If you are a fan of some of the older detective shows, the ones that were in black and white or maybe
produced just shortly after color television was invented, then you are familiar with the notion of law
enforcement having partners. This concept of law enforcement having partners that work with them to
investigate crimes, help citizens, and engage in other social activities is embedded in the history of law
enforcement. Thus, it should be no surprise that when we talk about community policing, it is necessary for
partnerships to be established between various community entities to ensure that the entire community is
protected and served by law enforcement.
In communities, partnerships take on many forms. They can be between two individuals, an organization and
individual, multiple individuals, multiple agencies, or multiple individuals and agencies. The term collaboration
is often used to represent the coming together of various agencies and individuals that are working together
to achieve a common goal. In addition to working together, these agencies and individuals pool their
resources together to help achieve the goal. In order for collaboration to be successful, trust between the
individuals and agencies involved must be at the core of that collaboration process. Once trust is at the core,
that trust must then be surrounded by the following components to ensure a successful collaboration results:
key stakeholders, shared visions and common goals, expertise, teamwork strategies, open communication,
motivated partners, sufficient means (resources), and an action plan (Miller, Hess, & Orthmann, 2014).

Evidence from Diplomatic Parking Tickets

We study cultural norms and legal enforcement in controlling cor-
ruption by analyzing the parking behavior of United Nations officials
in Manhattan. Until 2002, diplomatic immunity protected UN dip-
lomats from parking enforcement actions, so diplomats’ actions were
constrained by cultural norms alone. We find a strong effect of cor-
ruption norms: diplomats from high-corruption countries (on the
basis of existing survey-based indices) accumulated significantly more
unpaid parking violations. In 2002, enforcement authorities acquired
the right to confiscate diplomatic license plates of violators. Unpaid
violations dropped sharply in response. Cultural norms and (partic-
ularly in this context) legal enforcement are both important deter-
minants of corruption.

- Collection agencies: These gather raw information from various sources like human intelligence,
signals intelligence, imagery intelligence, etc. At the local level, police gather information through
community engagement and investigations. National agencies have broader collection capabilities.

- Counterintelligence: These elements work to protect classified information from adversaries trying

Most people attribute the creation of law enforcement and intelligence fusion centers with the events of September 11, 2001. However, from 1999–2002, a series of major events primed policy makers within the U.S. intelligence and law enforcement communities to formalize cross-community information sharing activities and ultimately to create an effective law enforcement and intelligence information-sharing environment.
As the new millennium was set to begin, Ahmed Ressam (the Millennium Bomber) was stopped as he exited a ferry crossing from Canada to a remote U.S. entry point. The contents found in his trunk would have allowed Ressam to achieve his goal of setting off an explosive device at the Los Angeles airport. This event, which occurred just two years before 9/11, led to meetings regarding the creation of some type of fusion and/or sharing process. Further discussions would advance this idea in the fall of 2002. In October of 2002, unprovoked shootings in the Washington DC metropolitan area resulted in 10 people dead and three critically injured. At the outset of these shootings, a massive police investigation across local and federal levels developed to apprehend the so-named Beltway Sniper. Local and federal law enforcement officials in the East attempted to fit the pieces together and analyze messages left by the killer or killers. This sniper case, combined with previous lessons learned, culminated in the realization for the need to formalize a multijurisdictional information-sharing activity. Members from across the law enforcement community—combining with elements of the homeland security, defense, and intelligence communities

set about institutionalizing this effort as quickly as possible.

In August of 2010, after serving nearly 10 years in prison for two bank robberies, Lance
Brown walked out of a North Carolina prison a free man. Since his release he has been
struggling with poverty and homelessness and was forced out of a homeless shelter for
fighting with another patron. In April of 2012, Brown approached his parole officer and
asked what he needed to do to get put back in prison! His parole officer referred him to
a series of agencies and support services that Brown did not pursue. Instead, he walked
into the local courthouse in Columbus Georgia and threatened to kill the president of the
United States. However, officers did not believe that Brown’s threats were credible and
thus there were no consequences. Apparently frustrated, Brown exited the courthouse
and promptly threw a brick through the glass front door of the courthouse. Brown was
held in jail for 9 months awaiting trial. At trial he was sentenced to 1 month in jail and
3 years probation for malicious mischief. In court, Brown noted that his behavior would
result in shelter in a facility in which at least, “someone’s going to offer me a sandwich
and drink” (Associated Press, 2012, p. 1).
Many experts believe that the problem of crime in America is grounded in larger issues
of social structural marginality. Thus, issues like the economy, poverty, health care, and
education may be central in an encompassing crime-control strategy.

One of the paramount challenges in criminology is developing systematic, evidence-driven and practical public policies to address the crime problem. However, pub-lic policy does not exist in a vacuum; developing, implementing, and evaluating
cost-effective and pragmatic crime-control policies is only part of the challenge. Many
experts highlight that changes in criminal justice policy include a series of obstacles. There

Leniency policies and asymmetric punishment are regarded as potentially powerful anticorruption
tools, also in the light of their success in busting price-fixing cartels. It has been
argued, however, that the introduction of these policies in China in 1997 has not helped
fighting corruption. Following up on this view, the Central Committee of the Chinese Communist
Party passed, in November 2015, a reform introducing heavier penalties, but also
restrictions to leniency. Properly designing and correctly evaluating these policies is difficult.
Corruption is only observed if detected, and an increase in convictions is consistent
with both reduced deterrence or improved detection. We map the evolution of the Chinese
anti-corruption legislation, collect data on corruption cases for the period 1986-2010, and
apply a new method to identify deterrence effects from changes in detected cases developed
for cartels by Miller (2009). We document a large and stable fall in corruption cases
starting immediately after the 1997 reform, consistent with a negative effect of the reform
on corruption detection, but under specific assumptions also with increased deterrence. To
resolve this ambiguity, we collect and analyze a random sample of case files from corruption
trials. Results point to a negative effect of the 1997 reform, linked to the increased leniency
also for bribe-takers cooperating after being denounced. This likely enhanced their ability
to retaliate against reporting bribe-givers – chilling detection through whistleblowing – as

Historically, North America was home to at least two species of large canids. The gray wolf, Canis lupus, existed in forests throughout most of North America, where they preyed on large ungulates such as elk and moose. The much smaller coyote, C. latrans, was restricted to the plains and deserts of central and western North America, where they fed on much smaller prey. Coyotes and wolves are easily distinguished by morphology. Since 1900, wolves have been almost completely extirpated in the United States, though populations still exist in Canada. In response to declines in wolf populations, coyotes dramatically increased their range northward and eastward. Coyotes also took advantage of concomitant losses in habitat due to deforestation and agriculture that turned forested areas into a more open habitat.
In 2003, a research team (Wilson et al. 2003) announced the startling discovery that mitochondrial DNA (mtDNA) from two wolf skins collected in New York State and Maine in the late 1800's did not match mitochondrial DNA of known gray wolves. Both of these animals had mtDNA more similar to that of coyotes than of gray wolves! The mtDNAof the New York wolf nested within coyotes; but the mtDNA of the Maine wolf was on a deep branch near the split of gray wolves and coyotes. Yet, the skins morphologically appeared like those of wolves, not coyotes.

If you are a fan of some of the older detective shows, the ones that were in black and white or maybe
produced just shortly after color television was invented, then you are familiar with the notion of law
enforcement having partners. This concept of law enforcement having partners that work with them to
investigate crimes, help citizens, and engage in other social activities is embedded in the history of law
enforcement. Thus, it should be no surprise that when we talk about community policing, it is necessary for
partnerships to be established between various community entities to ensure that the entire community is
protected and served by law enforcement.
In communities, partnerships take on many forms. They can be between two individuals, an organization and
individual, multiple individuals, multiple agencies, or multiple individuals and agencies. The term collaboration
is often used to represent the coming together of various agencies and individuals that are working together
to achieve a common goal. In addition to working together, these agencies and individuals pool their
resources together to help achieve the goal. In order for collaboration to be successful, trust between the
individuals and agencies involved must be at the core of that collaboration process. Once trust is at the core,
that trust must then be surrounded by the following components to ensure a successful collaboration results:
key stakeholders, shared visions and common goals, expertise, teamwork strategies, open communication,
motivated partners, sufficient means (resources), and an action plan (Miller, Hess, & Orthmann, 2014).
It is imperative that law enforcement agencies make time for the development of partnerships and problem-

Corruption, Norms, and Legal Enforcement:
Evidence from Diplomatic Parking Tickets

We study cultural norms and legal enforcement in controlling cor-
ruption by analyzing the parking behavior of United Nations officials
in Manhattan. Until 2002, diplomatic immunity protected UN dip-
lomats from parking enforcement actions, so diplomats’ actions were
constrained by cultural norms alone. We find a strong effect of cor-
ruption norms: diplomats from high-corruption countries (on the
basis of existing survey-based indices) accumulated significantly more
unpaid parking violations. In 2002, enforcement authorities acquired
the right to confiscate diplomatic license plates of violators. Unpaid
violations dropped sharply in response. Cultural norms and (partic-
ularly in this context) legal enforcement are both important deter-
minants of corruption.

Most people attribute the creation of law enforcement and intelligence fusion centers with the events of September 11, 2001. However, from 1999–2002, a series of major events primed policy makers within the U.S. intelligence and law enforcement communities to formalize cross-community information sharing activities and ultimately to create an effective law enforcement and intelligence information-sharing environment.
As the new millennium was set to begin, Ahmed Ressam (the Millennium Bomber) was stopped as he exited a ferry crossing from Canada to a remote U.S. entry point. The contents found in his trunk would have allowed Ressam to achieve his goal of setting off an explosive device at the Los Angeles airport. This event, which occurred just two years before 9/11, led to meetings regarding the creation of some type of fusion and/or sharing process. Further discussions would advance this idea in the fall of 2002. In October of 2002, unprovoked shootings in the Washington DC metropolitan area resulted in 10 people dead and three critically injured. At the outset of these shootings, a massive police investigation across local and federal levels developed to apprehend the so-named Beltway Sniper. Local and federal law enforcement officials in the East attempted to fit the pieces together and analyze messages left by the killer or killers. This sniper case, combined with previous lessons learned, culminated in the realization for the need to formalize a multijurisdictional information-sharing activity. Members from across the law enforcement community—combining with elements of the homeland security, defense, and intelligence communities

set about institutionalizing this effort as quickly as possible.

In August of 2010, after serving nearly 10 years in prison for two bank robberies, Lance
Brown walked out of a North Carolina prison a free man. Since his release he has been
struggling with poverty and homelessness and was forced out of a homeless shelter for
fighting with another patron. In April of 2012, Brown approached his parole officer and
asked what he needed to do to get put back in prison! His parole officer referred him to
a series of agencies and support services that Brown did not pursue. Instead, he walked
into the local courthouse in Columbus Georgia and threatened to kill the president of the
United States. However, officers did not believe that Brown’s threats were credible and
thus there were no consequences. Apparently frustrated, Brown exited the courthouse
and promptly threw a brick through the glass front door of the courthouse. Brown was
held in jail for 9 months awaiting trial. At trial he was sentenced to 1 month in jail and
3 years probation for malicious mischief. In court, Brown noted that his behavior would
result in shelter in a facility in which at least, “someone’s going to offer me a sandwich
and drink” (Associated Press, 2012, p. 1).
Many experts believe that the problem of crime in America is grounded in larger issues
of social structural marginality. Thus, issues like the economy, poverty, health care, and
education may be central in an encompassing crime-control strategy.
10.1 The Challenge of the Status Quo
One of the paramount challenges in criminology is developing systematic, evidence-driven and practical public policies to address the crime problem. However, pub-lic policy does not exist in a vacuum; developing, implementing, and evaluating
cost-effective and pragmatic crime-control policies is only part of the challenge. Many
experts highlight that changes in criminal justice policy include a series of obstacles. There
are ideological barriers to change given America’s historic support of “tough on crime”
policies. There are individuals and industries that benefit from the criminal justice system

Leniency policies and asymmetric punishment are regarded as potentially powerful anticorruption
tools, also in the light of their success in busting price-fixing cartels. It has been
argued, however, that the introduction of these policies in China in 1997 has not helped
fighting corruption. Following up on this view, the Central Committee of the Chinese Communist
Party passed, in November 2015, a reform introducing heavier penalties, but also
restrictions to leniency. Properly designing and correctly evaluating these policies is difficult.
Corruption is only observed if detected, and an increase in convictions is consistent
with both reduced deterrence or improved detection. We map the evolution of the Chinese
anti-corruption legislation, collect data on corruption cases for the period 1986-2010, and
apply a new method to identify deterrence effects from changes in detected cases developed
for cartels by Miller (2009). We document a large and stable fall in corruption cases
starting immediately after the 1997 reform, consistent with a negative effect of the reform
on corruption detection, but under specific assumptions also with increased deterrence. To
resolve this ambiguity, we collect and analyze a random sample of case files from corruption
trials. Results point to a negative effect of the 1997 reform, linked to the increased leniency
also for bribe-takers cooperating after being denounced. This likely enhanced their ability
to retaliate against reporting bribe-givers – chilling detection through whistleblowing – as

Historically, North America was home to at least two species of large canids. The gray wolf, Canis lupus, existed in forests throughout most of North America, where they preyed on large ungulates such as elk and moose. The much smaller coyote, C. latrans, was restricted to the plains and deserts of central and western North America, where they fed on much smaller prey. Coyotes and wolves are easily distinguished by morphology. Since 1900, wolves have been almost completely extirpated in the United States, though populations still exist in Canada. In response to declines in wolf populations, coyotes dramatically increased their range northward and eastward. Coyotes also took advantage of concomitant losses in habitat due to deforestation and agriculture that turned forested areas into a more open habitat.
In 2003, a research team (Wilson et al. 2003) announced the startling discovery that mitochondrial DNA (mtDNA) from two wolf skins collected in New York State and Maine in the late 1800's did not match mitochondrial DNA of known gray wolves. Both of these animals had mtDNA more similar to that of coyotes than of gray wolves! The mtDNAof the New York wolf nested within coyotes; but the mtDNA of the Maine wolf was on a deep branch near the split of gray wolves and coyotes. Yet, the skins morphologically appeared like those of wolves, not coyotes.

1) In Mad in America, Robert Whitaker argues that the treatment of mental illness is a “prism through which to view a society.” Put another way, he suggests, “Medical treatments for the severely mentally ill inevitably reflect the societal and philosophical values of the day (xv).” For this essay, please
compare and contrast
the dominant paradigm of mental illness treatment in two historical periods discussed in the book. You should consider: the underlying assumptions about the causes of mental illness; the prevailing treatment(s) of the day; how the mentally ill were regarded; and then describe what this tells us about that particular society at that particular time.
2) At the heart of Whitaker’s study is a question: Why do people with mental illness in the United States fare less well than people in poorer countries? Use Mad in America, as well as
the other texts
for our class, to address this question. Ask yourself, why might this be the case? What are the social, cultural and economic features of U.S. society that contribute to this situation? You may want to focus on the three or four most significant factors and explain how they all contribute to this situation.
3) Utilizing Karp’s “In Sickness and in Health” and one other reading from Voices from the Inside,
compare and contrast
caring for a family member with a physical illness to caring for a family member with a mental illness. In what ways are they similar, in what ways are they different? What accounts for the differences? What factors to social perceptions play? Do these differences matter, why or why not? Explain.
4) Karp and Sisson write, “I believe that one of the most important missions of sociology is to give voice…to the experiences of those whose voices and experiences would typically otherwise be blunted, marginalized…or simply ignored. These cases are becoming more controversial as the number of child killings increases every year. However, what happens if that innocent and vulnerable-looking child is the one responsible for the abduction and murders in your neighborhood? Would you believe the accusations made of someone so young? Could a child really commit such crimes? These are not your typical childish crimes of stealing toys from a friend, or bullying a schoolmate. This is the list for the top 10 young killers. At 13, Eric Smith was bullied because of his thick glasses, freckles, long red hair and one other quality: He had protruding, elongated ears. These were believed to be a side effect of medicine his mother had taken for her epilepsy when she was pregnant. Police charged Smith with the murder of a four-year-old boy named Derrick Robie. The younger child had been strangled, had large rocks dropped on his head, and had been sodomized with a small stick. When asked why he did it, Smith cannot give a definite answer. A psychiatrist diagnosed Smith with intermittent explosive disorder, a condition in which a person cannot control inner rage. Smith was convicted and went to prison. As of today, he’s been in prison for six years and has been denied parole five times.

A part of that strategy has been the creation of fusion centers in all fifty states intended to facilitate the sharing of police intelligence information between federal, state, and local agencies. Consider the Lambert (2010) article, "Intelligence- Led Policing in a Fusion Center" and the "US Government Accountability Office (GAO) Report on Fusion Centers" in the Webliography . The creation of fusion centers and their operations have not been without controversy. Many civil libertarians have expressed concern that instead of focusing only on real threats, fusion centers encourage the government's suspicion toward law-abiding citizens and groups that are suspected of potential hostility toward government. Tasks: Write a 2- to 3-page paper. In the paper: Take a definitive stand, with explanations, for or against the use of fusion centers as a local law enforcement tool. Discuss how these centers may be abused to violate citizen rights. Explain the difference between the cooperation that occurs through fusion centers and that through other kinds of multiagency activities, such as task forces and joint investigations. Identify and discuss the possible steps or policies to minimize concerns that some have raised about potential abuses.
