several unavoidable challenges that set back some of the processes and hinders the intelligence community from working to its full potential. The most important challenges that I see include flow of information, civil liberties and secrecy.
Since the United States does not have one large domestic intelligence agency that completes all intelligence-related tasks, it is much more difficult for them to be able to transfer information to the right people in a timely manner. I think it is very beneficial that we are able to have such a wide variety of intelligence agencies, each with a specific mission set so subject matter experts can focus on their mission to the best of their abilities, however, on the flip side, many of them have to jump through hoops to get additional information on certain subjects or track down the originator of a product. Having so many different agencies requires a lot more work to get a good flow of communication between the agencies and a lot of valuable information can be lost in the process.
Civil liberties always has and always will be a major challenge for the intelligence community. In order to do their job effectively, intelligence personnel need to be able to conduct surveillance around the clock. Especially in today’s world, people do not want their rights to private taken away, making this jobs very difficult for intelligence and law enforcement personnel. With the rise of domestic terrorism and homegrown extremists, the IC will continue to need increased access in to people’s lives and workplace in order to detect these criminals and prevent future activity.
Lastly, secrecy has been a major challenge to the IC because much of the information dealt with is classified and needs to remain a secret for national security concerns, however, people do not want information kept from there. It is difficult to determine what information should be released to the public to ensure their safety while at the same time, not disrupting an operation. I think the IC has done everything right so far in regards to these issues. There is really no way to fix these challenges while at the same time maintain the high level of national security that we have.

Evaluate any damaging financial and ethical repercussions of failure to include the inventory write-downs in the financial statements. Prepare a recommendation to the CFO, evaluating the negative impact of a civil fraud penalty on the corporation as a result of the IRS audit. One of the very first cases that caught Freud’s attention when he was starting to develop his psychoanalytic theory was that of Anna O, a patient of fellow psychiatrist Josef Breuer. It is her case that he believes was the beginning of the psychoanalytic approach.

The Case of Anna O.
One of the first cases that inspired Freud in the development of what would eventually become the Psychoanalytic Theory was the case of Anna O. Anna O. was actually a patient of one of Freud’s colleagues Josef Breuer. Using Breuer’s case notes, Freud was able to analyze the key facts of Anna O’s case.
Anna O. first developed her symptoms while she was taking care of her very ill father with whom she was extremely close. Some of her initial symptoms were loss of appetite to the extent of not eating, weakness, anemia, and development a severe nervous cough. Eventually she developed a severe optic headache and lost the ability to move her head, which then progressed into paralysis of both arms. Her symptoms were not solely physical as she would vacillate between a normal, mental state and a manic-type state in which she would become extremely agitated. There was even a notation of a time for which she hallucinated that the ribbons in her hair were snakes.
Toward the end of her father’s life she stopped speaking her native language of German and instead only spoke in English. A little over a year after she began taking care of her father he passed away. After his passing her symptoms grew to affect her vision, a loss of ability to focus her attention, more extreme hallucinations, and a number of suicidal attempts (Hurst, 1982).
Both Freud and Jung would acknowledge that unconscious processes are at work in this woman's problems. However, they would come to different conclusions about the origin of these problems and the method by which she should be treated.

THE United States needed to eliminate Osama bin Laden to fulfill our sense of justice and, to a lesser extent, to end the myth of his invincibility. But dropping Bin Laden's corpse in the sea does not end the terrorist threat, nor does it remove the ideological motivation of Al Qaeda's supporters.
Often forgotten amid the ugly violence of Al Qaeda's attacks was that the terrorists' declared goal was to replace existing governments in the Muslim world with religiously pure Islamist states and eventually restore an Islamic caliphate. High on Al Qaeda's list of targets was Egypt's president, Hosni Mubarak. The protesters of Tahrir Square succeeded in removing him without terrorism and without Al Qaeda.
Thus, even before Bin Laden's death, analysts had begun to argue that Al Qaeda was rapidly becoming irrelevant. With Bin Laden's death, it is even more tempting to think that the era of Al Qaeda is over.
But such rejoicing would be premature. To many Islamist ideologues, the Arab Spring simply represents the removal of obstacles that stood in the way of establishing the caliphate. Their goal has not changed, nor has their willingness to use terrorism.
In the months ahead, Bin Laden's death may encourage Al Qaeda to stage an attack to counter the impression that it is out of business. The more significant threat, however, will come from Al Qaeda's local affiliates. Visual presentation is important. Be certain to present your work aesthetically. If you are composing a traditional paper, then images, clips, and/or links will add professionalism.

Assignment 2: Library Research—Fusion Centers as a Law Enforcement Tool Since the terrorist attacks against the United States on September 11, 2001, there has been a real push in local law enforcement agencies—especially large ones—to incorporate intelligence-led policing techniques. A part of that strategy has been the creation of fusion centers in all fifty states intended to facilitate the sharing of police intelligence information between federal, state, and local agencies. Consider the Lambert (2010) article, "Intelligence- Led Policing in a Fusion Center" and the "US Government Accountability Office (GAO) Report on Fusion Centers" in the Webliography . The creation of fusion centers and their operations have not been without controversy. Many civil libertarians have expressed concern that instead of focusing only on real threats, fusion centers encourage the government's suspicion toward law-abiding citizens and groups that are suspected of potential hostility toward government. Tasks: Write a 2- to 3-page paper. In the paper: Take a definitive stand, with explanations, for or against the use of fusion centers as a local law enforcement tool. Discuss how these centers may be abused to violate citizen rights. Explain the difference between the cooperation that occurs through fusion centers and that through other kinds of multiagency activities, such as task forces and joint investigations. Identify and discuss the possible steps or policies to minimize concerns that some have raised about potential abuses. Feel free to do additional research on the topic of fusion centers, beyond the reading that has been assigned to further improve your paper.
