If you are a fan of some of the older detective shows, the ones that were in black and white or maybe
produced just shortly after color television was invented, then you are familiar with the notion of law
enforcement having partners. This concept of law enforcement having partners that work with them to
investigate crimes, help citizens, and engage in other social activities is embedded in the history of law
enforcement. Thus, it should be no surprise that when we talk about community policing, it is necessary for
partnerships to be established between various community entities to ensure that the entire community is
protected and served by law enforcement.
In communities, partnerships take on many forms. They can be between two individuals, an organization and
individual, multiple individuals, multiple agencies, or multiple individuals and agencies. The term collaboration
is often used to represent the coming together of various agencies and individuals that are working together
to achieve a common goal. In addition to working together, these agencies and individuals pool their
resources together to help achieve the goal. In order for collaboration to be successful, trust between the
individuals and agencies involved must be at the core of that collaboration process. Once trust is at the core,
that trust must then be surrounded by the following components to ensure a successful collaboration results:
key stakeholders, shared visions and common goals, expertise, teamwork strategies, open communication,
motivated partners, sufficient means (resources), and an action plan (Miller, Hess, & Orthmann, 2014).

Section 10.1 The Challenge of the Status Quo CHAPTER 10
In August of 2010, after serving nearly 10 years in prison for two bank robberies, Lance
Brown walked out of a North Carolina prison a free man. Since his release he has been
struggling with poverty and homelessness and was forced out of a homeless shelter for
fighting with another patron. In April of 2012, Brown approached his parole officer and
asked what he needed to do to get put back in prison! His parole officer referred him to
a series of agencies and support services that Brown did not pursue. Instead, he walked
into the local courthouse in Columbus Georgia and threatened to kill the president of the
United States. However, officers did not believe that Brown’s threats were credible and
thus there were no consequences. Apparently frustrated, Brown exited the courthouse
and promptly threw a brick through the glass front door of the courthouse. Brown was
held in jail for 9 months awaiting trial. At trial he was sentenced to 1 month in jail and
3 years probation for malicious mischief. In court, Brown noted that his behavior would
result in shelter in a facility in which at least, “someone’s going to offer me a sandwich
and drink” (Associated Press, 2012, p. 1).
Many experts believe that the problem of crime in America is grounded in larger issues
of social structural marginality. Thus, issues like the economy, poverty, health care, and
education may be central in an encompassing crime-control strategy.
10.1 The Challenge of the Status Quo
One of the paramount challenges in criminology is developing systematic, evidence-driven and practical public policies to address the crime problem. However, pub-lic policy does not exist in a vacuum; developing, implementing, and evaluating
cost-effective and pragmatic crime-control policies is only part of the challenge. Many
experts highlight that changes in criminal justice policy include a series of obstacles. There
are ideological barriers to change given America’s historic support of “tough on crime”

Corruption, Norms, and Legal Enforcement:
Evidence from Diplomatic Parking Tickets

We study cultural norms and legal enforcement in controlling cor-
ruption by analyzing the parking behavior of United Nations officials
in Manhattan. Until 2002, diplomatic immunity protected UN dip-
lomats from parking enforcement actions, so diplomats’ actions were
constrained by cultural norms alone. We find a strong effect of cor-
ruption norms: diplomats from high-corruption countries (on the
basis of existing survey-based indices) accumulated significantly more
unpaid parking violations. In 2002, enforcement authorities acquired
the right to confiscate diplomatic license plates of violators. Unpaid
violations dropped sharply in response. Cultural norms and (partic-
ularly in this context) legal enforcement are both important deter-
minants of corruption.

Civilian review of police’s internal disciplinary and procedural mechanisms to address complaints are examined in this paper. Civilian oversight is a prominent feature of modern police efforts to improve community relations. The organizational theme of civilian oversight is characterized by terms used to critique police practices. Cultural competence, community policing, and mediation are key elements in reforming police practices and criminal justice goals. Modern theologians such as Christine Hayes and John Dominic Crossan offer insights about sociological concepts of biblical justice. Through the lens of restorative and distributive justice this paper examines complaint intake and criminal justice goals of San Diego's Civilian Review Board on Police Practices. Community policiing initiatives offer a holistic application of a socially just, transparent, and accountable process for building and restoring lawful communities. The views of prominent sociologists, active and retired police officers, and researchers are solicted in this exhaustive paper. Ultimately, this research will examine impacts and priorities for civilians to review police practices and develop and restore collaborative networks between police and their communities.

The term paper consists of two parts:
Part 1 - Select a domestic or international terrorist organization that threatens the U.S. homeland and complete a profile of that organization. The group profile should be approximately 50 percent of the final paper and must include a discussion of the group's ideology, targeting, tactics, capability, and overall goals, analysis of attacks, and any statements or propaganda released by the group. Make sure you have enough information on the group to address all these factors and how it affects the US homeland.
A foreign terrorist group for this project must be on the official list of foreign terrorist organizations (FTOs) maintained by the U.S. Department of State. In the case of domestic terrorist groups, there is no sanctioned list from which to choose, but the Federal Bureau of Investigation (FBI) has made significant arrests from several groups that would fit the description of a domestic terrorist group. The FBI also names many other groups in congressional testimony. Materials presented in the first module, as well as recent news and congressional testimony, are good sources of information on how to identify domestic groups for this project.
Part 2 - Use the group profile to conduct an analysis of one or more U.S. homeland security policies studied in module 2, to assess the ability of the policy or policies to counter the threat posed by the group profiled. This analysis should begin with an introduction and explanation of the policy, followed by an analysis addressing the breadth of the information (from part 1) gathered on that terrorist group. The policy you analyze should be consistent with the group; for example, if you choose a domestic terrorist group, it would be improper to analyze the Secure Border Initiative and its ability to counter a domestic threat, because the members of the group are already within the nation's borders. If you find the policy deficient, make specific recommendations for policy change to counter the threat. If you deem the policy sufficient to counter the threat, explain the rationale for your conclusion.

Trust, Salience and Deterrence
We present results from a laboratory experiment identifying the main channels through which different law enforcement strategies deter organized economic crime. The absolute level of a fine has a strong deterrence effect, even when the exogenous probability of apprehension is zero. This effect appears to be driven by distrust or fear of betrayal, as it increases significantly when the incentives to betray partners are strengthened by policies offering amnesty to “turncoat whistleblowers”. We also document a strong deterrence effect of the sum of fines paid in the past, which suggests a significant role for salience or availability heuristic in law enforcement.

The Other Wes Moore: One Name, Two Fates
, was surprised when one day, the police approached him for a crime he did not commit. During the investigation, he came to know of another man who had the same name—Wes Moore. The shared name was not the only coincidence: they had both grown up in the same neighborhood at about the same time. Yet, one Wes Moore went on to become a Rhodes scholar, earn honors in the military, work at the White House, and become a leader in the business community; while the other Wes Moore was sentenced to life in prison. The descriptions of the lives of both Wes Moores are illustrative of the power of heredity and environment in the shaping of a person.
As boys, both Wes Moores grew up in poor, single-parent homes and did not apply themselves in primary and secondary school. The author’s father, a newscaster, died when the author was three years old. He and his two sisters were raised by his widowed mother. Before he was a teen, he became disillusioned with school and began getting into trouble in his neighborhood, even having brushes with the law for petty crimes. His mother decided to send him to military school, but he ran away five times before finally giving the school a chance. Once he decided to stay, he gained a strong sense of purpose and developed a strong work ethic.
Meanwhile, the other Wes Moore, who lived in the same area of Baltimore, was about the same age, and was also being raised by a single mother. He was arrested and convicted for first-degree murder of a police officer during a jewelry store robbery. He is serving a life prison sentence.
Important differences between the childhoods of the two boys are notable. The author had two college-educated parents. His father chose to stay with the family, but died at a relatively young age.

Corruption, Norms, and Legal Enforcement:
Evidence from Diplomatic Parking Tickets

We study cultural norms and legal enforcement in controlling cor-
ruption by analyzing the parking behavior of United Nations officials
in Manhattan. Until 2002, diplomatic immunity protected UN dip-
lomats from parking enforcement actions, so diplomats’ actions were
constrained by cultural norms alone. We find a strong effect of cor-
ruption norms: diplomats from high-corruption countries (on the
basis of existing survey-based indices) accumulated significantly more
unpaid parking violations. In 2002, enforcement authorities acquired
the right to confiscate diplomatic license plates of violators. Unpaid
violations dropped sharply in response. Cultural norms and (partic-
ularly in this context) legal enforcement are both important deter-
minants of corruption.

Civilian review of police’s internal disciplinary and procedural mechanisms to address complaints are examined in this paper. Civilian oversight is a prominent feature of modern police efforts to improve community relations. The organizational theme of civilian oversight is characterized by terms used to critique police practices. Cultural competence, community policing, and mediation are key elements in reforming police practices and criminal justice goals. Modern theologians such as Christine Hayes and John Dominic Crossan offer insights about sociological concepts of biblical justice. Through the lens of restorative and distributive justice this paper examines complaint intake and criminal justice goals of San Diego's Civilian Review Board on Police Practices. Community policiing initiatives offer a holistic application of a socially just, transparent, and accountable process for building and restoring lawful communities. The views of prominent sociologists, active and retired police officers, and researchers are solicted in this exhaustive paper. Ultimately, this research will examine impacts and priorities for civilians to review police practices and develop and restore collaborative networks between police and their communities.

The term paper consists of two parts:
Part 1 - Select a domestic or international terrorist organization that threatens the U.S. homeland and complete a profile of that organization. The group profile should be approximately 50 percent of the final paper and must include a discussion of the group's ideology, targeting, tactics, capability, and overall goals, analysis of attacks, and any statements or propaganda released by the group. Make sure you have enough information on the group to address all these factors and how it affects the US homeland.
A foreign terrorist group for this project must be on the official list of foreign terrorist organizations (FTOs) maintained by the U.S. Department of State. In the case of domestic terrorist groups, there is no sanctioned list from which to choose, but the Federal Bureau of Investigation (FBI) has made significant arrests from several groups that would fit the description of a domestic terrorist group. The FBI also names many other groups in congressional testimony. Materials presented in the first module, as well as recent news and congressional testimony, are good sources of information on how to identify domestic groups for this project.
Part 2 - Use the group profile to conduct an analysis of one or more U.S. homeland security policies studied in module 2, to assess the ability of the policy or policies to counter the threat posed by the group profiled. This analysis should begin with an introduction and explanation of the policy, followed by an analysis addressing the breadth of the information (from part 1) gathered on that terrorist group. The policy you analyze should be consistent with the group; for example, if you choose a domestic terrorist group, it would be improper to analyze the Secure Border Initiative and its ability to counter a domestic threat, because the members of the group are already within the nation's borders. If you find the policy deficient, make specific recommendations for policy change to counter the threat. If you deem the policy sufficient to counter the threat, explain the rationale for your conclusion.

The USA PATRIOT Act, which was passed by Congress and signed into law by President Bush on October 26, 2001, broadened the ability of law enforcement and intelligence agencies to interdict terrorism in four ways (Congressional Research Service [CRS], 2002). Trust, Salience and Deterrence
We present results from a laboratory experiment identifying the main channels through which different law enforcement strategies deter organized economic crime. The absolute level of a fine has a strong deterrence effect, even when the exogenous probability of apprehension is zero. This effect appears to be driven by distrust or fear of betrayal, as it increases significantly when the incentives to betray partners are strengthened by policies offering amnesty to “turncoat whistleblowers”. We also document a strong deterrence effect of the sum of fines paid in the past, which suggests a significant role for salience or availability heuristic in law enforcement.

The Other Wes Moore: One Name, Two Fates
, was surprised when one day, the police approached him for a crime he did not commit. During the investigation, he came to know of another man who had the same name—Wes Moore. The shared name was not the only coincidence: they had both grown up in the same neighborhood at about the same time. Yet, one Wes Moore went on to become a Rhodes scholar, earn honors in the military, work at the White House, and become a leader in the business community; while the other Wes Moore was sentenced to life in prison. The descriptions of the lives of both Wes Moores are illustrative of the power of heredity and environment in the shaping of a person.
As boys, both Wes Moores grew up in poor, single-parent homes and did not apply themselves in primary and secondary school. The author’s father, a newscaster, died when the author was three years old. He and his two sisters were raised by his widowed mother. Before he was a teen, he became disillusioned with school and began getting into trouble in his neighborhood, even having brushes with the law for petty crimes. His mother decided to send him to military school, but he ran away five times before finally giving the school a chance. Once he decided to stay, he gained a strong sense of purpose and developed a strong work ethic.
Meanwhile, the other Wes Moore, who lived in the same area of Baltimore, was about the same age, and was also being raised by a single mother. He was arrested and convicted for first-degree murder of a police officer during a jewelry store robbery. He is serving a life prison sentence.
Important differences between the childhoods of the two boys are notable. The author had two college-educated parents. His father chose to stay with the family, but died at a relatively young age.

Demographic transition is the process in which a nation transitions from being a less industrialized society, with high birth and death rates, to an industrialized nation, with lower birth and death rates. Many countries have already been through this transition including the United States, England, and Canada.
The demographic transition to an industrialized society is detrimental for the environment because industrialized societies tend to use up nonrenewable resources and give off pollution. Industrialized nations have the largest ecological and carbon footprint relative to developing or nonindustrialized countries. Fortunately, there are some benefits to the process of demographic transition, including lower birth and death rates. Essentially, people in industrialized countries have fewer children and this in turn helps control the overall population size.
Demographic transition involves the following five stages:
Stage 1
High birth rate, high death rate, low population size
Stage 2
High birth rate, decreasing death rate, increasing population size
Stage 3
Decreasing birth rate, decreasing death rate, increasing population size
Stage 4
Low birth rate, low death rate, high population size
Stage 5
Low birth rate, low death rate, population size decreasing
It should be noted that stage 5 is controversial, and it is sometimes not considered to be a stage. This is partially because so few countries are at this stage.

Step 1:
Define doctrine and identify why a president would want to announce one.
A doctrine is an ideological platform that a president uses to advance a policy towards a country or region in order to accomplish foreign policy goals for the United States, so you will need to expand on this theme.
Refer back to Assignment 1, and build on whatever doctrine you wrote about then. Say, for example, you selected the Truman Doctrine. Therefore, this is the only thing you will write about in Assignment 2 step 1.
Step 2:
Select one country you wrote about in Assignment 1 and describe the Cold War relationship that existed between it and the U.S.
Before the presidential doctrine was announced. In the case of Truman, you would pick either the Soviet Union, Greece, or Iran, since all three were affected by his doctrine. If you are writing about the Eisenhower Doctrine, you would choose Lebanon or Egypt; if you wrote about the Kennedy Doctrine, you would have write about Cuba or Vietnam; if your wrote about the Nixon Doctrine, you would choose either Vietnam, Saudi Arabia or Iran; if you chose Carter, you would select either Iran or Afghanistan; and if you wrote about the Reagan Doctrine, you would select Nicaragua, Angola, Russia or Afghanistan (although there were several others).
Step 3:
Describe what effect the presidential doctrine you chose has had on regional or global affairs since it was announced during the Cold War.
That is, how did the doctrine change the status quo regionally or globally after it was announced by the U.S.? What happened in Western Europe after the Truman.

Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.

Embracing GenAI - A Strategic Imperative
Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. Assignment 2: Library Research—Fusion Centers as a Law Enforcement Tool Since the terrorist attacks against the United States on September 11, 2001, there has been a real push in local law enforcement agencies—especially large ones—to incorporate intelligence-led policing techniques. A part of that strategy has been the creation of fusion centers in all fifty states intended to facilitate the sharing of police intelligence information between federal, state, and local agencies. Consider the Lambert (2010) article, "Intelligence- Led Policing in a Fusion Center" and the "US Government Accountability Office (GAO) Report on Fusion Centers" in the Community Policing . The creation of fusion centers and their operations have not been without controversy. Many civil libertarians have expressed concern that instead of focusing only on real threats, fusion centers encourage the government's suspicion toward law-abiding citizens and groups that are suspected of potential hostility toward government. Tasks: Write a 2- to 3-page paper. In the paper: Take a definitive stand, with explanations, for or against the use of fusion centers as a local law enforcement tool. Discuss how these centers may be abused to violate citizen
- 2. rights. Explain the difference between the cooperation that occurs through fusion centers and that through other kinds of multiagency activities, such as task forces and joint investigations. Identify and discuss the possible steps or policies to minimize concerns that some have raised about potential abuses.
